On May 15-16, the Prime Minister of Kazakhstan Askar Mamin made a working trip to the East Kazakhstan Region, where he inspected the progress of spring field work and the implementation of major projects in energy, industry, housing and social infrastructure, and also checked the preparations for celebration of the 175th anniversary of Abay.

In the Altay region, the head of government familiarized himself with the structure of sown areas and the course of spring field work of Altay Niva LLP.

The prime minister was informed that the crops will be sown on an area of ​​35.5 thousand hectares in 2020, oilseeds on an area of ​​28.2 thousand hectares.

For the spring field work in the farms of the region there is the required number of tractors, sowing and tillage equipment.

According to the district akim Kalikan Baigonussov, this year it is planned to increase the load of milk processing enterprises up to 80% by increasing milk yield at organized farms and purchasing milk from the population.

Also, the prime minister was informed about the results achieved in the crop sector. Thus, through the use of mineral fertilizers and high-quality seed, the yield of grain and leguminous crops increased, which in 2019 amounted to 28.8 c / ha, oilseeds – 21.1 c / ha. At the same time, in some farms, the average yield in cereals reaches 69 kg / ha and in oilseeds over 39 kg / ha.

Mamin visited the Turgusun hydroelectric station being built in the Altay region. The completion of the project is scheduled for September 2020. According to the project manager Baimukhanbetov, most of the work has already been completed.

Currently, work is underway at the hydroelectric station on interior decoration of the auxiliary building, machine room, assembly site, installation of equipment for the fire water supply system, domestic water supply, and pneumatic system.

Askar Mamin got acquainted with the work of the stroke and cardiocenters of the central inter-district hospital in Altay, evaluated the intensive care unit in the cardiocenter, where the angiographic operating room will be located.

The prime minister also met with the hospital’s paramedics who were trained in obstetrics in Europe.

The stroke center has 15 beds. Of these, 3 neurological and 12 stroke. To date, 676 patients have been treated, including 80 patients from other areas, and more than 3,100 studies have been conducted on a modern computed tomography scanner, including 876 patients with acute cerebrovascular accident.

In the city of Ust-Kamenogorsk, the prime minister visited the Ust-Kamenogorsk plant of industrial fittings and the Ust-Kamenogorsk titanium-magnesium plant, where he got acquainted with plans for their further development.

As you know, Ust-Kamenogorsk titanium is used in shipbuilding, the energy sector, and the oil and gas industry.

70% of the region's industrial production is in manufacturing. Based on the results of 4 months of 2020, manufacturing enterprises produced industrial products in the amount of 500 billion tenge, an increase of 111% compared to the corresponding period in 2019.

The leading manufacturing enterprises are the metallurgical enterprises of Kazzinc LLP, Ust-Kamenogorsk Titanium-Magnesium Plant JSC, Ulba Metallurgical Plant JSC, which produce the main precious and non-ferrous metals, as well as titanium, magnesium, tantalum, and fuel for nuclear power plants. The main share of products is exported. For 3 months of 2020, metallurgists of the region produced products worth 241 billion tenge.

The head of government inspected the construction of social housing in the new microdistrict of Ust-Kamenogorsk as part of the Nurly Zher state program.

In 2020, due to all sources of financing in the region, it is planned to build 118 apartment buildings with a total area of ​​535.8 thousand m².

In general, within the framework of the Nurly Zher state program in 2020, 25.5 billion tenge is provided for the construction of housing and engineering and communications infrastructure for the implementation of 74 projects with the creation of 4,396 jobs.

The head of government visited the Serikbayev East Kazakhstan State Technical University.

Scientists of Serikbayev University presented Askar Mamin their research and development projects. So, together with JSC UMP in Ust-Kamenogorsk, a superconducting wire was developed for the production of magnetic resonance tomographs.

In addition, scientists have developed a technology for the production of implants and prostheses from tantalum, niobium. Local production of such products, which are currently purchased mainly abroad, will significantly reduce its cost. This is of great importance for traumatology and orthopedics in Kazakhstan as a whole.

Mamin visited the regional children's hospital, where he got acquainted with the work of resuscitation and operating departments.

A multidisciplinary children's hospital with 200 beds was built in Ust-Kamenogorsk as part of the territorial development program, this is one of the largest health facilities in East Kazakhstan region built over the past 10 years.

The medical facility has become part of the Unified Maternal and Child Health Service and will replace the existing pediatric department on the basis of the Center for Mother and Child. Its structure includes pediatric, neurological, neurosurgical, trauma and orthopedic, surgical departments, as well as departments of complex somatics, ENT, eye microsurgery, resuscitation, and five modern operating units.

The new hospital provides an opportunity to develop children's rehabilitation services at a new level. About 500 employees will work in the hospital.

At the medical facility, the prime minister was presented with a scientific project on the release of immune plasma for the treatment of COVID-19, as well as samples of personal protective equipment. They were shipped from the People’s Republic of China Xinjiang San Bao Commercial and Industrial Corporation LLP.

In Semey, the head of government was informed about the implementation of the Comprehensive Plan for the Socio-Economic Development of the City for 2020-2025, the Employment Roadmap 2020 and Nurly Zher programs.

The plan for the socio-economic development of the city of Semey for 2020-2025 contains 56 events. Implementation of the activities of the Plan will allow to increase GRP by 1.6 times by 2025.

More than 4 thousand new jobs will be created, agricultural output will increase by 19% and amount to 43 billion. It is planned to commission 133 high-rise buildings or 702.9 thousand square meters of housing and increase the average life expectancy of up to 75 years. According to the results of 2025, the share of roads in good and satisfactory condition will increase from 73.6% to 95%.

The plan for holding the 175th anniversary of Abay in 2020 covers more than 500 events at the international, republican and regional levels.

Mamin got acquainted with the reconstruction of the square, museum and theater named after Abay, as well as the construction of the Karagayly microdistrict and a multidisciplinary cultural and sports complex.

A large-scale reconstruction has already begun on Abay Square. Her appearance should be completely transformed. The project provides for updating curbs, artistic illumination of the monument to the thinker. There will be playgrounds and sports grounds, parking for cars, a fountain will appear.

Contractor Asia Firm LLP plans to complete all work by July 2020.

Askar Mamin was presented with projects for the exterior design of the theater and the auditorium.

On the territory of the Abay Museum, it is planned to replace paving slabs, equip lawns and flower beds. The main update will be a monument to the thinker with his sons.

Askar Mamin inspected the development of social and engineering infrastructure of the administrative center of the Abay district – Karauyl village.

So, the head of the government was informed about the construction of a secondary school with 300 seats, the construction of the Abay park, as well as the reconstruction of the water supply networks of the village.

The prime minister visited the state historical, cultural and literary memorial reserve-museum of Abay, Zhidebay-Borili, where he got acquainted with the course of restoration work of the memorial complex Abay-Shakarim and examined the house-museum of Abay.

The head of government instructed to complete in a timely and high-quality manner all the work planned for the 175th anniversary of Abay to repair and modernize historical and cultural sites in Semey and the Abay district.

“The anniversary will be celebrated at the state level. This event carries great ideological and historical meaning for the people of Kazakhstan,” said Askar Mamin.
