Olzhas Bektenov checks flood situation in Aktobe region and instructs to speed up evacuation of villagers at risk zone

Prime Minister of Kazakhstan, head of the Republican headquarters for coordination of flood control measures and floods Olzhas Bektenov checked the flood situation in Aktobe region and familiarised himself with the progress of execution of the instructions of the Head of State on the ground. In particular, he flew over a number of reservoirs, inspected houses affected by flooding, got acquainted with the work of the Situation Centre, as well as held a meeting of the republican headquarters.

On site, Olzhas Bektenov inspected the condition of the houses affected by flooding and answered questions from residents on the restoration of residential buildings and other additional support measures. Thus, all citizens who are categorised as flood victims according to the lists of the Akimat will be granted automatic deferment of loan payments for 3 months. In addition, for the period of deferment no fines and penalties for late payments will be charged.

In general, the risks of waterlogging remain in the region. On the majority of rivers now pass the peak of floods. In the region 792 houses remain flooded. In the region, a natural emergency of local scale was declared in 5 districts (Kobda, Mugalzhar, Temir, Aiteke bi, Wil) and the city of Aktobe. 3140 personnel and 664 units of equipment are involved in flood control measures. A total of 8,978 people have been evacuated.

During the flight Olzhas Bektenov inspected the Magadzhan dam with a volume of 15.8 million m3, where there was a breach due to the influx of melt water. The Magadzhan reservoir was commissioned in 1985. The reservoir is on the balance sheet of the private company Tulpar LLP. 25 people were evacuated from Kyzyltu village and 11 people from Tabantal wintering ground.

At the same time, according to forecasts, in the period from 5 to 11 April, a significant increase in temperature background is expected throughout the region, heavy precipitation is not expected. In this regard, during the working trip attention was paid to the restoration of life support of the region, settlements, both those affected by floods and those not in the risk zones of repeated overflow.

Thus, electricity supply has already been restored in 26 settlements. All subdivisions of "Energosystem" LLP are working in a reinforced mode. Traffic restrictions have been lifted in connection with the cessation of overflows on 9 roads of republican significance, 3 roads of regional and 9 roads of district significance. The commission for compensation of damage is working. For three days the commission received 1623 applications for compensation of material losses. According to the algorithm, within 30 calendar days from the day of emergency the application for compensation of damage is submitted to local akimats. In addition, in Aktobe region, residents affected by floods and in difficult life situation can receive a one-time payment by submitting a corresponding application to the akimat.

As a result, the Head of Government Olzhas Bektenov instructed to conduct multifactorial inspections of hydraulic structures, which are in communal and private ownership, after the elimination of the consequences of floods. In total, there are 206 hydraulic structures in Aktobe region.
