Government considers issues of labeling and traceability of goods

At the government session chaired by Prime Minister Askar Mamin, issues of labeling and traceability of goods were considered.

Presentations were made by the Minister of Trade and Integration Bakhyt Sultanov, Minister of Finance Yerulan Zhamaubayev, Chair of the Board of JSC Kazakhtelecom Kuanyshbek Yessekeyev, Chair of the Board of NCE Atameken Ablay Myrzakhmetov.

Kazakhstan, within the framework of the EAEU integration processes, introduced mandatory labeling of fur products and tobacco products, launched pilot projects for the labeling of medicines, alcohol, footwear and dairy products.

To ensure the transparency of the movement of goods on the territory of Kazakhstan along the entire chain from import or production to retail sale, the National System of Traceability of Goods has been created. Thanks to this, in just 10 months of this year, additional receipts from customs duties, VAT and excise taxes amounted to 132 billion tenge, and in total until 2025 the total effect may exceed 2.6 trillion tenge.

The single operator — Kazakhtelecom JSC — has developed the Information System on Marking and Traceability of Goods. Free mobile applications Naqty Sauda and Naqty Onim will be introduced to record the turnover of marked goods and check the legality of goods. Work is underway to equip retail outlets with scanners (over 34 thousand).

“The introduction of a system of labeling and traceability of goods allows protecting the Kazakhstani market from counterfeit and low-quality products, preserving the health of citizens, increasing the competitiveness of domestic producers in the EAEU market,” Mamin said.

The Head of Government noted the need to expand the list of labeled goods, taking into account the progress of this work in the EAEU states, which will contribute to the development of barrier-free mutual trade. At the same time, an important issue is the mutual recognition by the EAEU states of control and identification marks.

“The business itself should be interested in improving the quality of manufactured and sold goods, including in the application of labeling to their products. Without marking, the possibility of entering foreign markets will be excluded. The presence of the label will help expand sales, including in the EAEU, increase production, increase jobs,” Mamin said.

The Head of Government instructed to ensure synchronous interaction of all participants in the product labeling system with broad information to the business community.

The prime minister stressed that the introduction of the National System of Traceability of Goods makes it possible to increase the competitive conditions for doing business for conscientious taxpayers, to increase the volume of their production, trade, and reduce the shadow turnover.

The Ministry of Finance was instructed to continue work on improving the product traceability system and control over the circulation of labeled goods, the Ministry of Digital Development together with Kazakhtelecom JSC — to ensure the uninterrupted operation of information systems, including developed free mobile applications, their technical support and the quality of high-speed mobile Internet.
