This was announced by the Deputy Prime Minister of Kazakhstan Berdibek Saparbayev during the press conference in the Government of the Republic of Kazakhstan.
In accordance with the instructions of the First President – Elbasy Nursultan Nazarbayev, from Jan. 1, 2020, the amount of social benefits for loss of ability to work, loss of breadwinner and job loss will be increased for more than 132 thousand recipients by an average of 30%.
Moreover, in addition to recalculating from next year for recipients of social benefits for disability and loss of breadwinner, indexing of social benefits by 5% is also provided.
According to the Ministry of Labor and Social Protection of the Population, for 11 months of the current year, the total amount of social payments amounted to 178.8 billion tenge.
“In general, the share of social expenditures of the budget of our country increases annually. For comparison, I can say that in 2018 this share was 43%, in 2019 — 45%, in 2020 — 50%. This suggests that the policy course of the leadership of our country is social in nature, that is, to increase the welfare of the citizens of our country,” Saparbayev said.
As of Dec. 1, 2019, the compulsory social insurance system covers more than 6.3 million Kazakhstanis, which is more than 72% of the country's employed population.
“Today we are almost ready. We carried out updating of data of Kazakhstanis, accounting, determination of the status of Kazakhstanis, integration of existing information systems,” Saparbayev said.
For 11 months of 2019, about 275 billion tenge was received from employers in the Social Health Insurance Fund. The task is to annually collect at least 500-700 billion tenge.
As a result of the implementation of CSHI, from next year it is expected that the cost of one insured will increase by 57.5% from 55 thousand to 87 thousand tenge, the development of medical infrastructure, an increase in the level of medical equipment from 70%, an increase in access to high-tech medical care and the quality of care medical services.
