94% cash desks operate online — Ruslan Yensebayev on accounting of income of business entities

At a press conference in the Government, Vice Minister of Finance Ruslan Yensebayev spoke about the use of online cash registers and cash tax incentives for businesses.

As Yensebayev noted, the fight against the shadow economy is one of the key tasks of the Government of Kazakhstan. The Head of State in the Address said that it is necessary to exempt small and microbusiness from income tax.

“At the same time, it was noted that business should be conscientious and open, and this is very important for a modern market economy. The Ministry of Finance is doing a lot of work to remove shadow turnover. Trade and the services market are a sector where the share of shadow turnover is quite high,” said the vice minister.

According to him, the use of cash registers is one of the most effective mechanisms that has proven its effectiveness over the years. Cash register is a tool that allows you to record information about any cash settlements during the transaction.

“The use of cash registers in Kazakhstan has been carried out since 1995. These were mainly hardware devices that worked locally. As you know, the Ministry of Finance, within the framework of the Digital Kazakhstan state program, is working actively on digitalization, including tax administration. Based on world practices, according to the recommendations of the World Bank, already in 2014, work began on transferring these cash registers to online mode. That is, information about transactions enters the Committee's information system on state revenues in online mode. Such a mechanism is the best practice and all OECD countries use it,” the vice minister informed.

In 2014, according to the recommendations of international experts, in the framework of joint work with the World Bank on the Tax Administration Reform Project, norms for the use of online cash register were developed and adopted.

The introduction of online cash register and connection to the monitoring system is carried out gradually in several stages from July 2015.

  • The first entities that began to use in calculating online cash registers, were retailers of gasoline, diesel, alcohol.
  • From the beginning of 2016, retailers of computer equipment, furniture, owners of hotels, cinemas, hairdressers, restaurants, wholesalers of building materials are required to conduct trade and provide services according to new requirements.
  • Since 2018, the list of persons required to use online cash registers has been supplemented by business entities in the field of trade and pawnshops.
  • Since January 2019, the final stage of the transition to the use of online cash registers has begun. Connected entities operating in open markets through an unsteady place. This is about 15 thousand taxpayers.

“Today the number of registered cash desks is 535 thousand, of which online cash register accounts for 505 thousand. Almost 94% of all operating cash desks operate online,” Yensebayev noted.

At the same time, the number of stationary cash desks operating in online mode is 333 thousand, 38 thousand of them apply new, modern, mobile solutions.

Since Jan. 1, 2020, entities operating on the basis of a patent and payers of a single land tax are subject to the use of online cash register. This is about 513 thousand taxpayers. Of these, 76.6 thousand are already using cash registers. Thus, today 436 990 patent holders and KH are obliged to apply cash registers from Jan. 1, 2020, with which it is necessary to carry out work on registration of cash registers for the remaining two months.

To date, the state register of cash registers includes 85 models of online cash registers, including 15 models that work on mobile devices that meet all the requirements of the legislation for cash registers, and are a product of domestic developers.

Yensebayev also noted that the issues of tax exemption and the use of cash register are not mutually exclusive.

“As Finance Minister Alikhan Smailov commented on this issue the other day, despite the announcement of a moratorium on inspections of small businesses and the abolition of taxes, entrepreneurs are not exempted from the obligation to comply with established legal requirements, including the application of cash register. Once again, I want to emphasize that the obligation to maintain revenue records for submitting tax returns has not been canceled. The use of cash register is necessary for both the buyer and the seller of goods, works, services,” said the vice minister of finance.
