In Kazakhstan, 98.2 thousand packages of medicines and almost half a million medical masks withdrawn from illegal circulation — Ministry of Internal Affairs

At a government session chaired by Prime Minister Askar Mamin, the epidemiological situation in the country was considered. Minister of Internal Affairs Yerlan Turgumbayev and Deputy Prime Minister Roman Sklyar reported on the current situation and measures taken to prevent the spread of coronavirus infection.

The Ministry of Internal Affairs assists health authorities in monitoring compliance with quarantine and restrictive measures. About 10 thousand police officers, soldiers of the National Guard and more than 1,000 volunteers are involved daily.

According to Turgumbayev, in compliance with the decisions of the chief sanitary doctors of the regions, 4 checkpoints and 2 sanitary posts have been set up in 2 regions.

In addition, the police cordon off 299 quarantine facilities. At the request of medical institutions, work is underway to establish the location of contact persons (since the introduction of the state of emergency — 32,461).

As part of the work of the monitoring groups (since July 5, 2020), more than 50 thousand joint raids have been carried out (with health authorities and local executive bodies), including by service facilities. Over 28 thousand quarantine violations were identified and suppressed. Including more than 4,600 — at shopping centers, shops, markets, 1.7 thousand — at restaurants, cafes and other leisure facilities.

The largest number of them is in Kostanay (5,116), West Kazakhstan (2,674), Turkistan (3,532), East Kazakhstan (2,124) regions, as well as Almaty (3,876) regions.

For all the revealed facts, the health authorities draw up administrative materials for violations of sanitary and epidemiological requirements.

“It should be noted that the internal affairs bodies in the state of emergency attracted violators of the quarantine regime. With the termination of the legal regime of the state of emergency, the issues of administering the facts of violations of quarantine were transferred to the competence of the Ministry of Healthcare,” Turgumbayev noted.

At the same time, more than 15 thousand gross violations of quarantine were independently recorded by police officers during their service for the protection of public order.

“These are 600 facts of holding tois and memorial events, more than 1,000 facts of the work of recreation areas, incl. near water bodies. So, just over the past weekend (Sep. 26 and 27), 41 events were suppressed. For example, in the Kyzylorda region in the restaurant "Orda" a toi was held with the participation of about 100 people. In total, 225 such facts have been revealed in this region since the tightening of the quarantine regime (since July 5, 2020),” Turgumbayev informed.

Also in the capital, on the night of Sep. 25-26, 4 nightclubs were identified, one of which had 65 people at the time of the check. All were brought to administrative responsibility.

In addition, 11.8 thousand violations by citizens of the mask regime were revealed both within the monitoring groups and independently. The collected materials for the initiation of administrative proceedings were transferred to the health authorities.

At the same time, the police are focused on preventive and explanatory work with the population. At the same time, in accordance with the instructions of the Head of State, the police in the period from July 5 to Aug. 17, 2020, 933 facts of illegal sale of medicines were suppressed.

“98.2 thousand packages of medications (527 items) were withdrawn from illegal circulation; nearly half a million medical masks; 41.8 thousand pieces of gloves and other medical products (thermometers, eye protection, transfusion systems); 705 liters of antiseptics. For their commission 605 persons were brought to the police, including 349 medical workers,” the minister informed.

In turn, Deputy Prime Minister Roman Sklyar said that modular infectious diseases hospitals with 200 (two hundred) beds each are being built in 12 regions of the country. Construction and installation work in 9 regions will be completed by the end of this week. In Kyzylorda, West Kazakhstan and Turkistan regions, construction and installation work will be completed by the end of October.

“The domestic bus-based mobile medical complex is equipped with the necessary digital equipment, such as a glucometer, X-ray, ECG and ultrasound. It will be divided into appropriate medical areas (registration area, test reception area, X-ray fluorography area),” Sklyar noted.

From Oct. 1 to mid-October, deliveries of the finished mobile medical complex from the manufacturer in Kostanay will be completed. According to the plan, the delivery of 360 ambulances of domestic production will begin at the end of this week and will be completed by mid-October.
