Expenditures on education and science by 2025 to reach 7% of Kazakhstan's GDP

At the Government session chaired by Prime Minister Askar Mamin, the results of the implementation of the State Program of Education and Science Development for 2016-2019 and the project of the state program for 2020-2025 were considered.

The Minister of Education and Science Askhat Aimagambetov reported on the results achieved over the past period and the main directions of the new state program, and A. Baltasheva, director of the IT school-lyceum in Kokshetau, spoke about the position of the pedagogical community.

In 3 years, 1 trillion 466 million tenge has been allocated for the implementation of the state program. The network of preschool organizations has been increased by 1,728, coverage of preschool education for children from 3 to 6 years old has grown to 98%. Pupils of grades 1-10 (95.4%) switched to updated content. 273 thousand teachers (94%) are trained according to the updated curriculum and receive a surcharge of 30%. More than 123 thousand teachers who have passed certification receive additional payments from 30 to 50%.

437 public and 80 private schools have switched to per capita funding. 372 new schools have been built. R&D expenses increased by 1.6%, the share of business spending on R&D — by 6.6%, the share of commercialized projects — by 2.8%.

The development of education is one of the main priorities of the strategic course of the First President – Elbasy Nursultan Abishevich Nazarbayev. In his Address to the people of Kazakhstan, the Head of State Kassym-Jomart Kemelevich Tokayev paid special attention to further improving the quality of education, narrowing the gap between urban and rural schools and raising the status of teachers,” said Mamin.

The head of government emphasized that in pursuance of the President’s order within the framework of the new State program, starting from 2020, a gradual increase in the salary of teachers by two times is planned for four years. At the same time, 100% coverage of children with kindergartens will be ensured, three-shift education and the number of emergency schools will be completely eliminated.

Kazakhstan plans to enter the TOP-40 PISA — the world ranking of functional literacy among schoolchildren. All schools will be equipped with subject classrooms of a new modification,” said Mamin.

Until 2025, about 800 new schools will be built in the country. In basic settlements 114 boarding schools will be built.

The prime minister noted the importance of the growing attractiveness of the education sector for investors. Over the next 5 years, 11.5 trillion tenge will be allocated to the industry, including 1.3 trillion private investments. This will make it possible, at the expense of private investors, to build additional schools for 150 thousand places.
