Almaty is the largest city of Kazakhstan, located in the foothills of the Trans-Ili Alatau. Until 1997, the city was the capital of the state. Today, Almaty is the scientific, cultural, historical, industrial and financial center of the country.
A powerful human capital is concentrated here. The city has become an economic center of the country. Business is actively developing here. So to say, Almaty makes a significant contribution to the development of the country.
Thus, the domestic regional product in 2018 amounted to 7.5 trillion tenge, with an increase of 2.6% compared to 2017.
Manufacturing growth of 4.8%: 20 new enterprises
Industrial production amounted to 884.1 billion tenge. The volume index is 104.5% to the level of 2017.
The share of the manufacturing industry amounted to 75.4%, the output was 666.9 billion tenge, which is 4.8% more than in 2017.
The volume of electricity, gas, steam and air conditioning amounted to 194.8 billion tenge, growth of 102.7%, water supply, sewage system, control over the collection and distribution of waste — 22.4 billion tenge.
There is an increase in the volume of production of the processing industry by 4.8%, due to the volumes in the production of textile products by 1.5 times, finished metal products by 2.2 times, rubber and plastic products by 24.2%.
In 2018, within the framework of the State Program of Industrial and Innovative Development, 20 projects were launched for 45.4 billion tenge with the creation of 3,552 jobs:
1. Alem Tynysy LLP — a plant for the disposal of hazardous waste (antifreeze, coolants, and water-glycol fluids) and the production of chemical products, created 12 jobs;
2. PARI LLP — production of knitted women's tights made of nylon and elastane – created 26 jobs;
3. LLP Kislorod AZOK — modernization of production of natural stone processing — 7 jobs;
4. Tokyo Rope Almaty LLP — relocation and expansion of engineering security systems production — 30 jobs;
5. JSC KBS Engineering — modernization and reconstruction of the meat production plant — 30 jobs;
6. Galaxia Technology LLP — modernization of LED production, 12 jobs;
7. Green Recycle LLP — construction of a plant for the processing of secondary raw materials and the production of flex, 528 jobs;
8. KMK Investment LLP — construction of a plant for the production of cable and wiring products with insulation of cross-linked polyethylene for voltage up to 220 kV, 539 jobs;
9. LLP Bread Factory No. 7 — modernization of the plant for the bakery production, 21 jobs;
10. Falcon Euro Bus LLP — construction of a passenger bus depot with further assembly of passenger buses — 1,300 jobs;
11. Rakhat LLP — modernization of the production and sale of confectionery products, 63 jobs;
12. KazTechInnovations LLP — the creation of a modern innovative enterprise in electronic instrument-making, 130 jobs.
13. Kamerton Company LLP — cheese production plant, 7 jobs;
14. Kelet LLP — the creation of a workshop for the production of gas boilers, 20 jobs;
15. Adelphi LLP — modernization of a furniture manufacturing plant, 45 jobs;
16. Fishinvest LLP — modernization for the production of semi-finished products and fish products, 10 jobs;
17. LLP Brot Master — the launch of crackers production at the plant, 10 jobs;
18. Samal LLP — modernization of the plant for the production of bottled water, 315 jobs;
19. LLP Shin Line — modernization and expansion of the shop for the ice cream production with a capacity of 350 million tenge per year, 250 jobs;
20. Almaty Electromechanical Plant LLP — modernization of equipment for the production of high-voltage, low-voltage and other electrical equipment. Capacity — 9,651 per year, 195 jobs.
There are no idle enterprises within the Almaty Business Support Card.
Almaty — first in the country by number of people in SMEs
The share of small and medium-sized businesses in the gross regional product is 42.7% (data for 9 months of 2018).
In 2018, 5.5 billion tenge was allocated from the local budget for the implementation of Business Road Map 2020 State Program for Support and Development of Business.
In 2018, 230 projects were approved, of which 99 projects were subsidized for a loan amount of 28.2 billion tenge, the projected amount of subsidies was 5.3 billion tenge; 59 projects — on guaranteeing a loan amount of 4.9 billion tenge, the amount of guarantee — 2 billion tenge; 4 projects — to lay down infrastructure for the amount of infrastructure construction (reconstruction) of 1.9 billion tenge; 68 projects — by grant of 141 million tenge. 4,448 jobs were saved, it is planned to create 1,208.
A total of 274,689 small and medium-sized businesses were registered in the city (as of Jan. 1, 2019), which is 3.6% higher than the figure for the same period in 2017 (265,186).
Active growth was also recorded among small and medium-sized businesses. At the same time, the city also confidently ranks first in terms of the number of people employed in this field.
The number of operating SMEs increased by 2.7%. This is about 14% of the share of Almaty in the total number of operating SMEs in the country, thereby the megalopolis ranks first in Kazakhstan.
The number of people employed in SMEs as of Oct. 1, 2018, was 593,801 thousand people, which is 2.9% higher than the figure for the same period in 2017 (2017 — 576,701 thousand people).
In January-September 2018, the volume of output of SMEs amounted to 4,758 billion tenge, with an increase of 28.5% compared to the same period in 2017.
The share of budget revenues from small and medium-sized businesses in total revenues in the 12 months of 2018 amounted to 62.2% (1.2 trillion tenge). The growth rate is 106.8%.
Ski resorts and ecotourism: What attracts foreign tourists to Almaty
In 2018, over a million tourists visited the city of Almaty, of which 365,000 were foreigners from Europe, the United States, Russia and Central Asia. This is 3.2% more than in 2017. Today all directions concerning the tourist industry are actively developing in Almaty. 33 industries related to tourism feel the effect of its development. This increases the importance of tourism for the economy of Kazakhstan. This also concerns the improvement of the mountain cluster, accommodation facilities, public transport, public catering system, promotion of the tourist potential of the megalopolis at the international level.
50% of all foreign tourists visiting Kazakhstan visited Almaty. Such high rates have become real thanks to a number of measures taken in the field of tourism development. Including: 72-hour visa-free regime for citizens of China and India, transit through Almaty International Airport. Due to the measure introduced, from April 2018 10,5 thousand Chinese and 2,5 thousand citizens of India visited Almaty.

Tourism is a source of foreign exchange earnings and employment for low-skilled workers. In the world, tourism creates every 10th job, more than 10% of world GDP and 6.5% of export earnings. In Almaty, it is planned to increase the share of tourism and related services in GRP to 6% by 2025.
Great potential — mountain cluster. Together with Austrian and French experts, a master plan was developed for mountain locations of Almaty agglomeration. Its implementation will allow attracting $ 1 billion of private investment, creating 200 km of ski runs and about 30 thousand new jobs directly at the facilities, as well as about 45 thousand jobs in related industries.
In addition to the mountain cluster, the city is developing event, ethnocultural and other types of tourism. Thus, more than 50 international events are held annually.
Housing programs implemented in Almaty
The volume of construction increased by 4.7% to 345.8 billion tenge.
Entering housing amounted to 2 million m² (11.2 thousand apartments), which is 5.5% higher than the same period last year.
In 2018, within the framework of the program “Construction of residential buildings,” 58 residential buildings were commissioned, with a total area of apartments of 87.1 thousand m² or 1955 apartments, including:
- "Rental housing without the right of redemption" — 11 residential buildings, with a total area of apartments of 17 thousand m² or 416 apartments;
- "Loan housing through local executive bodies" — 47 residential buildings, with a total area of apartments of 70.1 thousand m² or 1,539 apartments.
According to the program of development and arrangement of engineering and communication infrastructure, construction of 20 objects was completed.
In the framework of the Nurly Zher program, 323.8 thousand m² or 4 725 apartments were commissioned in the megalopolis. Today, almost 60 houses are under construction in Almaty.
The program 7-20-25, initiated by the First President – Elbasy, is being actively implemented. Today, more than 25% of applications across the country fall on Almaty. In addition, over the past year, 2 million m² of housing or more than 11.5 thousand apartments were commissioned. By the end of this year, another 2.1 million m² will be introduced. Today there are about 650 apartments that meet the conditions of the Program.
At the same time, the implementation of apartments under the Program is carried out in 53 residential complexes of the city. According to the analysis conducted by the National Bank of Kazakhstan, 1,343 apartments were sold in these residential complexes.
As part of the implementation of the Program, in 2018 in Almaty, a lot of work was done to stimulate housing by private developers, to build engineering communications, to subsidize the interest rate on loans issued under the Nurly Zher program. All these measures are primarily aimed at reducing the cost per square meter of housing and the implementation of affordable and affordable housing by developers in the market.
Social support: Оver 17 thousand people found jobs
As of Jan. 1, 2019, through the Employment Centers, 36,244 people received social protection measures against unemployment, including 17,339 people who were employed, 9,007 — found jobs independently, 998 — worked at social workplaces, and 1,298 attended youth internships, 4,308 passed vocational training and 3,203 people participated in public works.
The average monthly wage per employee for the third quarter of 2018 was 197,736 tenge, or 102.3% over the corresponding period of 2017.
Since 2017, the city has been implementing the Program for the Development of Productive Employment and Mass Entrepreneurship. The first direction of technical and vocational education will cover 2500 graduates of 9-11 grades who are in difficult life situations and members of low-income families, as well as other categories of citizens. 2.1 million tenge were allocated for these purposes. 2,410 people continue their education in 2017, started their training from September 2018 — 2,500.
Within the framework of the second direction, microcredits are granted to the unemployed and self-employed, implementing or planning to implement business projects. It is planned to provide microcredits to 150 unemployed and self-employed, 436 million tenge was allocated for this purpose, of which 335 million tenge was allocated for microcredit, 101 million tenge was guaranteed for guaranteeing.
Within the framework of the third direction, active measures to promote employment of the unemployed and job-seekers, including the provision of employment assistance for permanent and temporary work (public work, youth practice, social jobs), are provided.
In 2018, the program for the development of productive employment and mass entrepreneurship and the Comprehensive Plan for the Promotion of Employment covered 36,244 people (32,000 people), or 113.3%.
Quality education for all: 11 schools and 9 kindergartens built in three years
In 2018, 104.4 billion tenge was allocated to finance the education system. As of Jan. 1, 2019, 104.4 billion tenge or 100% was mastered. 12.4 billion tenge has been allocated for the development of educational facilities, including 5.9 billion tenge from the republican budget.
In general, in Almaty, more than 100 billion tenge is allocated annually to education - this is the salary of more than 32 thousand teachers, tutors, the cost of maintaining 221 schools, 182 kindergartens, 20 colleges, and the construction of educational facilities. So, for 3 years only at the expense of the budget 11 new schools and 9 kindergartens for 8 thousand children have been built. More than 850 permanent jobs have been created at these sites.
At the same time, taking into account the population growth in the framework of the Message of the First President – Elbasy, up to 2022, another 8 major schools will be built, of which 6 — in the Alatau district, the rest — in Auezov and Nauryzbay. Project documentation is already being developed for these schools.
To increase the coverage of preschool institutions, in 2018 a school for 1,200 places in the Nauryzbay district, new additions to three schools for 1,400 pupils, 3 state kindergartens for 730 places, were put into operation. In addition, by the end of the year, 6 private schools for 2.5 thousand places and 170 private kindergartens for 4,936 places were opened.
To ensure the required number of places, private kindergartens are allocated a state order for each child. Thanks to this, over 4 years, more than 539 private kindergartens were opened with 18 thousand places, which increased the coverage of children to 83%. 3.5 thousand jobs were created.
At the end of January 2019, another two state pre-school institutions for 440 children were commissioned. A school is being built for 600 places in the Alatau district and three state kindergartens for 360 places. As part of the public-private partnership and social responsibility of business, additional academic buildings will be built in four more central loaded schools.
In addition, large construction companies help the city in the framework of social responsibility. This year, the BI Group will pass two kindergartens for 270 places. Bazis-A builds additions to four more schools, each with 300 places. Budget savings — almost 3.5 billion tenge.
At the same time, in Almaty, schoolchildren have access to the most modern multimedia content and technologies. All city schools have high-speed Internet, Wi-Fi. In all 7304 school classrooms, multimedia triples are installed (projector, screen, laptop).
Almost 80% of schoolchildren receive additional education in circles and sections, a third of them, low-income ones receive it for free.
This is paying off. According to the UNT results, Almaty schoolchildren lead the country for the 7th year in a row. Half of last year’s graduates received study grants. This is more than 27 thousand students today, 51% more than a year earlier.
In order to improve the conditions of student youth on the instructions of the First Presidentn – Elbasy in Almaty, student dormitories are being constructed on a systematic basis. Two have already been built (engineering technical university, medical university named after Asfendiyarov) and one dormitory has been modernized. In addition, by April 2019, the reconstruction of Satpayev KazNRTU dormitory was completed. In general, the construction and commissioning of five hostels (Al-Farabi University, Agrarian University, University named after Kunaev) for 2,680 places will be completed in 2019 and construction of 12 dormitories for 6,300 places will begin at the same time. By the end of 2020, it is planned to build 42 dormitories for 20 thousand places in 26 universities. All provided with the necessary sites.
Quality of medicine: Equipment brought to 80% and salaries of 3.5 thousand doctors and nurses raised
In 2018, 17.2 billion tenge was allocated to finance the healthcare system. As of Jan. 1, 2019, 17.1 billion tenge or 99.4% was mastered. 7.3 billion tenge has been allocated for the development of healthcare facilities, including 1.5 billion tenge from the republican budget. To strengthen the material and technical base — 5.3 million tenge. The construction of the pathoanatomical bureau, Altai complex and the extension to the maternity hospital No. 4.
In 2018, there was no growth in the main classes of diseases.

On the instructions of the First President – Elbasy, the salary of district doctors who introduced new approaches was increased by 20%. This is more than 3.5 thousand doctors and nurses.
A roadmap has been adopted to reform the urban health system. It is based on transparency of work and improvement of the quality of services. Hospital supervisory boards will not include head physicians and their deputies. There should be only those in the council who are really interested in quality — representatives of NGOs, experts, journalists, as well as active and well-known bloggers — in other words, ordinary patients.
To increase transparency and optimize processes, all medical organizations today are covered by the Internet, computers, and medical information systems. For Almaty citizens attached to polyclinics, 1.7 million electronic health passports have been generated.
What does it mean? For example, to get to kindergarten or camp, you had to get help for a child about received vaccinations. It used to take 2-3 days. The nurse had to pick up these data in the archives, manually enter in the form and get the seal and signature of the doctor. Gas supply: 99% of consumers have access to supply system
As part of the implementation of the Five Social Initiatives of the First President – Elbasy, Almaty takes measures to provide the city and the private sector with gas.
99% of subscribers are already connected to the gas supply system. Of the 2,217 remaining houses planned for gasification, which is only 1% of the private sector, 200 houses are already connected. About 1,000 more houses received access to gas supply, and the remaining 1,017 houses are to be provided with access to distribution networks in the third quarter of 2019. An agreement has been reached with all companies to reduce prices for connection to gas networks. So, discounts for socially vulnerable segments of the population are provided. For example, for participants of the Great Patriotic War — for free, for low-income and large families — 50%, for disabled people of I, II groups — 30%.
Comfortable city for all
Today, the leadership of the city creates equal conditions for citizens. Over three years, 1,487 yards were repaired, including 59 in the affiliated areas. Today, 690 thousand people can go in for sports in their yard, 270 thousand children, including the poor, play at children's playgrounds.
In 2019, it is planned to build another 682 new courtyards for 370 thousand residents, repairing 160 houses and 300 elevators for the convenience of 40 thousand people. And the coverage will be half the courtyards in the city.
In addition to the courtyards, the houses themselves are being renovated. Thus, over the past 3 years, overhaul of 334 houses for 98 thousand inhabitants has been carried out. Installed 512 new elevators for 71 thousand people.
The work of the housing cooperative always worries people. Their work is under the constant control of akimat. Last year, 309 inspections were conducted, 78 administrative protocols were drawn up. Residents are provided with the opportunity to monitor the work of cooperatives through an electronic system.
According to international standards, six parks and squares are landscaped. Today more than 120 thousand Almaty people spend their time in them. For residents of the Nauryzbay and Bostandyk districts on the Kargaly and Esentai rivers, embankments have been arranged.

At the expense of subsidies, the fleet has been updated to 86%. The Kazakh-German-Hong Kong plant Falcon Eurobus was opened to assemble electric buses of the third generation with a fleet of 300 seats.

The construction of the Great Ring Road has begun. Investments in the project - more than 500 billion tenge. It will unload the city by 10% of long-distance traffic. BAKAD is located outside the city, so it will be a high-speed track.
In addition, work has begun on the reconstruction of the main tourist “gates” of Almaty — the Sairan, Sayakhat bus stations, railway stations 1 and 2. It is planned to modernize the airport with an increase in capacity of 2.5 times to 13 million passengers per year.
Improving ecology: Large enterprises turning to gas and digitization of trees
The government, together with the city, is taking systematic measures to reduce emissions from stationary sources — CHP, industrial enterprises and the private sector.
Thus, CHP-2 is owned by Samruk-Energo. For conversion to gas they are developing a feasibility study. Pre-project cost is about 500 billion tenge. New technologies are also being introduced. The waste sorting plant began to work with the extraction of 8% of raw materials, the second stage provides for deeper processing. Today, Almaty has more than 70 points of reception of secondary raw materials for processing. Almaty residents are already sorting household waste.

Safety — one of basic needs for life of every person
In Almaty, together with the public, the program “17 steps towards a safe city” is being implemented. For high-quality police work, equipment has been brought up to 87% - the highest in the country. Employees of the patrol police are fully equipped with video recorders, communications and GPS navigation. This year we will provide full equipment for the district police officers.
Digital technology is being introduced into security. This reduces the influence of the human factor, manifestations of corruption. Thus, more than 119 thousand cameras were installed in the city. By 2020, an additional 1000 cameras will be introduced in crowded places. With the help of cameras, more than 1,500 criminal offenses were solved last year.
Almaty is located in a rural and seismic region. In this regard, the prevention of emergency situations is of particular importance. So, for 3 years from the budget for the prevention and elimination of emergencies, as well as the material and technical equipment of rescuers allocated more than 23 billion tenge. At the expense of these funds, the Mynzhylky and Kargaly dams have been built and reconstructed, 35 km of river beds, 228 km of arych networks, 7 landslide-prone slopes have been strengthened and improved, 347 syringe-speech installations have been installed. 65% of education facilities and 53% of health care are seismoushenes.

Over 10 years, almost 430 billion rubles were invested in the development of the Alatau district, over 30 thousand jobs were created, 2.7 million square meters of housing were built, 12 schools were opened, as many medical institutions, and 98 public and private kindergartens.
According to the principle of polycentricity, modern cultural and sports facilities have been opened in the area. Among them are the Universiade heritage — Almaty Arena, the Alatau Theater of Traditional Art and other cultural objects. A special Industrial zone has been created here, where high-tech plants operate with the participation of Japanese, Russian, Chinese and Italian investments.
Over the past five years, 77 billion tenge has been allocated to the development of the Nauryzbai district. 19 km of roads were built, more than 200 km of networks were laid, five medical institutions, two state schools, two state and 65 private kindergartens were introduced. The administrative and business center of the district, where the akimat, the public service center, the civil registry office, the prosecutor's office, the court, etc., were erected.
This area accounts for 62% of all housing under construction under government programs.
