Prime Minister Askar Mamin instructs to stabilize COVID-19 situation in East Kazakhstan Region

Prime Minister Askar Mamin during his working trip visited the Situation Center of the East Kazakhstan region and held a selector meeting on the sanitary and epidemiological situation in the region. Akim of East Kazakhstan Region Danial Akhmetov, Akim of Oskemen city Zhaksylyk Omar, Akim of Semey city Ermek Salimov, Akim of Zaysan Region Serik Zainuldin, Akim of Ridder city Dmitry Gorkovoy, Akim of Altay region Kalikan Baigonusov and Minister of Healthcare Alexey Tsoy reported on the epidemiological situation and measures taken.

At the moment, 50% of coronavirus in Kazakhstan are in the East Kazakhstan region. According to the number of cases, the region is in the red zone. Compared to the previous week, the incidence in the region increased 5.4 times, more than 350 cases are registered daily, and the number of seriously ill patients has increased.

The reproductive number R for 7 days is 1.25. The occupancy rate of infectious beds reached 23%, resuscitation beds — 27.8%. The highest incidence rates are observed in the cities of Ust-Kamenogorsk and Semey.

In the East Kazakhstan region, there is a center for the localization of foci, coordinating the work of 584 mobile medical teams. Today, there are 516 brigades on the line, which control 1,978 foci of infection and 4,709 contact persons. If necessary, an additional 100 teams can be formed.

The region there are 30 infectious diseases hospitals with 3,254 infectious beds, of which 205 are intensive care units. Additionally, 10 reserve hospitals with 2,756 infectious beds were staffed, including 194 intensive care units.

Medical institutions are provided with 346 ventilators and 1142 oxygen concentrators. 21 hospitals have centralized oxygen supply. To replenish the stabilization fund, 1.9 billion tenge was allocated from the local budget, which made it possible to form a two-month supply of medicines and personal protective equipment in medical institutions. The park of ambulances has been replenished by 60 units; an additional 156 vehicles are expected to be delivered by the end of the year.

There are 13 laboratories for the diagnosis of COVID-19 in the East Kazakhstan region. 311 thousand people were examined, including 4743 people in the last day. By Dec. 1, 2020, it is planned to additionally open 5 PCR laboratories in the cities of Oskemen and Semey, as well as in Kurchum and Urdzhar districts. The testing capacity will be increased to 6 thousand tests per day.

There are 128 monitoring groups working. 1,627 raids were carried out covering 4,651 objects.

The head of government instructed the Akimat of the East Kazakhstan region to strengthen work to prevent the further spread of coronavirus infection, explain to the population sanitary requirements and monitor their observance, strengthen primary health care, and create conditions for replenishing medical institutions with qualified personnel.
