Plan implementation at 184%: Over 9 thousand places in student dormitories to be ready by late 2019

At the Government meeting chaired by the Prime Minister Askar Mamin, the execution of Elbasy’s order to improve the living conditions of students was reviewed.

Minister of Education and Science Kulyash Shamshidinova reported that in order to implement the Third Initiative of Elbasy to ensure 75 thousand new places in the dormitories, systematic work is being carried out. Over the past year at the expense of own funds of educational institutions and the local budget introduced more than 3 thousand places.

In order to attract investors to this project jointly with Atameken National Chamber of Entrepreneurs, a special mechanism is being implemented, based on the principles of public-private partnership, a legal framework has been established, and funding has been approved. Entrepreneurs engaged in the construction of the hostel are provided with land plots with connected communications.

“The state subsidizes 7% of bank loans, optimizes the requirements for the construction of dormitories. These measures help to reduce investor spending and reduce the total cost of projects,”the minister said, noting that the state order is placed within the next eight years after the dormitory is commissioned.

In the city of Nur-Sultan, the mechanism of subsidizing dormitory fees by the akimat is practiced. To date, 43 projects are being implemented, providing input to over 19 thousand. Of these, 20 are initiated by entrepreneurs, and 24 are educational institutions, of which 13 are private.

“Within the framework of the above projects, already this year, instead of the planned 5 thousand, 9,196 will be entered. That is, the plan is being implemented by 184%,” said Shamshidinova. Among the regions among the leaders are the cities of Nur-Sultan, Shymkent, Zhambyl region.

According to her, in comparison with state educational institutions, the activity of private educational institutions is much higher. For example, this year, 8 dormitories are being introduced by private institutions, and 2 dormitories by state universities.

“In order to widely spread the construction of dormitories in the regions, meetings with investors are held, a special project website has been launched. In May-September of the current year, the best projects will be held to attract investors,” said the minister.

Akims of the Zhambyl region Archimed Myrzahmetov, Shymkent – Gabidolla Abdrakhimov reported on the work being carried out in the regions.

In turn, Deputy Prime Minister Gulshara Abdykalikova noted that the long-term task is the timely construction of dormitories and the creation of decent conditions for students.
