Positive dynamics in all indicators — on development of Akmola region

Despite the difficult epidemiological situation in the country, the main economic indicators of the Akmola region for 9 months of this year show positive dynamics. Moreover, the region has been among the leaders in the country over the past three months. So, according to the results of 9 months, the volume of industrial production increased by 4.9%, agriculture — by 19.5%, investments in fixed assets — by 29.5%, construction — by 6.8%, housing commissioning — by 1.4%. According to the results of 9 months of this year, there is a positive trend in Akmola region in all indicators of socio-economic development, except for trade and transport.

The volume of industrial production amounted to 631.2 billion tenge. IFO gross agricultural output — 118.1%. Investment in fixed assets increased by 29.5% over the corresponding period of the last year.

The volume of construction increased by 6.8% compared to the corresponding period of 2019 and amounted to 74.5 billion tenge. Housing commissioning amounted to 101.4% of the level of 2019, 361.2 thousand square meters were commissioned.

The volume of the gross regional product for the first quarter of 2020 amounted to 393.7 billion tenge. In the GRP structure, the share of industry was 35.1%, agriculture — 5.9%, construction — 2.5%, trade — 9%, transport and warehousing — 9.4%, real estate transactions — 11.8%, other industries — 26.3%. GRP per capita amounted to 534.6 thousand tenge.

 

How the pandemic affected region's economy?

In general, there was no decline in the regional economy, except for trade and transport, which was associated with the introduction of a state of emergency and quarantine measures, restriction of traffic between regions.

To date, a gradual improvement of the situation has been noted in these areas.

In terms of other indicators of socio-economic development, thanks to significant government support, the adopted Anti-Crisis Plan and the Plan to Restore Economic Growth, positive results have been achieved. The region has been among the leaders in the country over the past three months.

So, according to the results of 9 months, the volume of industrial production increased by 4.9%, agriculture — 19.5%, investments in fixed assets — by 29.5%, construction — by 6.8%, housing commissioning — by 1.4%.

In general, by the end of the year, the positive dynamics of economic growth in the region will be preserved.

The spread of coronavirus infection negatively affected, first of all, the service sector (quarantine and restrictive measures for catering, cinemas, beauty salons, etc.). At the same time, part of the manufacturing sector has developed.

Thus, the industries of production of the chemical, pharmaceutical, light industry and mechanical engineering (in particular, manufacturers of stationary and mobile ventilators) were able to significantly increase the volume of production due to the high demand for disinfectants, medicines, personal protective equipment, etc.

In light industry, sewing enterprises and ateliers, including the machine-building enterprise JSC Tynys, have established mass production of protective masks up to 25 thousand per day. Since March 14, 2020, the total production of protective masks has amounted to more than 1.8 million pieces.

The closing of borders by foreign countries specializing in the production of clothing items, footwear and textiles (mainly China, Turkey, Russia, Uzbekistan) and the suspension of factories in these countries made it possible to create a niche for domestic light industry companies (Samhat Shoe Factory LLP, LLP TP Arman, atelier, etc.). For 8 months of 2020, the production of leather footwear increased 3.3 times, polyethylene bags — by 25.5%, textile products — by 55%.

In the chemical industry, the production of disinfectants has been established by 5 enterprises of the region (LLP Household Chemicals Plant, LLP Gala Cosmetic and K, LLP Ardager M Company, LLP Baur-Bek-Nur, JSC Kokshetau Mineral Waters). Since March 19, 2019, the total production of antiseptics has exceeded 715.2 thousand liters.

In mechanical engineering, the production of ventilators (model Kokchetav-4P) is established at the enterprise JSC Tynys. The monthly production capacity is up to 500 units. Since the beginning of 2020, the production of ventilators has reached 640.

At the same time, the demand for e-commerce services has increased. In just 8 months of 2020, 23.8 million non-cash payments were made in the region using payment cards in the amount of 250.1 billion tenge, which is 6.5 times higher in terms of the number of transactions than the level of 2019, and 4.6 times in amount.

 

Recovering economic activity in Akmola region

In order to restore economic activity in 2020, 51.1 billion tenge was allocated from the republican budget to support the real sector of the economy and provide employment:

  • 5.2 billion tenge was allocated to support farmers.
  • to support entrepreneurship under Business Road Map-2025 — 0.9 billion tenge.
  • to ensure employment under Employment Roadmap for 2020-2021 — 45 billion tenge for the implementation of 325 infrastructure projects with the creation of 11.3 thousand temporary and 441 permanent jobs upon their completion. In addition, 15.1 billion tenge was allocated for the implementation of the Program for the Development of Productive Employment and Entrepreneurship, the special project Aul - El Besigi: under the Program for the Development of Productive Employment and Entrepreneurship, 7.6 billion tenge was provided, with the involvement of about 9.3 thousand citizens.
  • special project Aul - El Besigі — 7.5 billion tenge for the implementation of 41 infrastructure projects.

The allocated funds and the implementation of the activities of the Comprehensive Plan will allow maintaining the accumulated rates of economic growth and, taking into account the available opportunities and reserves, to successfully complete the year.

In agriculture, due to harvesting and the implementation of 41 investment projects worth 47 billion tenge, the volume of gross output will be about 555.6 billion tenge.

In the industrial sector, due to an increase in production at existing enterprises and the introduction of 14 projects according to the Industrialization Map for 28 billion tenge (702 permanent jobs), the volume of production is expected to exceed 800.9 billion tenge, with an increase of 2%.

The support provided to small and medium-sized businesses will increase its share in the gross regional product to 29.8%.

At least 387 billion tenge will be invested in the regional economy, with an increase of 17.4% by 2019. The volume of construction work is expected at 145 billion tenge or 100.1%. About 570 thousand m2 of housing will be commissioned, with an increase of 6.7%.

 

Investments in agriculture for 9 months increased by 4.8%

The basic sector of the region's economy is agriculture. Gross agricultural output in January-September 2020 amounted to 509,690.1 million tenge, including: crop production — 360,785.8 million tenge, livestock — 147,798 million tenge.

In total, there are 8,477 agro-formations in the region, including: 1,720 — legal entities (JSC, LLP, GP, PC), 1,080 — individual entrepreneurs, 5,677 — peasant farms.

Labor productivity in agriculture in the first half of 2020 amounted to 494.3 thousand tenge or 104.5% compared to the corresponding period of 2019.

Investments in agriculture for 9 months of this year amounted to 43.4 billion tenge or 104.8% compared to the same period in 2019.

The average salary for the II quarter of 2020 in the agricultural sector amounted to 141,835 tenge with an increase of 13.9% compared to the corresponding period of 2019, which is the best indicator among the regions (from 124.6 thousand tenge to 141.8 thousand tenge ).

 

Vegetable growing

Vegetable growing is one of the main and most labor-intensive branches of agricultural production. For the Akmola region, the issue of providing the population with vegetable products is a priority. Therefore, greenhouse technologies and organizations specializing in this industry, which are able to provide residents of the region with fresh vegetables throughout the year, play a key role.

One of the largest enterprises — LLP Greenhouse Technologies of Kazakhstan — recently celebrated its tenth anniversary. Dozens of varieties of vegetables and flowers are grown on an area of ​​more than five hectares. Watermelons were also planted this year. The production capacity is more than two and a half thousand tons of products per year. The company uses the most advanced innovative technologies in the field of vegetable growing. The products are of high quality, since natural coconut substrate is used for its cultivation, with a variety of salts, and not synthetics. For nutrition, one-component fertilizers are used, that is, chemically pure substances. Vegetables are not genetically modified.

Vegetables from the Stepnogorsk greenhouse, which have long been loved by Akmola residents, are conquering the markets of Nur-Sultan and Karaganda, Omsk and Novosibirsk. By the way, the greenhouse became one of the first in the republic, the construction of which was financed under the state program KazAgro.

 

Harvesting

In the Akmola region this year, spring crops were sown on an area of ​​4,905.9 thousand hectares, including grain and leguminous crops were placed on an area of ​​4447.1 thousand hectares, which is 1 thousand hectares higher than last year.

At the same time, the main food crop — spring wheat — has been sown on an area of ​​3698.7 thousand hectares.

In 2020, spring sowing of forage crops, taking into account the grasses of previous years, was placed on an area of ​​442.6 thousand hectares, which is at the level of last year.

Fodder grasses of the current year have been sown on an area of ​​200.3 thousand hectares, which is higher than the planned indicators of last year by 13.7 thousand hectares. Taking into account the population, potatoes are placed on an area of ​​15.79 thousand hectares, and vegetables — on an area of ​​3.57 thousand hectares, which is 87 hectares and 55 hectares higher than last year's figures, respectively.

As of Sep. 30, 2020, the harvesting of grain and leguminous crops has been completed. Grain threshing was carried out on an area of ​​4.4 million hectares. With an average yield of 11.8 c / ha, 5.2 million tons of grain were threshed.

Harvesting of oilseeds was carried out on an area of ​​240.3 thousand hectares or 100% of the harvested area, the gross harvest of oilseeds is 147 thousand tons with an average yield of 7 c / ha.

Vegetables were harvested from an area of ​​3.5 thousand hectares, or 100% of the planned area, the gross harvest amounted to 52.8 thousand tons with a yield of 151 c / ha.

Potatoes were harvested from an area of ​​15.8 thousand hectares or 100% of the planned area, the gross harvest amounted to 253.6 thousand tons with a yield of 160.9 c / ha.

 

Preparation of grain-receiving enterprises

65 operating licensed grain-receiving enterprises with a total storage capacity of 4.2 million tons take part in the acceptance of this year's harvest.

In addition, agricultural formations have granaries with a volume of about 2.4 million tons.

The region has 240 grain dryers with a total daily capacity of over 100 thousand tons.

 

Purchase of agricultural machinery

For 9 months of this year, agricultural producers purchased 1,420 pieces of machinery worth 35.8 billion tenge, including:

  • grain harvesters — 249;
  • tractors — 318;
  • seeding complexes — 43;
  • other equipment — 810.

The purchase of agricultural machinery continues.

 

Harvesting hay

Harvesting of hay in the area is complete. In fact, 1.1 million tons of hay was harvested, or 100% of the annual demand.

 

Livestock

According to statistics, the total number of cattle in all categories of farms in the region as of Oct. 1, 2020 is 472.8 thousand heads, including the number of cows — 226.8 thousand heads. The number of horses amounted to 206.5 thousand heads, poultry — 7 775 thousand heads. The number of sheep and goats amounted to 571.3 thousand heads, pigs — 104.4 thousand heads.

The region produced 107.5 thousand tons of meat in live weight, 321.1 thousand tons of milk produced, 630.6 million eggs were produced.

 

Breed transformation

Measures are being taken to carry out the breed transformation. The plan for 2020 is 77.1 thousand heads, the share of participation is 35%. At the moment, the coverage is 70.9 thousand heads or 32.2%.

 

Creation of farms

As part of the further development of beef cattle breeding, a roadmap has been developed for the creation of 111 farms in the region with the purchase of 7.6 thousand heads of beef cattle.

Currently, 94 meat farms have been created with a total livestock of 7.6 thousand heads.

As part of the development of dairy farming this year, it is planned to create 18 dairy farms with the purchase of 2.5 thousand heads. To date, 14 farms have been commissioned with a total livestock of 1.2 thousand heads.

 

Development of food belt around Nur-Sultan

As part of the development of the food belt, a 300-kilometer zone has been defined, which includes all 17 districts of the region. Currently, 128 enterprises of the Akmola region are engaged in the supply of agricultural products, including 68 — livestock products (meat and meat products, milk and dairy products), 6 — poultry (poultry meat, edible eggs), 54 — plant growing (flour, potatoes, vegetables, vegetable oil).

They supply their products to 5 trading markets, 29 trading houses, 10 shopping centers in the city of Nur-Sultan. There is also a network of stores Akmol, where large agricultural producers of the region sell their products, such as Capital Projects LTD LLP, Astana Agro Product LLP, Izhevskiy PC, Gormolzavod LLP, Agrofirma Rodina LLP, Milk Project, etc.

Agricultural producers of the region supplied 99.9 thousand tons of dairy products, 23.1 thousand tons of meat and meat products, 224.7 million eggs to the capital market.

In the food belt around the city of Nur-Sultan in 2020, it is planned to implement 41 investment projects for a total amount of 47 billion tenge, 28 projects were implemented for 5.4 billion tenge:

  • 4 — for the construction of feedlots, breeding reproducers (2 feedlots, 1 reproducer were implemented);
  • 8 — for dairy farming (7 commercial dairy farms were sold);
  • 12 — for beef cattle breeding (12 meat farms were sold);
  • 2 — on the development of poultry farming;
  • 2 — on the creation of an irrigation system (2 projects implemented);
  • 6 — for the processing of agricultural products (2 enterprises were sold);
  • 5 — for the construction of a grain storage and a potato storage (1 enterprise was implemented);
  • 2 — for fish breeding (1 enterprise is sold);

 

State support measures in agro-industrial complex

For 2020, the volume of state support within the framework of the state program for the development of the agro-industrial complex of the Republic of Kazakhstan for 2017-2021 amounted to about 37.4 billion tenge, including:

State subsidies for spring field and harvesting works. 14.1 billion tenge has been allocated to subsidize the crop growing industry.

Subsidies to support livestock development. Support for the development of animal husbandry is carried out in two directions: subsidizing livestock breeding, as well as the productivity and quality of livestock products. 6.6 billion tenge was allocated for the implementation of these programs in 2020.

  • For investment investments and subsidies for processing — 9.9 billion tenge.
  • Financial rehabilitation and reimbursement of the interest rate on leasing — 6.8 billion tenge.

As of Oct. 1, 2020, the development amounted to 32.2 billion tenge or 86.1% of the annual plan.

3 billion tenge was allocated for the development of entrepreneurship in rural areas within the framework of the Program for the Development of Productive Employment and Mass Entrepreneurship.

As of Oct. 1, 2020, the development amounted to 2.98 billion tenge, or 100% of the plan, while 632 agricultural producers were credited for a total of 2.5 billion tenge.

As part of the instruction of the Head of State dated March 31, 2020, 33.4 billion tenge was allocated for lending for spring field work in the Akmola region, including:

  • under the Ken Dala program, 265 agricultural enterprises of the region were credited for 20.9 billion tenge;
  • on 66 agricultural producers under the Economy of Simple Things — by 5.2 billion tenge;
  • under the lending program of the Fund for Financial Support of Agriculture, 53 agricultural enterprises — by 0.2 billion tenge.
  • within the framework of the forward purchase of JSC NC Food Contract Corporation, 160 agricultural producers of the region — for 7.1 billion tenge.

 

Processing of agricultural products

In the Akmola region there are 15 meat processing enterprises with a production capacity of 62.5 thousand tons per year, 15 enterprises for the production of dairy products with a production capacity of 146.8 thousand tons per year, 47 flour mills with a production capacity of 960 thousand tons per year. tons per year, 8 enterprises for processing oilseeds with a production capacity of 49.3 thousand tons per year.

For 9 months of 2020, food products were produced in the amount of 83.3 billion tenge.

There was an increase in the production of meat products, which amounted to 31.3 billion tenge, flour — 13.6 billion tenge, vegetable oil — 500.2 million tenge.

The main share in the structure of food production is occupied by the meat processing industry — 37.5%, dairy — 18.7%, grain processing — 16.3%, bread and bakery — 4.8%, other industries — 22.7%.

 

Meat processing

These enterprises and workshops produced 42.1 thousand tons of meat in kind, an increase of 10.4% compared to the same period in 2019. The production volume of sausages amounted to 1.6 thousand tons, an increase of 5.8% compared to the same period in 2019.

The workload of meat processing enterprises averaged 75.8%.

 

Milk processing

The volume of processed milk production amounted to 67.2 thousand tons, a decrease of 4.9% compared to the same period in 2019. 741 tons of butter were produced, 817 tons of cheese and cottage cheese, and 4.5 thousand tons of fermented milk products.

The workload of milk processing enterprises was 61.1%.

 

Oilseed processing

20.3 thousand tons of vegetable oil were produced, an increase of 16.2% over the same period in 2019.

The capacity utilization of oilseeds processing enterprises averaged 54.9%.

 

Flour production

During the reporting period, 229.1 thousand tons of fine flour was produced, an increase of 28.7% over the same period in 2019.

The workload of flour production enterprises was 33.8%.

 

By 2022, export of processed products will be increased by 2.5 times.

In general, the export of agricultural products in January-September 2020 compared to the same period in 2019 has increased in monetary terms by 10.5% and amounts to $169.5 million.

Main types of agricultural products supplied by the enterprises of Akmola region to foreign markets: grain and seeds of agricultural crops, flour, dairy products, meat and offal, eggs, etc.

In the export structure, the main share is occupied by wheat (28.9%), oilseeds (8%), wheat flour (7.8%), lentils and legumes (3.3%), edible eggs (1.4%).

The share of exports of meat and offal — 1.8%, milk and dairy products — 0.6%.

There is an increase in exports in physical terms:

  • sunflower oil by 667.7%;
  • soybeans 11.3 times;
  • cattle meat by 556.9;
  • buckwheat, millet and other cereals by 83.6%;
  • flax seeds by 74.2%;
  • bran and wheat residues by 57.6%;
  • wheat flour by 51.3%;
  • mustard and safflower seeds by 39%;
  • canned meat by 27.4%;
  • products for animal feeding by 18.8%;
  • lentils and legumes by 9.9%;
  • poultry meat by 5.5%.

Cattle meat exporters are Shchuchinsk Meat Processing Plant LLP, Astana Agroproduct LLP, Bizhan LLP, poultry meat — Capital Projects LTD LLP, Makinskaya Poultry Farm LLP, vegetable oil — Bota 2015 LLP, Agrimer Astyk LLP, Egg — LLP Ush-Bulak 2005, PK Izhevsk, flour — LLP INTER TRADE, LLP Agrofirm TNK, LLP IrchenkoElevator, LLP HPP Tonkeris, dairy products — LLP Milk Project, LLP Gormolzavod.

In general, there are significant prospects in the agricultural sector for increasing production and driving out imports. In this connection, the construction of new and modernization of existing enterprises are planned. In pursuance of the Address of the Head of State, the implementation of all planned activities will contribute to the further development of agricultural processing and an increase in the export of processed products by 2.5 times by 2022.

 

Results of industrial development for 9 months of 2020

In the industrial sector, the region specializes in the extraction of gold ores, uranium, mechanical engineering, and the chemical industry.

Akmola region accounts for 100% of railway bearings produced in the country, 36.3% of trucks, 30.2% of unprocessed gold, 12.1% of processed milk and 9% of flour.

In the structure of industrial production, the main share is occupied by the processing industry — 80.4%, where products were produced for 533.1 billion tenge. The processing industry of the region is represented by the production of food, light and chemical industries, the production of rubber and plastic products, the production of other non-metallic mineral products, non-ferrous metallurgy and mechanical engineering.

Today in the industrial sector of the region there are 1,226 enterprises and industries. The number of people employed in the industrial sector is 53,526 people.

In January-September 2020, industrial enterprises of the region produced marketable products worth 732 billion tenge. The growth was ensured by an increase in the production of the manufacturing industry by 8.8%, the volume of manufactured products amounted to 608.2 billion tenge.

In food production, the output of flour increased by 26.4%, vegetable oil by 16.2%, meat and by-products by 10.4%.

In the production of rubber and plastic products, the production of plastic pipes has doubled.

In mechanical engineering, there was an increase in the production of trucks of KAMAZ-Engineering JSC by 18.6% compared to the last year.

In the metallurgical industry, the volume of production of rough gold increased by 14.1% to 24.1 tons, which is associated with the activities of JSC AltyntauKokshetau.

In Akmola region, the following enterprises operate in the light industry — Novopek LLP, SAMHAT LLP, Felt Factory LLP, sewing factory Diaz, LLP Kokshe Spetsodezhda, atelier Akai and others. These enterprises produce bags and bags (like big bags), plastic wrap, leather footwear, felt footwear, overalls, bed linen, etc.

In January-September 2020, light industry enterprises produced goods worth 5.6 billion tenge. The growth was ensured by an increase in the production of leather products by 4.7 times, polyethylene bags by 25.8%, textiles by 58.3%.

At the same time, as part of the fight against coronavirus infection, Akmola sewing enterprises and ateliers are sewing masks, including the machine-building enterprise Tynys JSC, which has established mass production of protective masks up to 25 thousand per day. Since March 14, 2020, the total production of protective masks has exceeded 1.8 million pieces.

 

175 projects of Economy of Simple Things implemented in Akmola region

The portfolio of the Economy of Simple Things consists of 175 projects worth 30.8 billion tenge, of which: 164 projects were financed, 1 project was approved by STBs, 10 projects are in progress. Including signed agreements of guarantees — 10 projects.

The most significant projects in the manufacturing industry are Production of oat flakes LLP BAHA SÖHNE for a total amount of loans of 1,430 million tenge, 2 projects for the production of bags — LLP Asyl Arman for 1,622 million tenge and LLP Kokshe City for 1 227 million tenge, Milk production and cheese processing LLP MILK PROJECT for 598 million tenge.

 

Over 9 months, 297.6 billion tenge invested in region’s economy.

In general, the region has created a complete infrastructure for supporting investors on the basis of the local executive body and representative offices of development institutions, there is a platform for solving problematic issues and support. Seminars are organized with the participation of representatives of development institutions, national companies, financial organizations to explain the instruments for possible financing of projects and state support in the field of investments. A base of investment initiatives and niche projects has been formed.

 

Currently, work is underway to prepare for the 17th Forum of Interregional Cooperation between Kazakhstan and Russia, which is expected to become an effective platform for attracting new investors to the region.

In January-September 2020, 297.6 billion tenge was invested in the regional economy, with an increase of 1.2 times compared to last year.

In terms of use, the main volume of investments falls on industry — 46.1%; transactions with real estate — 16.8%; agriculture, forestry and fisheries — 14.6%.

Mainly, the growth dynamics is facilitated by the implementation of large investment projects, such as a solar power plant with a capacity of 100 MW of KB Interprices LLP with an investment volume of 28.5 billion tenge, the second stage of the poultry farm of Makinskaya Poultry Farm LLP for 15 billion tenge, wind power plants of LLP Golden Energy Corp for 5.6 billion tenge and LLP Vichi for 2 billion tenge.

 

Development of green energy in the region

Akmola region, following the global trend, is systematically working to increase the number of renewable energy sources.

The average annual wind speed is over 6 m / s, which makes them attractive for energy development. Arshalyn and Ereimentau districts are promising areas for the development of wind energy.

Despite the fact that Akmola region is located in the northern part of the country, the potential of solar radiation in the region is quite significant. At the same time, solar energy can be used not only for generating electricity, but also for heat, which makes it possible to introduce point solar installations, including in areas remote from central electricity and heat supply.

It should be noted that the use of biofuel has a certain reserve. In particular, through the processing of agricultural waste, electricity can be obtained.

This year, with the participation of the Russian company Hevel, a new investment project, significant in terms of capacity and investment, was launched: Construction of a solar power plant in the Tselinograd region. The project's capacity is 100 MW, the volume of investments amounted to 28.5 billion tenge. Today the enterprise operates stably, the generated electricity is supplied through the Unified System Operator KEGOC JSC.

At the moment, 5 renewable energy projects with a total capacity of 340 megawatts with an investment volume of about 150 billion tenge are being implemented: this is the second wind farm complex of CATEK Green Energy, the capacity of which will be 100 MW; construction is planned to be completed this year; in 2021, wind power plants will be commissioned for 3.75 MW LLP Vichi, 30 MW LLP Golden Energy Corp and 50 MW LLP Ereimentau Wind Power; in 2022 it is planned to launch a 100 MW wind farm of Borey Energo LLP.

 

How is small and medium business developing?

In the Akmola region, small and medium-sized businesses are taking an increasingly strong position in various production areas, increasing their contribution to the development of the country's economy. The number of operating SMEs is 45.6 thousand units, the share of gross added value of SMEs in GRP is 24.8%. The number of people employed in SMEs as of July 1, 2020, amounted to 129.1 thousand people. For the II quarter of 2020, the production of SMEs amounted to 328.6 billion tenge.

However, the current quarantine in the country and related restrictions could not but affect the business segment.

In this connection, all kinds of support measures have been provided in the region over the past six months to stabilize the business sector.

Thanks to the course of action of the Business Road Map-2025 program, the volume of domestic goods produced in the region has increased, and their range has expanded. Funding under the program has been increased 1.6 times; about 300 entrepreneurs will receive support this year. Eight thousand people took part in the state employment program Enbek, with annual planning — 9.5 thousand people.

To support business in the region, favorable financial conditions are also being created in the provision of preferential loans. As of today, 470 preferential microcredits have been issued (803 planned) and about 500 grants (640 planned).

In addition, as part of an additional package of measures of state support for entrepreneurs in the most affected industries, 1,235 entities were granted a deferral for loans in the amount of payments of 11.8 billion tenge, under the National Bank's concessional lending program to replenish working capital at 8% per annum, loans were issued for 10 billion tenge, tax breaks have affected more than 20 thousand entrepreneurs of the region in the amount of about 9 billion tenge.

 

Providing region’s population with affordable housing

This year, within the framework of the Nurly Zher program, 38 houses are being built, including:

  • 25 rental houses or 1,112 apartments.
  • 13 credit or 826 apartments.

Since the beginning of the implementation of the 7-20-25 program in the Akmola region, 892 applications for 8.1 billion tenge have been approved.

According to the results of 9 months of this year, 417.7 thousand square meters or 3,439 apartments were commissioned in the Akmola region.

 

This year, 24.2 billion tenge provided for road repair

Within the framework of these funds, it is planned to repair 410 km of local roads. Also, within the framework of major, medium and current repairs, it is planned to repair more than 100 culverts, install about 570 road signs and 434 signal posts.

To date, more than 300 km of roads have been repaired. 

 

Development of a productive employment program

Within the framework of support for SMEs under the Enbek program, this year it is planned to issue 803 microcredits in the amount of 3,432.8 million tenge, including 773 microcredits in the amount of 2,961.3 million tenge in rural areas and 30 microcredits in the amount of 471.5 million tenge in cities. This year, 717 microcredits were issued in the amount of 2,850 million tenge or 83% of the plan. It is also planned to issue 690 grants in the amount of 378.6 million tenge. To date, 696 grants have been received in the amount of 370.3 million tenge. In 2020, through the NCE Atameken, it is planned to train 1,350 people in the basics of entrepreneurship, and 1,323 people have learned the basics of entrepreneurship.

In general, 20,822 new jobs were created in the region, including 12,483 permanent jobs.

 

Increasing employment coverage

In 2020, within the framework of the state program for the development of productive employment and mass entrepreneurship for 2017-2021, Enbek, it is planned to cover 9,387 citizens of the region from among the unemployed and self-employed persons for a total amount of 7,586.4 million tenge. As of Oct. 23, 2020, 9,783 people or 104.2% were covered. In total, it is planned to cover 1,855 people with training, of which 1,190 graduates of grades 9-11 have started training on the basis of TVE since Sep. 1, 2020, 748 people have been covered by short-term vocational training. 350 people completed their training in 9 months, 241 people were employed.

In the region, 325 infrastructure projects are being implemented, of which work at 207 objects has been completed. 9,112 jobs were created, including 4,512 through employment centers, which is 80.2% of the plan.

 

Process of digitalization and implementation of innovations

As part of the ongoing work on the digitalization of industry in 2020-2023, a Roadmap for digitalization of the industry of the Akmola region for 2018-2023 has been developed, within which 11 digitalization projects are provided for 7 enterprises, which include the introduction of digital technologies, elements of the industry 4.0, automation systems and optimization of production processes in the mining industry, construction industry, metallurgy, mechanical engineering and chemical industry — at the expense of the enterprises' own funds.

To date, out of 11 projects, 7 have been implemented (Tynys JSC, AltyntauKokshetau JSC (3 projects), RG Gold LLP, Semizbai U LLP, Stepnogorsk Mining and Chemical Combine LLP).

Implementation of 4 projects (3 enterprises) continues with terms in 2020-2023 (MMC Kazakhaltyn JSC, PA Kokshe Cement LLP (2-projects), AltyntauKokshetau JSC).

The release of jobs in connection with the implementation of these measures in 2020 is not predicted (according to enterprises).

At the end of 2019, the number of enterprises with innovations amounted to 88, the share of innovatively active enterprises — 7.7%. The volume of manufactured innovative products amounted to 17.8 billion tenge.

On the basis of a consortium agreement without the formation of a legal entity on the basis of Sh. Ualikhanov KSU, the Akmola Scientific Research Technological Park was created. The activity of the technopark is aimed at the implementation of scientific ideas and developments, research work, the introduction of modern innovative technologies and, in general, at the development of the innovative sector of the region. On the basis of the technopark, 30 start-ups are coordinated in the food industry, alternative energy, IT technology, tourism, and household waste disposal.

 

Over 5 thousand students received computers for temporary use

In the education system of the region, work is systematically carried out in all areas.

There are 601 organizations (248 kindergartens and 353 mini-centers) in preschool education, covering 32,123 children.

The coverage of preschool education at the age of 3-6 years is 100% (from 1 to 6 years old — 75.7%). Since the beginning of the year, 418 new places have been created (8 preschool organizations for 365 places have been opened, 3 existing kindergartens have been expanded for 53 places).

A network of private kindergartens is actively developing (private - 111), which is 44.8% of their total number (total - 248 kindergartens).

In the field of preschool education, 13 PPP projects are being implemented with an investment of 812.9 million tenge.

To date, due to restrictive measures due to the current epidemiological situation, the activities of 536 preschool organizations have been resumed, 1,540 duty groups have been opened, covering 17,046 children or 53%.

This year a lot of work has been done to organize the educational process in secondary schools of the region.

In the 2020-2021 academic year, 100% of the region's students (131,031) switched to the updated content.

Taking into account the epidemiological situation, out of 555 schools in the region, 387 rural small-scale remote schools with 28,025 students (21.5% of the total number of students) work on a regular basis in compliance with strict sanitary measures and 168 schools work in distance format allowing students of the junior classes to go to school as part of duty education.

To date, there are 3,167 duty classes with a population of 39,087 students, in which 2,868 teachers teach. To comply with sanitary safety, rural small schools and primary classes that are trained in a regular mode are provided with disinfectants and sanitary safety equipment.

For the purpose of high-quality organization of distance learning, work was carried out to provide students with computer equipment. Out of 63,019 students studying in distance mode, 5,535 students did not have personal computers / laptops. For these students, 100% of the computer equipment was transferred for temporary use from schools.

In addition, at the expense of the Government reserve, 23,043 units of computer equipment are purchased for the amount of 3,568.5 million tenge, which will be primarily provided to children from socially vulnerable families. To date, 278 units have been purchased and delivered.

All secondary schools (100%) are connected to broadband Internet with a speed of 4 Mbps and higher. 271 have a speed of 4 to 8 Mbit / s, in 284 schools the Internet speed is 8 Mbit / s and higher (taking into account the increase in speed in 35 schools of the region).

At the beginning of 2020, there were 3 emergency and 12 three-shift schools in the region. This year, as part of a major overhaul at the expense of the Employment Roadmap, the accident rate of the secondary school named after N. Krupskaya in the Zharkain District was removed.

For the remaining two schools: a project has been developed for the construction of a school for 80 places in the village. Bulandy district Birzhan Sal, is under state examination. More than 21 thousand students are studying in 32 regional colleges within the framework of the project "Free vocational education for all". In the new academic year, 5,954 students were admitted at the expense of the regional budget.

The system of dual education is developing, which enrolled 3,800 students in 36 specialties and 64 qualifications in demand on the labor market.

The republican project Zhas Maman is being implemented in the region, which will allow updating the material and technical base of colleges and increasing the employment of graduates. Within the framework of the project, 11 leading colleges have been identified in the region, which will train personnel in specialties included in the 100 most demanded professions. This year, 5 regional colleges are taking part in the Zhas Maman project. For the purchase of modern educational equipment within the framework of the project, 1,582.1 million tenge was allocated from the republican budget, co-financing from the regional budget is 80.8 million tenge. 6 colleges will take part in the Zhas Maman project in 2021.

This year, the educational process in colleges of the region is organized according to the methodological recommendations of the Ministry of Education and Science of the Republic of Kazakhstan in the areas of personnel training. All colleges in the region operate in automated systems that include distance learning technologies.

 

5 thousand infectious and 500 intensive care beds prepared for a possible new wave of CVI

This year the construction of a modern oncological clinic in Kokshetau for 150 visits per shift is being completed. In addition, it is planned to complete the construction of 3 primary health care facilities (PHC):

  • 2 outpatient clinics for 25 and 50 visits in the villages of Stepnoye and Sofiyevka, Shortandinsky district.
  • district polyclinic for 100 visits, Kosshy Tselinograd district.

A modular infectious diseases hospital was built in Kokshetau. Several buildings were built from pre-fabricated modern structures in just two months. The project cost is over 7 billion tenge, funds were allocated from the republican budget according to the Employment Roadmap.

The Center for Infectious Diseases has 200 beds: 180 inpatient beds and 20 intensive care beds. The complex of buildings includes an administrative laboratory, an admission and examination room, an intensive care unit and five hospital blocks. Each has its own color, for example, hospitals — purple, intensive care — yellow, administration — red.

The main feature of the hospital is the ventilation and air filtration system, which minimizes the risk of infection between patients and staff.

3 billion tenge was allocated for the material and technical support of medical organizations and to ensure sanitary and epidemiological requirements for the prevention and prevention of the spread of COVID-19, including 873 million tenge from the republican budget and 2.1 billion tenge from the local budget.

There are 425 ventilators available, including 77 domestically produced ones.

So, since the beginning of the year, 60 portable ventilators produced by the local manufacturer Tynys JSC have been purchased at the expense of the Government's reserve.

Contracts were concluded for 4 X-ray machines for a total of 136 million tenge, instead of outdated equipment.

There are 9 computed tomographs in medical organizations.

Currently, there are 3 mobile medical complexes in the region, for full coverage of screening examinations of the population 8 units of mobile medical complexes were supplied at the expense of the republican budget.

Also in November, it is expected to supply 58 units of ambulance vehicles for 2.5 billion tenge. Within the framework of the development of public-private partnership in the field of health care, 2 projects are being implemented — the transfer to trust management of the city polyclinic No. 1 in Kokshetau for 1.5 billion tenge and the city polyclinic in Stepnogorsk for 585.2 million tenge.

As part of the implementation of projects, at the expense of a private partner, major repairs, reconstruction and modernization of facilities are carried out. It is also planned to bring the provision of new medical equipment to 100%, to resolve the issue with medical personnel with the provision of social support measures in the form of housing and lifting.

To date, 3,487 patients have been registered with a positive result of COVID-19, including 1,432 cases with symptoms, 2,055 cases of asymptomatic virus carriers. 95 patients receive treatment, 3,250 were discharged, 77 died.

Since Aug. 1, 2020, 468 cases of pneumonia with signs of COVID-19 have been registered.

As of Oct. 1, 2020, there are 565 infectious beds in the region, 12% are occupied. 18% of resuscitation beds are occupied.

In connection with the improvement of the epidemiological situation, the number of beds has been reduced from July 1 by 4 times, of which intensive care beds by 2 times.

For a possible new wave of CVI in the region, 5,000 infectious and 500 intensive care beds have been prepared.

In general, more than 1.9 billion tenge has been allocated from the reserves of the Government of the Republic of Kazakhstan and the regional akimat to combat CVI, medicines and personal protective equipment, equipment have been purchased.

Means of protection and antiseptics are distributed among medical organizations and state institutions, there is a two-month supply.

The situation with drug supply is also stabilizing and a two-month irreducible supply of drugs is being created in case of new outbreaks of CVI for 166 million tenge from the local budget. By the end of October 2020, it is planned to complete delivery from SK-Pharmacy LLP.

Within the framework of outpatient drug provision, the planned delivery is carried out according to the schedule, to date, 432 items of free drugs have been shipped in the amount of 4.5 billion tenge from the FSMS funds, 110 thousand people have been provided.

Within the framework of inpatient drug provision, the supply is carried out according to the schedule, 568 names of drugs were shipped in the amount of 3.3 billion tenge from the FSMS funds.

The construction of a prefabricated modular hospital in Kokshetau with 200 beds for patients with a confirmed diagnosis of COVID-19 for 7.2 billion tenge is nearing completion.

In connection with the performance of the professional activities of COVID-19, 885 medical workers fell ill, of whom 527 received one-time payments, including 422 laboratory-confirmed COVID-19 and 105 viral pneumonia.

In total, 15 medical workers died, 4 of them infected while performing professional activities, including 3 with COVID-19 disease, 1 with viral pneumonia, received one-time social payments of 10 million tenge.

 

Modernization of city's social infrastructure
