2.4 million state services in electronic format received by Kazakhstan in the first quarter of 2023

The Central Communications Service under the President of the Republic of Kazakhstan held a briefing on the development of electronic public services. The briefing was attended by Deputy Ministers of Labor and Social Protection of Population Yerbol Ospanov, of Digital Development, Innovation and Aerospace Industry Asset Turyssov, and of Justice Bekbolat Moldabekov.

In his speech, Deputy Minister of Justice Moldabekov told about the launch of a new project "Digital Notary" in the eGov Mobile application.

The project was implemented on the instructions of the Head of the State within the framework of "digital" initiatives of the Government of the Republic of Kazakhstan by the Ministries of Justice, Digital Development, Innovation and Aerospace Industry together with the JSC "National Information Technologies" and the Republican Chamber of Notaries.

According to Moldabekov, "Digital Notary" will greatly simplify for citizens to receive notarial services. In particular, the Kazakh people have the opportunity to issue a power of attorney in electronic form.

Also, Deputy Minister said that Kazakhstan is one of the first countries in the world, which has digitized notarial power of attorney online. Previously such services were available only in France and Lithuania.

According to Bekbolat Moldabekov, previously the actual presence of the client was required for the notary to sign and certify the document, but now the notary power of attorney is available to citizens via eGov Mobile, and in the future this function will appear in a number of banking applications. The so-called "Digital Power of Attorney" is executed online by means of a video link between the client and the notary.

Any notary available at the time of application will be able to provide this service. The digital power of attorney will be able to be presented at all state instances or at the place of request, just like the paper analogue.

It will use a digital signature using the user's biometric data for security purposes, both when authorizing in the eGov Mobile app and when signing the application.

"This project is about saving every citizen's time. For example, there may be different situations where you can't get out, whether it's from work or the hospital. You can also get a power of attorney online, which is very easy," Moldabekov said.

He also said that for 17 years, people in Kazakhstan are used to receiving public services through eGov Mobile. 

"On the main page of this application, you need to click on the Digital Notary Project, register by biometrics, type the IIN of the citizen to whom the power of attorney will be presented, and write your cell phone number. Then a video call is activated. On the other end, the notary will contact you on the video call, get the necessary information, fill out the necessary power of attorney and show it to you. He will only sign it if you say, "Yes, that's right." Thus, you can get the necessary power of attorney in 2-3 clicks," the representative of the Ministry of Justice explained.

According to him, the "Digital Notary" project was launched on April 11 and literally within half a day about thirty powers of attorney were issued. This shows the demand for the service.

"For example, someone stays abroad, someone has family in the countryside, and there are times when it is necessary to travel because of the power of attorney. It takes more time, requires more expenses. And now with the help of such digital projects, we will save time, and quickly issue such a power of attorney," the Deputy Minister said.

The scale of the project will increase. The representative of the Ministry of Justice noted that if the service of issuing powers of attorney shows its effectiveness, then in the future the list of notarial services provided online will be expanded.

Then the Deputy Minister of Labor and Social Protection of Population Yerbol Ospanov reported on the work on the transformation and digitalization of public services.

Today in Kazakhstan, many services of government agencies are converted into electronic format. According to him, this is the result of direct participation of state agencies in general, quasi-state teams and the private sector in the development of e-government over the past 17 years.

"Today out of 45 types of public services for 43 services or 95% have the ability to get them in electronic format, including 23 services proactively (51%). By the end of 2022 a total of 13.8 million public services were provided, 11.2 million of which are electronic services or 81% of the total number of provided public services," he informed.

In the first quarter of the year there were provided 3.4 million state services, of which 2.4 million electronic services or 85% of the total number of rendered state services.

The work in this direction continues. In addition, in 2023 the Ministry of Labor plans to transfer some services into a proactive format and increase their volume up to 60%.

The representative of the Ministry of Labor told about another project called the Digital Family Map. It provides for converting the format of receiving public services into a proactive format. That is, for each citizen, services are provided with a guaranteed benefit from the state, depending on his status.

"Secondly, it provides for a reduction in service time to one day. Under this project, only information systems will make the decision, the human factor will be eliminated," the speaker said.

As part of the transformation and re-engineering of public services since March 29 this year, automatic assignment of benefits to mothers of many children, awarded pendants "Altyn alka", "Kumis alka" was implemented, where the period of service was reduced from 7 to 1 working day. Within the framework of automatic assignment the human factor is completely excluded. As of April 11 of this year. 450 mothers of many children were automatically assigned an allowance. It is planned to continue work on other services according to this principle.

In order to expand the opportunities for the population to receive services in October 2021, the Ministry together with the BWI implemented services in their mobile applications to provide state services related to the birth of a child.

In 2022, 4 more social and labor services were integrated into BWIs' mobile applications. In total, more than 347 thousand citizens received services through mobile applications of banks in 2022.

In addition, in February of this year, the service of providing information on payments of pensions and allowances was implemented through mobile applications of banks. In the second quarter it is planned to introduce 2 more services: allowance for a large family and social payments for the loss of work.

Also, Yerbol Ospanov told about the project on the absentee format of medical and social examination to establish disability. The project is launched in pilot mode, it will operate in all 20 regions of the country.

To receive the service, the applicant must apply to the clinic in the community, the remaining processes take place without human participation through the integration of information systems, i.e. a person does not need to go anywhere, except the clinic.

"In 2022, a total of 57,100 applications for absentee examinations were considered. This is 22.7% of people with disabilities of the total number who were examined," Ospanov informed.

Deputy Minister of Digital Development, Innovation and Aerospace Industry of the Republic of Kazakhstan Asset Turyssov, in turn, told about how e-government is developed digitally.

"Exactly 17 years ago, on April 12, 2006 e-government portal eGov.kz was launched, which today is used by all of us," he said. 

For 17 years eGov.kz portal has been providing public services to 13.5 mln citizens of Kazakhstan, which is about 69% of the population of the entire country. During this time with the help of eGov.kz portal Kazakhstani citizens received 415 million public services.

"Today there are 627 types of services and services in the electronic government, 92% of state services are automated. You can use the mobile application eGov Mobile from the comfort of your home, receive digital documents, including passport, ID card, etc., which have legal force. Thus, a person receives the necessary service in a convenient format in two or three clicks," the Deputy Minister noted.

Today the portal of e-government is considered to be an important and main tool for people and businesses to interact with government agencies, which has not only influenced the improvement of the quality of public services, but also the international rankings of Kazakhstan.

Today, Kazakhstan can call itself one of the developed countries in terms of online services. A clear proof of this is the 2022 rating. Thus, according to the UN rating, Kazakhstan ranked 28th in the development of e-government (UN Global E-Government Development Index) among 193 states. In particular, our country ranked eighth in the quality index of online services.

At the same time, since 2019, citizens began to receive government services through the mobile application eGov Mobile. Today, the application is used by more than 14.8 million Kazakhstanis and receives the necessary data on 423 services and services.

"Now registration in the app has become easier - no more than 5 minutes with the help of biometric identification you can get an EDS, register in the database of mobile citizens. Besides, such function as eGov QR appeared in eGov Mobile application," Ospanov said.

eGov QR is an alternative method, which will facilitate the process of signing documents. Its usage will help to get a quick access to the necessary document and to sign it online via eGov Mobile application. In this case, there is no need to install NCALayer on the computer, from which the QR code will be scanned. The existing mechanisms of the digital signature with the use of NCALayer are also available for the users of eGov. Today eGov QR can be used in such platforms as: the Supreme Court Cabinet, Otbasa Bank, to sign services on the E-licensing portal, more recently there has been an integration for signing contracts on the Documentolog website.

In addition to online services on the phone, Kazakhstani citizens can now always have the so-called "Digital Documents" at their fingertips - digital analogues of their most demanded documents, which can quite legitimately be used on a par with paper documents. There are now 24 digital documents available on eGov Mobile (ID card, RK passport, driving license, vaccination passport, PCR test and birth certificate, etc.), which are actively used by more than 11.6 million citizens. All digital documents can be presented at the place of demand. The law establishes the equivalence of electronic documents, i.e. digital documents to their paper counterparts.

With the advent of the Smart Bridge portal, every government agency has the opportunity to integrate with businesses and other various platforms for the development of digitalization in the country. For example, some government services can already be accessed through second-tier bank applications. It has become very convenient for citizens, as they are able to access information from different platforms.

More than 20 types of services are displayed in mobile applications of the second level banks, which in 2022 were used by citizens about 700 thousand times. For example, state services on car re-registration, application for child birth allowance, marriage registration, etc. were introduced in applications of second-tier banks such as Halyk Bank, Kaspi bank, Alfa bank, Bereke bank, etc.
