Development of textile industry, new social facilities and city management system: Askar Mamin visits Shymkent for a working trip

On instructions of the Head of State, the Prime Minister of Kazakhstan Askar Mamin arrived in Shymkent on a working trip to familiarize himself with the development of the megalopolis and the quality of work being done on further improvement and solving the problems of the outskirts of the city.

During the detour Mamin familiarized himself with the socio-economic development of the city through the example of projects aimed at improving the accessibility and quality of housing, modernizing the road infrastructure, developing industrialization, and creating new efficient solutions to managing the megalopolis.

Inspecting the Turan neighborhood, located near Shymkent and connected to the city as part of the expansion of the metropolis, the Prime Minister was presented with infrastructure projects aimed at providing comfortable living and transport links. It is planned to build multi-storey residential buildings, social and commercial facilities, including through private investment, engineering and communications infrastructure, as well as 13 main roads with a total length of 33.7 km. Today about 4 thousand people live in the microdistrict, however, according to the city akimat, summarizing all engineering networks and issuing about 3 thousand land plots for individual housing construction will increase the number of residents in the microdistrict to 70 thousand.

The project of construction of the Shymkent City residential complex is aimed at increasing the availability of housing and in general the improvement of the city. Mamin was informed that today about 2 thousand apartments have been commissioned. At the same time, this year it is planned to build 3,863 apartments, which will be implemented under programs of credit, rental housing, including large families. It should be noted that the necessary social infrastructure will be provided in the residential area: school, kindergarten, clinic, pharmacy, and recreation parks. According to the developer, the project will be fully implemented in five years. Estimated population of the area is 50 thousand people.

In addition, the Prime Minister got acquainted with the plans of building a new Congress Center in the administrative and business district named “Shymkent City,” which takes into account the needs of a million-plus city and modern trends.

Shymkent should become a new center of attraction for investments. In order to familiarize with the ongoing work on attracting private investment in the development of branches of the “economy of simple things,” the Prime Minister visited the Ontustik special economic zone.

At the economic zone Mamin discussed current business issues such as the effectiveness of existing entrepreneurship support programs, and prospects for deepening the development of the textile industry with managers of the enterprises. As of today, 13 projects have been implemented in the Ontustik, 1,396 jobs have been created. By the end of 2021, 18 new projects will be launched totaling 92.2 billion tenge, with the creation of 1,580 jobs. Products manufactured here are supplied to the domestic market of Kazakhstan, and are also exported to the countries of Central Asia, Europe and China. At the same time, free land plots provided to the participants of the economic zone, ready infrastructure and tax breaks allow business entities to increase production volumes, which contributes to the import substitution in the country, and to expand the presence of Kazakhstani goods on the world market.

The Prime Minister visited the hosiery and footwear production factory Alem-BT, shoes production factory Lux Shoes, where he familiarized himself with the production process of sewing items of clothing, leather products, in particular, shoes and its components. Mamin also examined the product line and evaluated the quality of the final product.

At the end of the detour Mamin was presented the project “Shymkent Accelerator,” which, taking into account population growth, will solve urgent problems of the urban environment in an accelerated mode by improving interagency cooperation, involving representatives of the public and private sectors. In addition, the launch of the accelerator will have a multiplicative effect on the development of the city, including in terms of creating new jobs, improving the business climate and developing SMEs, improving the quality of public services provided to the population, as well as solving other socially important issues in an accelerated mode without making legislative changes and allocating additional budgets.
