Alikhan Smailov instructs to conduct unscheduled inspections of CHPP

During a working trip to the North Kazakhstan region, the Prime Minister of the Republic of Kazakhstan Alikhan Smailov visited the Petropavlovsk CHPP-2, where on March 20, 2022, a partial collapse of the upper part of the chimney No. 1 occurred.

Member of the Board of Directors of JSC Central Asian Electric Power Corporation Sergey Kan and Acting General Director of SEVKAZENERGO JSC Andrey Kalinichev told Smailov about the current state of the enterprise, plans for restoration. The Head of Government instructed to conduct a thorough technical examination of all equipment and complete the repair work in a timely manner. At the same time, it is necessary to provide residents with hot water supply in the summer and start a new heating season on time.

“It is important to complete all the work in a quality manner, without delays, within the scheduled time frame. The management of the company needs to find all the necessary funds,” said Alikhan Smailov.

Also, the Ministry of Energy was instructed to ensure unscheduled inspections at thermal power plants and hydroelectric power plants of the republic for their technical condition and readiness to bear maximum loads in the upcoming heating season.

During the trip, Alikhan Smailov also visited the Petropavlovsk Electrotechnical Plant, which is engaged in the production of transformers of various capacities and cabinet structures.

“The launch of an electrical plant in the region is an example of an effective mechanism for creating new enterprises with an effective investment in the existing idle infrastructure. The implementation of the project should have a positive impact on the region's machine-building industry, increase the volume of non-primary exports, which in general will ensure the growth of the manufacturing industry,” said Alikhan Smailov.

The Prime Minister instructed the Ministry of Industry and Infrastructure Development, together with the Ministry of Finance, to allocate funds to increase the authorized capital of Soltustik SEC to create new production sites based on idle facilities (buildings and structures) in Petropavlovsk.

Then Alikhan Smailov visited the construction site of the new educational and laboratory building of Kozybayev NKU, which is planned to be put into operation this year.

“The head of state instructed to open branches of reputable foreign universities in Kazakhstan. Opening on the basis of Kozybayev NKU of the branch of the University of Arizona is one of the first such projects. To train international-level specialists in the field of engineering and agrotechnical sciences for the needs of the region, the Government has allocated 1,500 grants,” he said.

Alikhan Smailov instructed to complete the construction of a new educational and laboratory building and two student dormitories for 600 places in the established lines.

The Prime Minister of the Republic of Kazakhstan also got acquainted with the construction of seven new apartment buildings along Sh. Ualikhanov Street in Petropavlovsk. The total number of apartments under the project is 684.

“Every year we see that the pace of construction is increasing significantly. As part of the Nurly Zher program, the Government allocates considerable budgetary funds for new housing and engineering networks. In this regard, it is necessary to ensure the high quality of work on all projects,” said Alikhan Smailov.

Another point of the working trip was a visit to the paper mill under construction of RimKazAgro LLP.

The design capacity of the enterprise is 5 thousand tons of products per year, which should ensure 16% import substitution in the republic. It is expected that the plant will be put into operation before the end of this year.

The Prime Minister noted that within the framework of the tasks set by the President of the Republic of Kazakhstan to develop the "economy of simple things", it is necessary to create production facilities for a wide range of consumer goods.

“I am sure that the implementation of the project for the production of paper products will have a multiplier effect in the socio-economic development of the region,” Alikhan Smailov emphasized.
