Prime Minister Askar Mamin chairs meeting of Interdepartmental Commission on COVID-19

Prime Minister Askar Mamin chaired a conference call of the Interdepartmental Commission on Preventing the Spread of Coronavirus Infection in Kazakhstan. The progress in the implementation of the instructions of the President Kassym-Jomart Tokayev, given at the meeting of the Commission on Nov. 16, 2020, was reviewed.

Minister of Healthcare Alexey Tsoy reported on the sanitary and epidemiological situation and the measures taken, Chair of the Agency on Protection and Development of Competition Serik Zhumangarin spoke on control over the policy of pricing medicines, Vice Minister of Industry and Infrastructure Development Amaniyaz Yerzhanov reported on provision of raw materials to domestic manufacturers of personal protective equipment, Minister of Defence Nurlan Yermekbayev and Minister of Internal Affairs Yerlan Turgumbayev told about the readiness of military hospitals and hospitals of the Ministry of Internal Affairs, Minister of Education Askhat Aimagambetov reported on strengthening control over the quality of education, situation in the regions was reported by Akims of Nur-Sultan Altay Kulginov, Pavlodar region — Abilkair Skakov, North Kazakhstan region — Kumar Aksakalov, Kostanay region — Archimed Mukhambetov.

The increase in the incidence of coronavirus is recorded in almost all regions of Kazakhstan. The virus reproduction rate in the republic is 1.07. The occupancy rate of infectious beds is 22%, of intensive care beds — 17%.

There are five regions in the "red zone": East Kazakhstan, Pavlodar, Kostanay, North Kazakhstan, Akmola regions. There are 2 regions in the "yellow zone": West Kazakhstan region and the city of Nur-Sultan.

The Head of Government instructed the Ministries of Healthcare and Industry, together with akimats, to complete the supply of medical equipment and to ensure the full staffing of the intensive care units of infectious diseases hospitals.

The prime minister instructed to ensure 100% readiness of departmental hospitals and hospitals in case of a worsening epidemiological situation.

The ministries of internal affairs, labor, education, defense, together with akimats, were instructed to strengthen control over the observance of preventive and anti-epidemic measures in organized teams.

The Ministry of Healthcare and Akimats were instructed to take measures to ensure the reliability (retesting) of laboratory tests for coronavirus infection. At the same time, in order to ensure the transparency of research, the integration of laboratories with a single information system will be completed by Dec. 1, 2020.

The Ministry of Healthcare was instructed to change the procedure for regulating prices for anti-covid drugs in a week in order to reduce the marginal cost of drugs. The Agency for the Protection and Development of Competition was instructed to analyze the price situation in foreign pharmaceutical markets in order to prevent the overestimation of the cost of anti-covid drugs in the Republic of Kazakhstan.
