Positive dynamics of main socio-economic indicators for January-September of this year is maintained in the Mangystau region, despite the use of protective measures against the spread of coronavirus infection. The population of the region and the business community were provided with the necessary state support. Within 9 months of this year the region continues to implement major projects to create industrial and social infrastructure. Mangystau region is located in the south-west of Kazakhstan, borders in the northeast with Atyrau and Aktobe regions, in the west — by sea with the Russian Federation, Azerbaijan and Iran, in the south — with Turkmenistan and in the east — with Uzbekistan. The territory of the Mangystau region is 165.6 thousand sq. km. The region has 2 cities (Aktau, Zhanaozen), one small town of regional significance, 5 districts and 58 rural settlements. The region is industrial, 25% of Kazakhstan's oil is produced here.

What support provided to small and medium-sized businesses during pandemic?

The final interest rate on loans within the framework of the Business Roadmap 2025 and Economy of Simple Things programs is unified and amounts to 6%. The volume of lending under the Economy of Simple Things program was increased by 400 billion tenge and is 1 trillion tenge.

Within the framework of the Business Roadmap 2025, industry restrictions have been removed and the list of priority goods under the Economy of Simple Things program has been expanded.

The upper loan threshold was increased to 7 billion tenge. For the instrument of partial guarantee, the loan amount was increased to 1 billion tenge, for which the size of the guarantee will be no more than 50%. At the same time, loans up to 360 million tenge will be covered by a guarantee of up to 85% of the loan amount.

Also, small businesses, including microenterprises, are provided with microcredits for investments up to 20 million tenge and for replenishing working capital up to 5 million tenge. In this case, the size of the portfolio partial guarantee is 85% of the loan amount, 15% of the loan amount is covered by the entrepreneur at the discretion of second-tier banks.

In order to support entrepreneurs in granting a deferral for loans participating in state and regional programs of the Damu Fund, during the period of emergency and quarantine measures, restructuring was considered and approved for 404 projects for a total loan of 14.8 billion tenge.

 

What support provided to the population during quarantine?

For the appointment of a one-time social payment in case of loss of income due to the introduction of restrictive measures (42,500 tenge), 75,354 applications were registered, 66,332 applications (4.2 billion tenge) were assigned for social payments. Of these, 19 thousand appeals in a proactive format and 22 thousand appeals were received by local headquarters, 13.4 thousand appeals received by the headquarters were satisfied.

Applications for the appointment of a lump sum payment in the event of loss of income due to the introduction of restrictive measures are accepted until Sep. 1, 2020. In case of refusal and disagreement, you can re-appeal with motivated documents until Dec. 1, 2020.

 

How medical organizations work during quarantine?

Today in the Mangystau region there are 170 infectious beds and 43 intensive care beds. In the near future, it is planned to increase the number of beds in the region up to 1,835 infectious and 130 intensive care beds. Medical institutions throughout the region have 124 ventilators, 57 of them are in the medical facility, and 527 oxygen concentrators.

The construction of a modern modular infectious diseases hospital has been completed in Aktau. The regional infectious diseases hospital is located on a 4-hectare site, in microdistrict 1 A. The hospital is designed for 180 beds, there are 20 intensive care beds. The complex with an area of ​​6,763 m2 is divided into modules, each of which has a different purpose.

It should be noted that the institution is equipped with the most necessary equipment: ventilators, as well as high-precision computed tomography and digital X-ray. In addition, the doctors have in their arsenal the necessary oxygen station, as well as a ventilation chamber. To date, the hospital has already employed about 300 medical workers. A personnel reserve has been created in the medical institution.

The fleet of the Mangystau regional station of ambulance and emergency medical care has been replenished with new ambulances. These are 20 specialized cars of the Hyundai 350 brand. 13 of them are on the balance sheet of Aktau, 5 - of Munaylin district and two went to the sanitary aviation service.

The region pays great attention to the personnel issue, which remains one of the most acute. At the moment, there is a shortage of medical personnel in the amount of 252 people, of which 127 are in the city, 125 in the countryside.

As for the provision of personal protective equipment for health workers, the region has an irreducible supply of PPE - 43,894 suits for medical personnel, 2,028,394 masks, 29,650 pairs of gloves, 24 380 disinfectants and 129 non-contact thermometers.

The drug stabilization fund is 300 million tenge. There are about 400 thousand masks in the region's pharmacies, the average price for which varies from 60 to 85 tenge. Along with this, an additional purchase of 37,419 protective medical suits of various types, about 762 thousand masks, 298,319 pairs of gloves, 4,434 liters of disinfectants is expected.

It should be noted that the department for control and quality of safety of goods and services is constantly monitoring pharmaceutical facilities in the Mangystau region. The availability of medicines for 22 names for the treatment of CVI and its consequences is being checked.

Currently, there are 325 pharmacies in the region, 3 of them have a license to manufacture a number of medical products. For the uninterrupted supply of medicines to these pharmacies, a one-time import of medicines by entrepreneurs of the region has been issued. This measure will provide a two-month supply of drugs in the retail network.

The repair of medical organizations throughout the region is being actively carried out. The modernization and repair of facilities is carried out according to the state program Employment Roadmap.

In Aktau, current repairs have been completed in the regional hospital and the regional children's hospital, and is under way in the city polyclinic.

In Zhanaozen, work is underway on the current repair of 5 objects: a perinatal center, a multidisciplinary hospital, a laundry, a tuberculosis hospital and a morgue. All work will be completed by Oct. 30. The building of the former Zhanaozen Tuberculosis Hospital will be converted into an ambulance service building. The work will be completed within 2 months.

In the Munaily district, work is underway on the current repair of 3 objects: a district clinic and outpatient clinics in the villages of Baskudyk and Atameken. Delivery is scheduled for the end of October. In the Karakiyansky region, current repairs are underway at 3 objects: this is the central regional hospital, where the work is completed by 90%, the hospital in the village of Zhetybay and an outpatient clinic in the village of Bostan.

In Beineu district, 95% of the repairs are completed in two medical organizations. At the moment, oxygen is being delivered to 8 facilities in regions other than cities and the Munaily region.

 

What volume of industrial production reached in first 9 months of 2020?

According to the statistics department of the Mangistau region, in January-September 2020, industrial enterprises of the region produced goods at current prices for 1,535 billion tenge, the index of the physical volume of industrial production for the corresponding period of 2019 was 93.2%.

The basis of the manufacturing industry in the region is the chemical industry, mechanical engineering, the production of finished metal products, except for machinery and equipment, the production of petroleum products, the production of other non-metallic mineral products (construction industry), and the metallurgical industry.

Following the results of 9 months of this year there is a positive trend in the development of the manufacturing industry in the region. The production volume increased by 0.6% compared to the corresponding period of 2019 and amounted to 127.4 billion tenge.

The industry's share in the industrial structure was 8.3%. An increase in production volumes for the reporting period is observed in the following branches of the manufacturing industry:

  • in the chemical industry, an increase of 22.4%;
  • in mechanical engineering, an increase of 7.6%;
  • in the production of other non-metallic mineral products by 4.9%;
  • in the production of rubber and plastic products, an increase of 25.3%;
  • in food production by 4.7%;
  • in light industry by 0.3%;
  • in the production of basic pharmaceutical products, an increase of 37.9%.

In January-September 2020, the volume of production in the chemical industry amounted to 20,680 million tenge. The share of the industry in the reporting period in the structure of the manufacturing industry increased by 16.2%. In mechanical engineering for January-September 2020, the volume of production amounted to 29,063.5 million tenge.

In 2021, it is planned to commission the project “Plant for the production of transformers and electrical cables” on the territory of SEZ Seaport Aktau JSC.

For the purpose of systematic development, the existing enterprise JSC Kaskor-Mashzavod has developed and began to gradually introduce new areas of production, in particular, in the production of seamless pipes (tubing and casing pipes). The company plans to annually increase production in this area, while simultaneously expanding the range of products.

The share of light industry in the total volume of the manufacturing industry is insignificant, for the reporting period it amounted to 1.6%.

In January-September 2020, light industry produced goods for 2,057 million tenge. Including the volume of production of textiles - 98.4 million tenge, production of clothing - 1,311.6 million tenge, production of leather and related products - 647 million tenge.

The light industry of the region is represented by the enterprises of Zhanarys LLP and Zhamal-ai LTD LLP, which produce special protective clothing, footwear and other accessories for oil and gas enterprises, law enforcement agencies and for the population, textiles.

Light industry enterprises in the region are mainly focused on fulfilling orders from the oil and gas industry. The increase or decrease in the production of the industry depends on the orders of consumers.

LLP Zhamal-ai LTD also produces school uniforms by orders of educational institutions. LLP Zhanarys (Zhanaozen), a large enterprise for sewing workwear, in order to expand production, is implementing a project for the construction of a garment factory in the Munaily region. Construction completed, test work is underway.

 

How mining industry developing in the region?

Mangystau region is an industrial region, where the main types of minerals are oil and gas. At the end of 2019, the region ranks second in the country in terms of the share of industrial production, which is represented mainly by the mining industry (share in the national volume - 16.2%).

67 oil and gas fields have been explored in the region. The region accounts for about 20% of Kazakhstan's annual oil production. The main oil and gas fields (Kalamkas, Karazhanbas, Zhetybai, Uzen, Severnye Buzachi, Karakuduk, Dunga, Arystanovskoe, Tasbulat, etc.) are located in the Tupkaragan, Mangistau, Karakiyansky regions.

Large oil companies operate in the region, such as Mangistaumunaigas JSC, Ozenmunaigas JSC, Karazhanbasmunai JSC, Karakudukmunai LLP, a branch of Buzachi Operating LTD and others, which produce the bulk of crude oil (91.2%). A large number of large and medium-sized oilfield service companies are also operating in this area.

The volume of production in the mining industry in 2019 amounted to 2,600.9 billion tenge. In January - September 2020, the volume of production in the industry amounted to 1,308.8 billion tenge.

This year the decline in oil prices on the world market, the global pandemic and quarantine measures have negatively affected the performance of the mining industry, including the region's oil production, planned for 2020.

According to the data of the subsoil users of the region, the volume of oil production in the region in January-October 2020 amounted to 13973 thousand tons or 93.3% compared to the corresponding period of the last year.

Natural gas production amounted to 2,424 million cubic meters or 94.8% over the corresponding period last year.

 

Current activities and prospects for development of ferry complex in ports of Kuryk and Aktau

Today the Aktau port is a large Kazakhstani hub, which is a permanent member of the ALE "International Association" Trans-Caspian International Transport Route ", and is also a part of the international transport corridors, TRACECA, and North-South. Works in partnership with DP World. It is a member of the International Association of Seaports and Harbors.

MiddleCorridor is an international transport corridor that runs through China, Kazakhstan, the Caspian Sea, Azerbaijan, Georgia and further to Turkey and European countries. From here, through the ports of our neighboring states, you can send cargo anywhere in the world.

The port is a multifunctional modern complex that provides full transshipment of general, dry cargo, oil and grain. Railways and highways converge here. In general, in terms of its technical parameters, the Aktau port fully complies with international standards. The port water area is specially equipped for safe anchorage, versatile service of ships and carrying out cargo operations.

On April 16, 2019, the first ever export transportation of containers from the port of Aktau to the port of Baku by a feeder vessel started. This transportation was carried out within the framework of the TMTM. These cargoes are transit cargoes sent from China towards the EU and Turkey in transit through Kazakhstan (Aktau port). Further to the EU countries, transit cargo from China is sent by two routes: 1) via the Baku-Tbilisi-Kars railway; 2) via the port of Poti to the Black Sea.

Feeder vessels will run regularly on a weekly basis, which contributes to an increase in cargo traffic along the Trans-Caspian international transport route and the further development of containerization of goods in the Caspian region.

In 2020, for 9 months, the transshipment of feeder cargo amounted to 9982 TEU. Of these, export - 6,781 TEU, import - 3,201 TEU. The number of containers is 6,669.

The Kuryk port allows for the transshipment of goods from China through Kazakhstan to European countries through sea, rail and road. Railways and highways are connected to the water area of ​​the port Kuryk, international transportation between the countries of Central Asia, China, the Caucasus, Turkey and Europe is provided.

Kuryk Ferry complex is equipped with modern infrastructure facilities with a railway and automobile components, equipped with 4 berths, which provide simultaneous handling of 4 ferries, up to 8 ferries per day. The convenient geographical location of the port reduces the travel time of ferries from Azerbaijan by 4 hours. How many projects implemented within first five-year industrialization plan?

In the Mangystau region within the first five-year plan of the Industrialization Map 2010-2014. 30 projects were introduced for a total amount of more than 200 billion tenge and the creation of more than 3 thousand new jobs.

The portfolio of investment projects of the region from 2020 to 2025 includes 43 projects for a total amount of 484 billion tenge with the creation of more than 6,525 thousand jobs.

In 2020, 2 projects were launched - the Rixos hotel complex and the Total sea / formation water treatment and injection system.

By the end of 2020, it is planned to launch 12 projects for a total of more than 28.7 billion tenge, with the creation of 421 jobs.

In 2021, 22 projects are planned for a total amount of 94 billion tenge with the creation of 2,265 jobs.

In 2023, 3 projects are planned for a total amount of 90 billion tenge. with the creation of 550 jobs.

In 2025, 2 projects are planned for a total amount of 174 billion tenge. with the creation of 2,550 jobs.

Also, in the future, on the territory of the SEZ Seaport Aktau, it is planned to implement two large projects with a total investment of 253 billion tenge:

1) construction of a Data Center with an investment volume of 151 billion tenge and the creation of 400 new jobs, a potential participant of the SEZ - LLP DIGITAL SILK ROUTE;

2) construction of a combined cycle gas turbine with a capacity of 80 MW to cover the needs of the project for the construction of a Data Center with a subsequent phased increase to 250 MW, with an investment volume of 102 billion tenge and the creation of 300 new jobs, a potential participant in the SEZ - AktauCleanEnergy LLP.

 

What measures of state support provided to domestic producers?

At the end of 2019, in the Mangystau region, within the framework of the Economy of Simple Things program for concessional lending of projects in the manufacturing industry, according to the Project Office, 7 projects in the manufacturing industry were approved in the amount of 52,016.7 million tenge.

This year, as of Nov. 1, 2020, 9 projects in the manufacturing industry were approved for a total amount of 6,402.8 million tenge. QazIndustry Kazakhstan Industry and Export Center JSC is an operator of the Ministry of Trade and Integration of the Republic of Kazakhstan to promote domestic processed goods to foreign markets, as well as an operator of the Ministry of Industry and Infrastructure Development of the Republic of Kazakhstan to increase labor productivity and reimburse costs.

 

How export developed in the region?

The region carries out trade and economic cooperation with 75 countries of the world, incl. export operations with 32 countries of the world, import operations with 75 countries of the world.

In January-August 2020, the export volume of the Mangystau region amounted to $1,933,711.79 thousand, which is 32% lower than the export volume of the corresponding period of 2019.

Food production: What is its share in structure of region’s manufacturing industry?

For January-September 2020, the volume of food production is 5644.5 million tenge. The share in the structure of the manufacturing industry is 4.4%.

As is known, 80% of all basic food products are imported to the region from other regions or from abroad. Only 20% are produced on the territory of the region, these are products such as flour, bread, pasta, dairy products, eggs, vegetables and melons during the seasonal period.

In this regard, there are no food export enterprises in the region.

The main producers of crop products are individual entrepreneurs and peasant or farm enterprises.

There are no large enterprises of this industry in the region, there are small and medium-sized enterprises for the production of dairy products, bakery and flour products, the production of flour, the production of drinks.

Another important area of ​​diversification of the region's economy is the development of the agro-industrial complex. The volume of gross agricultural output was produced in the amount of 14.9 billion tenge.

There is an increase in livestock: cattle - by 10.5% (22.9 thousand heads), sheep and goats - by 5.9% (435.4 thousand heads), horses - by 16.8% (89.6 thousand heads), camels - by 1.7% (70.8 thousand heads).

 

What kind of support provided to agricultural producers?

It is planned to increase the area of ​​greenhouses from 27.4 hectares to 34.4 hectares (an increase from 57 units to 79).

Today in the region there are 32 enterprises for processing agricultural products (dairy products - 12, meat products - 15, flour - 5).

This year, it is planned to launch 2 large projects with a total cost of 5.2 billion tenge.

The launch of the projects will allow to gradually solve the issue of providing the population of the region with local livestock and vegetable products (increasing the share of providing the population with domestic agricultural goods to 30%).

This year's budget provides for 1.5 billion tenge for subsidizing agricultural sectors and 1.9 billion tenge for budget loans under the Enbek program.

During the reporting period, 128 entities of the agro-industrial complex received subsidies, loans were issued for 233 projects, as a result of which 295 jobs were created.

In addition, subsidies were provided for the exploration and construction of 44 wells in order to develop livestock for the water supply of pastures.

The project office conducted a survey of manufacturers of the manufacturing industry and the agro-industrial complex. As a result, 78 entrepreneurs were identified who need preferential loans for business development.

Currently, projects are being supported by the akimat until preferential loans are issued.

These projects will create 60 new jobs. For the implementation of 3 projects, AGARGAN LLP is provided with uninterrupted supplies of electricity and water, and it is also necessary to assist in providing a soft loan in the amount of 2.2 billion tenge.

 

How Employment Roadmap implemented in the region?

Since the beginning of the year, 26.4 thousand people have been recognized as participants in the Enbek state program.

Within the framework of this program, 278 people received microcredits, 727 people received state grants for 404 million tenge.

Within the framework of the Bastau Business project, 1,247 people have been trained in the basics of entrepreneurship, and since September, 1,200 people have been covered by vocational and technical training and short-term vocational training.

In addition, within the framework of this program, 7.2 thousand people were sent to subsidized jobs. Of these, 771 people were sent to social jobs, 1,621 people to youth practice and 4,831 people to paid public works.

Since the beginning of the year, 14.7 thousand people or 56% of the program participants have been employed through city and regional employment centers. Of these, 7,520 people were employed for permanent jobs.

In the Mangystau region, 32 billion tenge was allocated for the implementation of 169 infrastructure projects within the framework of the Employment Roadmap. Including through targeted transfers from the republican budget - 8 billion tenge, by issuing government securities - 24 billion tenge.

In total, about 9 thousand jobs will be created, including 8.6 thousand jobs during the implementation of projects and more than 400 permanent jobs after the commissioning of facilities.

To date, 7,633 people have been employed at the jobs created. This figure is 89% of the plan. Of these, 4,695 people were employed through employment centers.

In general, the share of those employed through employment centers is 61%. In addition, 68 projects have been implemented to date.

 

How state programs implemented to provide region's population with affordable housing?

The volume of construction work for the reporting period increased by 19.6% and amounted to 140.1 billion tenge. Within the framework of the Nurly Zher program, 901.6 thousand square meters were commissioned.

More than 70 multi-storey residential buildings are being built in Aktau, 1.2 million square meters of housing are commissioned per year. In order to implement the relevant areas of the state program Nurly Zher, 10.9 billion tenge was allocated.

As a result, the construction of residential buildings for 352 apartments with a total area of ​​24 thousand square meters will be completed this year. m. and purchased 67 apartments. Of these houses, 215 apartments will be transferred to large families.

In addition, in accordance with the Comprehensive Development Plan for Zhanaozen, residents of the city for the purchase of 150 apartments in Aktau, the Ozenmunaigas company allocated 1.5 billion tenge. All purchased apartments will be rented out. Competitive procedures are currently underway.

Most of these houses will be commissioned under the 7-20-25 program. To date, second-tier banks have allocated 8.2 billion tenge, 809 applications have been approved.

In addition, within the framework of the Baqytty Otbasy program, 163 applications were approved (Housing Construction Savings Bank), 153 families received apartments, of which 126 families received housing certificates.

 

How road projects of Nurly Zhol program developed in the region?

The length of regional highways is 2,948 km, including 1020 km of republican significance and 1,928 km of regional significance.

Within the framework of the Nurly Zhol program in 2020 for the development of regional roads in the region, 7 infrastructure projects are being implemented for a total amount of 28.7 billion tenge.

Work continues on the construction and reconstruction of regional highways with a total length of 159 km, including: Zhyngyldy - Shayr - Sherkalamekeni (length 29 km, the project has been implemented since 2017, completion - 2021);

At present, 19 km of asphalt pavement has been completely laid, construction work is underway on 10.5 km of roads.

  • Reconstruction of the road from the MAEK water intake canal to the Kuryk ferry complex, stage I (length 27 km, the project has been implemented since 2019, completion is 2021);

At present, the following works have been completed at the 1st section of the project: 100% laying of two-layer asphalt concrete; 97% construction of a cycle path, sidewalk; 98% road lighting. At section 2, work is underway to cut down and expand the vegetation cover of the highway.

  • Reconstruction of the highway from the MAEK water intake canal to the Kuryk ferry complex, stage III (Shorsky bridge) (length 0.07 km, the project is being implemented from 2020, completion - 2021);

Currently, 18 wells have been drilled and flooded. 18 pieces - VTK 42 beams were delivered and assembled from Almaty.

  • Highway No. 55 from the intersection with the KhGMZ to the intersection of microdistricts No. 23, 24, 28 a (length 7.0 km, the project has been implemented since 2017, completion-2020);

To date, 6 km of road bases and 4.5 km of the first layer of asphalt have been laid. The work continues.

  • Construction of a road from the settlement of Umirzak to the warm beach of the city of Aktau (length 4.6 km);

Currently, two layers of 100% asphalt pavement have been laid; 100% bike path, sidewalk; 100% bridge over the MAEK water intake canal. Due to the amendments to the project, commissioning is expected in 2021.

  • Medium repair of Fort-Shevchenko-Tauchik (length 91 km, the project is being implemented since 2019, completion - 2021);

The project is divided into 7 sections, of which construction work has been completed in 4 sections (0-52 km) and improvement work is underway.

  • Phases 1 and 2 of Atazholy (total length 97 km) have been completed. The facility was commissioned in June this year.

 

How effectively SME support programs implemented?

Under the program for the Development of Productive Employment and Mass Entrepreneurship, 700 million tenge was allocated from the republican budget to Enbek (microcrediting in cities). To date, 19 microcredits have been issued in the amount of 117.8 million tenge.

Within the framework of the regional program, Nur Capital, this year, 21 projects were financed for the amount of 414 million tenge, with the creation of 85 new jobs.

The unemployment rate is 5.1%, since the beginning of 2020, 28,320 people have been employed. 21,754 people are provided with permanent jobs, 6,566 people - with seasonal jobs.

 

How education and healthcare system developed in the region?

136.6 billion tenge was allocated for the social sphere for 2020, including 104.4 billion tenge for education, and 8.4 billion tenge for healthcare.

There are 312 preschool organizations in the region, which cover 34.4 thousand children. Today the coverage of children from 3 to 6 years of age with preschool education is 100%, coverage of children from 1 to 6 years of age with preschool education is 66.9%.

Five private schools have been opened in Aktau and Munaily district for 1,064 children.

Currently, 100% of schools in Mangystau region use the information platform Mektep.edu.kz, in addition, about 28.74% of schools use the educational platform OnlineMektep, and for streaming, schools use Microsoftteams, ZOOM and others platforms. These platforms are available to all students and teachers.

The monitoring of the need for computers was carried out, for this purpose, contracts were concluded for the purchase of 35,829 units of computer equipment.

20,209 units of computer equipment have been transferred to the balance of state secondary schools, the remaining 15,620 units of computers from the Republic of Belarus will be delivered by Nov. 7, 2020.

In addition, in order to ensure full access to the Internet for students and teachers, 14,244 routers were purchased, sponsors bought 250 routers, in total, all those who need the Internet are provided.

There are currently no emergency schools in the region.

There are 15 schools with three-shift training in the region. To solve the problems of three-shift education in schools, 3 schools were commissioned.
