By the end of 2020, all schools should be provided with security, video surveillance and transportation — Askhat Aimagambetov

Today at the press conference in the Government’s press center, Minister of Education and Science Askhat Aimagambetov spoke about the new priorities of the State Program of Education and Science Development.

As Aimagambetov emphasized, the education sphere is under the special control of the First President – Elbasy Nursultan Nazarbayev and the Head of State Kassym-Jomart Tokayev.

Within the framework of the implementation of the State Program of Education and Science Development for 2016-2019, many issues and problems of education were resolved, including the transition to updated content, the implementation of the project “Free Vocational Education for All,” the provision of academic freedom to universities, 95% of children enrolled in children gardens.

According to the minister, these issues remained at the heart of the new state program, but at the same time it takes into account modern realities.

Of course, life does not stand still. Some issues have already been resolved. In their place there are new problems. Therefore, in the new Program, we have provided solutions to new problems,” said Aimagambetov.

This year, Kazakhstan took part in five international studies on education. The results of studies such as PISA, PIAAC, TIMSS, were thoroughly reviewed and discussed. All shortcomings and weaknesses were taken into account in the new Program. The draft program also takes into account the instructions of Elbasy and the Head of State, voiced at the August conference, in the election program and the Address to the people.

One of the innovations of the state program is the possibility of allocating a state order for additional courses in schools.

In the state program, we are laying the foundation so that we can allocate a state order for coverage with additional education. What is it for? When we began to introduce the mechanism of state order in preschool education, this over the course of three years allowed us to very quickly increase the coverage of preschool education. Therefore, in this case, we believe that additional education and a per capita order for additional education will allow us to quickly reach children with additional education,” the minister explained.

Particular attention in the new Program for the Development of Education and Science is given to ensuring the safety of children.

For us, the most important thing is child safety. Therefore, norms are adopted in order to strengthen the responsibility of parents and schools, and create the necessary conditions for our children,” he said.

So, it is planned to cover 100% of schools with video surveillance. At the same time, an integrated approach will be applied to the installation of a video surveillance system. Firstly, they are going to install video surveillance in those places where it is really needed. Secondly, the requirements for the number of days of recording will be taken into account. Thirdly, the requirements for video permission are taken into account. Fourth, it is important that the signal from these cameras goes to the Rapid Response Center, where specialists will monitor what is happening.

We must provide 100% of schools with protection. Must resolve the issue of safe transportation of children. Install video surveillance. In general, create the necessary conditions for the safety of children. We plan to resolve these issues in 1-2 years. We set the task of video cameras — by the end of next year, all local executive bodies should close this problem: provide security, video surveillance and transportation. This is not such a big problem. There is no need to wait for 2025 for this. This can be done next year. The Ministry of Education will insist on solving this problem without delaying it for the future,” the minister said.
