Alikhan Smailov instructs to widely discuss new Mass Media Law with the public, experts and journalists

At the regular government session, the main approaches to the development of the media were considered. The Minister of Information and Social Development of the Republic of Kazakhstan Askar Umarov reported on the issue.

So, according to him, today more than 5 thousand media outlets are registered in the country and every year there is an active increase in their number.

The head of ministry said that, in accordance with the instruction of the Head of State, given in the framework of the Address to the people of Kazakhstan, work is underway to improve sectoral legislation in the media sphere. At present, a working group has been created together with the journalistic community and comprehensive work is underway to improve the Mass Media Law.

Umarov also noted that the department pays special attention to increasing the personnel potential of the industry. To this end, a Special Plan for the Training of Media Specialists for 2020-2021 has been developed and implemented. During the implementation of the special plan, memorandums were signed with universities for the training of industry journalists, a multimedia educational and information platform was launched, etc.

Prime Minister of the Republic of Kazakhstan Alikhan Smailov noted that the media play an important role in shaping public opinion. Therefore, it is important to create conditions for the press to build an effective dialogue between the state and society.

In his Address to the people of Kazakhstan, the Head of State noted that the media should be competitive and independent.

“In this regard, the draft Law on Mass Media being developed should take into account the interests of the state, the demands of society and the trends in the development of the media sphere. The novelties of the draft law must be submitted for a wide discussion with the participation of NGOs, the public, the expert community and journalists,” Smailov said, instructing to submit the bill to the Parliament by the end of this year.

In addition, the Head of Government stressed that in order to form a “hearing state”, it is necessary to properly use the open information space, take into account the role of social networks and the blogosphere.

“Performing the function of public control, journalists can improve the efficiency of all branches of government. But for this we need to take a real step towards the press,” he said.

In this regard, Alikhan Smailov instructed the central and local executive bodies to form a high-quality pool of speakers who will constantly conduct explanatory work on the activities of state bodies.

According to the head of the Government, official representatives and press secretaries of state bodies should switch to a new format for submitting official messages. You should not be limited to the practice of replicating "dry" press releases written in complex professional language.

In addition, it is necessary to actively promote the platforms of state bodies in social networks and regularly answer questions from the population.

In conclusion, Alikhan Smailov congratulated the media workers on their professional holiday, noting that joint efforts would make the work of the Government more open, efficient, and meeting the requirements of the Kazakhstani people.
