Organization of employment and leisure of students during out of school hours discussed in the Government of Kazakhstan

Monday, Sep. 30, the Deputy Prime Minister of Kazakhstan Berdibek Saparbayev held a meeting on various issues of the educational and socio-cultural sphere.

The meeting was attended by representatives of the ministries of education and science, culture and sport, internal affairs, foreign affairs, finance, information and public development. The Ombudsman for Children's Rights Aruzhan Sain, deputy akims of the regions and the cities of Nur-Sultan, Almaty and Shymkent took part in the video-conferencing mode.

On the agenda, the use of existing cultural, sports, and educational facilities in order to organize the employment and leisure of schoolchildren during extracurricular, vacation, and weekend days were considered.

Thus, according to the Ministry of Education and Science, 86 percent of schools in the country are provided with sports and assembly halls. The schools have 39,440 sports sections, in which 1 million 150 thousand children are involved. A joint order of the Ministry of Education and Science, the ISS and akimats on the rational use of objects of education, culture and sports was developed in order to ensure children's leisure.

“We need to organize accessibility and efficient use of existing infrastructure. Every year, hundreds of new social facilities are being built in the republic: sports facilities, museums, theaters. Almost every school has sports and assembly halls that must be used as much as possible in their free time to organize accessible sections and circles. All this will positively affect spiritual and moral education, health improvement, creative and social self-realization of youth,” the deputy prime minister emphasized.

The meeting also discussed the progress in the construction in the regions of the country of 100 fitness centers in the regions most in need of sports infrastructure. The corresponding order was given to Elbasy in the Address to the people “Growing Welfare of Kazakh Citizens: Increase in Income and Quality of Life.” In its implementation, the Ministry of Culture and Sports has developed a List of physical education and reacreation complexes planned for construction, according to which 22 facilities are planned to be commissioned in 2019, 37 in 2020, 41.

In addition, the meeting participants discussed preparations for the celebration of the 175th anniversary of Abay Kunanbayuly, the 1,150th anniversary of al-Farabi and the 750th anniversary of the Altyn Orda, the implementation of the initiatives of the First President – Elbasy Foundation “El Umіtі” and “Qamqorlyq,” as well as the provision of schools local police inspectors.

Summing up the meeting, the deputy prime minister emphasized the need for interagency cooperation in the prevention of juvenile delinquency.

“There is no proper interaction between the relevant authorities. School and district inspectors, social workers, psychologists and teachers in close cooperation should be involved in the prevention of juvenile delinquency, identify and work with children in difficult situations. At the same time, responsibility cannot be shifted solely to the school. First of all, parenting is the duty and responsibility of parents,” Saparbayev concluded.
