Marat Beketayev was born on Aug. 29, 1977, in the South Kazakhstan region.
In 1998 he graduated from the Kazakh State Law University, in 2000 — London School of Economics.
In 2001-2002 he was head of the Information Processing Sector of the Organization and Protocol Department, RSE Department of Diplomatic Missions of the Ministry of Foreign Affairs, Kazakhstan.
In 2002-2003 he was head of the Organizational and Analytical Department, CJSC Management for Service to the Diplomatic Corps in Almaty.
From August to December 2003 he was head of the department, Administration of the Legal Department of Civil Service of the Agency for Civil Service.
From January to September 2004 he was adviser to the Chairman of Kazakhstan Agency for Civil Service Affairs, deputy director of the State Institution "Center for Information and Testing" of the Agency for Civil Service Affairs.
In 2004-2006 he was deputy director, director of Eurasian Center for Training of Civil Servants State Enterprise at the Agency for Civil Service.
In 2006-2007 he was adviser to the Deputy Prime Minister of the Republic of Kazakhstan.
In 2007 he became advisor to the Prime Minister of the Republic of Kazakhstan.
In 2007-2010 he was vice minister of justice of the Republic of Kazakhstan.
In 2010-2015 he was executive secretary of the Ministry of Justice.
In 2015-2016 he was deputy head of the Presidential Administration.
On Sep. 13, 2016, by the Decree of the President he was appointed minister of justice of the Republic of Kazakhstan.
On Feb 25, 2019, by the Decree of the President he was appointed minister of justice.
He was awarded the Qurmet Order (2011).
