In the course of today’s Government meeting chaired by Prime Minister Bakytzhan Sagintayev, the meeting participants reviewed the progress of the implementation of the State Program on Countering Religious Extremism and Terrorism in Kazakhstan for 2013-2017, and approved the draft State Program for 2018-2022.

Deputy Chairman of the National Security Committee Major-General Nurgali Bilisbekov informed that the purpose of the Program for 2018-2022 is to ensure the safety of people, society and the state by preventing manifestations of religious extremism and threats of terrorism.

Since 2013, 202 commissions have been working in the country to eliminate the causes and conditions for the spread of the ideology of religious extremism and terrorism, and carry out targeted awareness-raising work.

According to the information provided, more than 96 600 actions covering more than 8.1 million people were carried out in this regard.

As a result of the work carried out, it is noted that 755 "jihadists" have been convinced to change their views. 38 violent extremist acts of terrorism were prevented in their early stage. 384 students were returned from questionable theological educational institutions abroad.

Also, a draft of the State Program on Countering Religious Extremism and Terrorism in the Republic of Kazakhstan for 2018-2022 was developed, prepared in accordance with the instructions of the Head of State.

The development of the project takes into account the analysis of the results of the implementation of the State Program for 2013-2017, the analysis of the conditions and factors that give rise to the threats of extremism and terrorism, international best practices, proposals of state bodies and NGOs and public associations.

Minister of National Economy Timur Suleimenov also spoke on this issue. In accordance with the requirements of the documents of the State Planning System, an assessment was made of the effectiveness of the implementation of the State Program on Countering Religious Extremism and Terrorism in the Republic of Kazakhstan for 2013-2017.

The evaluation was carried out according to 4 criteria: the level of achievement of target indicators and indicators of results, the completeness of implementation of activities, the level of utilization of budget funds, the planning of target indicators and indicators of results.

“Two target indicators and 19 indicators of results have been met. Within the framework of the State Program, 115 actions have been carried out," – Timur Suleimenov said.

According to the Ministry of National Economy, the level of utilization of budgetary funds was 95.8%.

“Regarding the quality of planning of target indicators and indicators of results, I note that since the adoption of the State Program the indicators, the schedule of the implementation of actions have not been adjusted,” – Timur Suleimenov said.
