T. Duissenova: the Labor Code, developed within the framework of the implementation of the Nation’s Plan "100 concrete steps", proved its effectiveness

In the press center of the Government of the Republic of Kazakhstan, within the framework of the press conference on the implementation of the third direction "Industrialization and Economic Growth" of the Plan of the Nation "100 concrete steps", the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan Tamara Duissenova reported on measures to protect rights of workers.

As noted by T. Duissenova, in pursuance of the Nation’s Plan "100 concrete steps", the Ministry of Labor and Social Protection of the population of the Republic of Kazakhstan is working on several directions. First of all, together with social partners, a new draft of the Labor Code was developed, which came into force on January 1, 2016.

"The conceptual basis of the new code was the division of functions to regulate labor relations between the employer, the employee and the state. That is, the state took upon itself the responsibility to develop basic standards and ensure the implementation of the code by all employers. Labor relations should be resolved between employers and employees on the basis of individual and collective employment contracts," the Minister said.

As of January 1, 2017, 93% of Kazakhstan's large enterprises have collective agreements. Also, collective agreements are concluded in 89% of medium enterprises and 43% of small enterprises.
