When providing gas, utility meters will be given to each consumer for free — Akimat of Nur-Sultan

During a briefing at the press center of the Government, Head of the Department of Fuel and Energy Complex and Utilities of Nur-Sultan Yernat Bazil said that in the framework of gas supply to the capital, the installation of the meter and bringing the gas pipeline to each house will be carried out at the expense of the capital akimat.

In the city of Nur-Sultan, Koktal-1 and Koktal-2, as well as TPP-1 and TPP-2, will be among the first micro-districts to which gas will be delivered. They will be connected to the main gas pipeline by the next heating season — in the fall of 2020.

As Bazil noted, residents will only need to install a stove in their house — the installation of meters and bringing the gas pipeline to each house will be carried out at the expense of the capital akimat.

“For example, in our first priority — in the Southeast, Koktal microdistricts — the project includes full gas supply — bringing it to each fence of individual houses. Plus, the project also includes counters,” said the head of the department.

At the same time, he emphasized that the akimat plans to install smart meters, that is, devices that can remotely transmit data to gas supply companies.

“We have not taken into account ordinary meters, which cost about 15 thousand on the market. We have meters with remote sensing. This, firstly, will protect the residents from annoying, relatively speaking, controllers. There will already be a remote pick-up in these meters,” explained Bazil.

Devices will be issued to each consumer free of charge. The only condition is that the consumer is responsible for their safety. The akimat came to the decision to install gas meters in a warm room, directly next to the stoves.

“In our initial project, we provided for the installation of an anti-vandal box before each fence of an individual house with the installation of a counter. But at the last meeting in connection with climatic conditions, it was decided that the meters would be installed inside the house. We met with several suppliers — Italian, Russian, German. Any supplier below 25 degrees does not give a guarantee on the errors of this meter,” explained Bazil.

The project stipulates that the Akimat conducts a gas pipeline to the fence of each individual house, which has a commissioning certificate and is registered with the justice authorities. The remaining work on the gas pipeline from the fence to the house, sealing and connecting the house to the gas pipeline is carried out by the consumer himself.

“We cannot use budget funds in the private sector. We bring gas to the territory of private ownership — in the territory that belongs to our corridors. And we cannot spend budgetary funds on the territory of the private sector. The costs of the homeowner are already there,” said Bazil.

Also, the representative of the capital akimat noted that consumer spending on these types of work will vary on average from 30 thousand to 60 thousand tenge.

“Further everything depends on the extent. Each house is individual — maybe a meter from the fence to the house, three meters, five meters — he only installs this length, he hires a specialized organization that has a certificate. All of these procedures vary from the cost of the work. For example, on average in the city of Almaty — from 30-35 thousand to 60 thousand can reach. If the furnace is combined, it works on liquid and liquefied gas, there are no problems, nothing changes, it just connects. If the furnace is on coal, you will have to change it. These are direct costs of the consumer himself,” said Bazil.
