Today at the press center of the Government of the Republic of Kazakhstan within the framework of the press conference on the implementation of the third direction "Industrialization and Economic Growth" of the Nation's Plan "100 concrete steps" the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Tamara Duissenova told about the ongoing work on social provision of the Kazakhstanis.
Within the framework of the implementation of the 84th step of the Nation’s Plan "100 concrete steps", starting from January 1, 2018, the social assistance system will be reformed through the introduction of the targeted social assistance of a new format.
The new format combines three existing social payments for low-income people: a special state allowance for families with four or more children, an allowance for children under 18, and targeted social assistance (TSA).
The TSA of the new format will be provided to families with an average per capita income below 50% of the subsistence level, subject to the social contract for activating the family and the mandatory participation of all able-bodied family members in employment promotion measures.
If the family has able-bodied members, then this family will receive two packages of social support - targeted social assistance and the ability of the able-bodied member of the family to learn for free at the expense of the state, to obtain microcredit and the possibility of resettlement to other regions and to find a job there with the appropriate social package.
Thus, the introduction of the new TSA format will help to increase the responsibility of beneficiaries of social assistance, increase their motivation to find work for self-provision, and increase the participation of low-income citizens in the country's economy and society.
