Prime Minister Askar Mamin instructs to adopt Comprehensive Development and Construction Plan for Shymkent in shortest possible time

Prime Minister of Kazakhstan Askar Mamin held a meeting with Shymkent activists on topical issues of socio-economic development of the city as part of his working trip.

Opening the meeting, the Prime Minister noted that the Decree of the Head of State gave Shymkent the status of a city of republican importance. Elbasy pays special attention to the socio-economic, infrastructural and industrial development of the city of Shymkent. In this direction, the President instructed to develop and approve a Comprehensive Development and Construction Plan for Shymkent until 2023.

“Now Shymkent is one of the leading industrial, economic and cultural centers of Kazakhstan with a million citizens. The Head of State at the congress of the Nur Otan Party instructed the Government and akimats to pay special attention to the solution of problems on the outskirts of large cities of the country,” Mamin said, stressing that “the city akimat should pay more attention and immediately respond to current problems of the population in the new areas and areas under construction. The main task is to solve these problems.”

Akim of Shymkent Gabidulla Abdrakhimov reported on the current situation and prospects for the development of the city, taking into account the draft Integrated Development and Construction Plan for Shymkent until 2023. It is planned to build socially significant and infrastructure facilities in the city. Among them are the construction of a new airport terminal, the reconstruction of the railway station, a bypass road, the renewal of public transport, the introduction of electronic ticketing. To solve the housing problems of socially vulnerable segments of the population, the project “You are Not Alone” is being implemented in 2019, within which it is planned to build houses for low-income families without their own homes at the expense of sponsors.

The First Vice Minister of Finance Berik Sholpankulov, vice ministers of national economy Serik Zhumangarin, industry and infrastructure development — Kairbek Uskenbayev, energy — Magzum Mirzagaliyev, culture and sports — Yerlan Kozhagapanov, agriculture — Yerlan Nysanbayev, healthcare — Olzhas Abishev, education and science — Talgat Yeshenkulov reported on the Comprehensive Plan’s contribution to the development of individual economic areas and financial support for its implementation. According to the announced information, the plan provides for measures to further develop the city’s economy, solve housing issues, modernize housing and utilities infrastructure, provide the necessary engineering infrastructure, provide heat and gas supply, and improve the quality and accessibility of education and health services. In addition, the President of SCAT Airlines Vladimir Denisov made a comment on the development of air traffic.

During the meeting, the Prime Minister stressed the enormous potential for the development of light industry in the city of Shymkent, noting that enterprises that were visited during the current working trip and located in the special economic zones can prove this.

In accordance with the instructions of the Head of State, 600 billion tenge was allocated for the development of the economy, of which 400 billion tenge was allocated for industrial processing. The Chairman of the Board of Kazakhstan Industry Development Institute JSC Dana Zhunusova reported on the progress of the President’s instructions in this direction.

Following the discussion, the Prime Minister instructed to complete as soon as possible all the necessary procedures for the adoption of the Comprehensive Plan. Particular attention should be paid to improving the quality of life and increasing incomes of the population.

“New social initiatives of the Head of State ‘Aleumettik Qamqorlyq’ are aimed at strengthening social support for certain categories of citizens, providing housing for large families, developing regional infrastructure and implementing a special project ‘Aul – El Besigi,” said Mamin, having instructed to provide all planned support measures in a timely manner.
