Prime Minister Askar Mamin chairs meeting of Interdepartmental Commission on COVID-19

Prime Minister Askar Mamin chaired a selector meeting of the Interdepartmental Commission on Preventing the Spread of Coronavirus Infection in Kazakhstan.

Minister of Healthcare Alexey Tsoy reported on the sanitary and epidemiological situation and the measures taken, Minister of Internal Affairs Yerlan Turgumbayev reported on the control over the observance of sanitary requirements, Chair of the Agency for the Protection and Development of Competition Serik Zhumangarin, Minister of Information and Social Development Aida Balayeva reported information and explanatory work with the population, akims of Kostanay region Archimed Mukhambetov, West Kazakhstan region Gali Iskaliyev, Akmola region Yermek Marzhikpayev told about the situation in the regions.

Thanks to early vaccination, mask regime and distance measures, this autumn the incidence of pneumonia and ARVI in the population has a steady downward trend. For example, in October alone, compared with September 2020, the number of cases of pneumonia decreased by 26% from 24.8 thousand to 18.3 thousand, and acute respiratory viral infection — by 7.6% from 286.8 thousand to 265.3 thousand people. Compared to last year, the incidence of ARVI decreased by 1.7 times — from 441.2 thousand in October 2019 to 265.3 thousand in October 2020.

At the same time, an increase in the incidence of COVID-19 is observed in all regions. The virus reproduction index in the republic is 1.2, the occupancy rate of infectious beds is 21%, and the occupancy rate of resuscitation beds is 17%. The red zone includes the East Kazakhstan and Pavlodar regions, in the yellow zone — the West Kazakhstan, Kostanay, Akmola and North Kazakhstan regions.

The prime minister instructed the akims of the regions located in the red and yellow zones to take additional measures to stabilize the situation and keep the issue under special control.

The Ministry of Healthcare was instructed to:

  1. Ensure full readiness of all medical services at the central and regional levels for a possible increase in morbidity.
  2. Conduct explanatory work with the population on the observance of restrictive measures on an ongoing basis.
  3. Together with the Border Guard Service, regional akimats, to strengthen control over invitation documents from healthcare organizations issued to foreigners for entry into Kazakhstan.
  4. Together with the Ministry of Justice, akimats, to determine the list of healthcare organizations in the regions, authorized to issue invitations to foreign citizens for treatment on the territory of the Republic of Kazakhstan.

The Ministry of Internal Affairs was instructed to strengthen the work of monitoring groups to control the observance of restrictive and quarantine measures by the population and business entities (since August 17 this year, 41 thousand raid inspections have been carried out in the country, 8.7 thousand quarantine violations have been identified).
