Today, at a press conference in the Government, representatives of central state bodies spoke about their readiness to cancel the address certificate from Nov. 1, 2019.
Kazakhstanis will be able to verify their place of residence in their personal account on the electronic government portal egov.kz or through the eGov mobile application. State bodies already have access to this information through their information systems, which were integrated with the databases of the Ministry of Internal Affairs.
According to the Director of the Department of Labor and Social Partnership of the Ministry of Labor and Social Protection of the Population Baglan Zholposhov, there are no requirements for the provision of an address certificate in labor legislation. The employer has no right to demand such documents.
“The employment contract shall indicate the address of the place of residence. The employee independently fills it. This will be enough. Discrimination at the place of residence is also not allowed. If the employee is discriminated against, the employer will demand documents that are not provided for by labor law, and the employee has the right to appeal the actions of the employer. He can apply to the judicial authorities to protect his rights, since he is not yet an employee, he is not in an employment relationship,” Zholposhov explained.

Requirements for Providing Address Certificate to Foreign Citizens
According to the director of the Department of Consular Services of the Ministry of Foreign Affairs Tauboldy Umbetbayev, information about the cancellation of the address certificate was timely transmitted to the Ministry of Foreign Affairs. About a month ago, together with all the ministries, representative offices of Kazakhstan in foreign countries, all the necessary information was sent.
“From Nov. 1, the address certificate will be canceled. In accordance with international practice, under paragraph 41 of the Vienna Convention, other states must comply with the laws that have been adopted in other countries,” Umbetbayev said.
Head of the Department for Construction and Housing and Utilities Committee of the Ministry of Industry and Infrastructure Development Zhalgas Borsabayev, in turn, noted that the new state program Nurly Zher until 2025 is under negotiation, which provides for the provision of rental housing without redemption for socially vulnerable segments of the population, that is, by law, to obtain social housing, you must provide a document confirming the fact of permanent residence in cities of republican significance for 3 years. Today, this information is taken from existing information systems.
“If suddenly a citizen confirms with words that he has a residence permit for a period of 3 years in this locality, he contacts the migration police for confirmation and provides it to an employee of the public service center,” Borsabayev said.
Requirement of Address Certificates in Clinics
Deputy Director of the Digitalization Department of the Ministry of Healthcare Farhad Bekbulatov assured that there are no requests for targeted information from medical institutions. If such moments are found, you should contact the department itself.
“All information systems of the Ministry of Healthcare integrate over 5 years. We receive data on the place of residence of citizens of the country from the database, respectively, there should not be any request from medical organizations, hospitals, polyclinics or state bodies that are subordinate to the Ministry of Healthcare,” Bekbulatov said.
Enrollment in Educational Organization
Head of the Office of the Committee for the Protection of Children's Rights of the Ministry of Education and Science Gulnash Koshkarova emphasized that, according to paragraph 1 of Article 49 of the Law “On Education,” parents and other legal representatives have the right to choose educational organizations taking into account the wishes, individual inclinations and characteristics of the child.
“The corresponding changes have been introduced into the model rules for the admission of children in educational institutions. The address certificate has been canceled,” Koshkarova summarized.
Recall that from Nov. 1 in Kazakhstan, the address certificate will be canceled and excluded from the register of public services. This means that government agencies, schools, medical facilities, etc. do not have the right to demand from citizens an address certificate from Nov. 1. It cannot be obtained either through the branches of the Government for Citizens, or through the e-government portal.

It should be noted that in case of a request from citizens for address information when receiving services at second-tier banks, second-tier banks' clients (second-tier banks) may complain to the Public Reception Offices of the National Bank.
