New approaches to targeted social assistance and implementation of CSHI — Berdibek Saparbayev holds a conference call

The progress in fulfilling the instructions of the Head of State on the implementation of new approaches to targeted social assistance, providing a guaranteed social package, as well as the introduction of compulsory social health insurance was considered at a conference call chaired by the Deputy Prime Minister Berdibek Saparbayev.

According to the Vice Minister of Labor and Social Protection of the Population Yerlan Aukenov, 368 thousand large families were paid state benefits this month. Active work is underway to receive documents from citizens applying for targeted social assistance.

As of Jan. 15, applications for providing the targeted social assistance have been accepted from 24 thousand families or 116.7 thousand people. Most applicants are in Shymkent — 4,497 families, Turkistan — 4,098 families and Almaty region — 2,702 families. Over 2,600 local commissions have been formed. Over a thousand people contacted the call center 1411 for consultation,” Aukenov said.

At the same time, the vice minister pointed out a number of problematic issues that need special attention. Thus, in a few regions there is an insufficient level of outreach, lack of reference materials, and poor material and technical equipment of employment departments.

In the Atyrau, Kyzylorda, Mangistau, North Kazakhstan regions, the cities of Nur-Sultan and Shymkent there are no decisions on the received applications. In the West Kazakhstan and Zhambyl regions, there are only 2 to 3 appointments. Moreover, from 1,100 to 4,500 applications were accepted in these regions. This indicates a lack of control. At the same time, akimats need to tighten control over the work of local commissions to prevent corruption risks,” he said.

Support centers for large and low-income families are open only in 7 regions.

In addition, in order to control the quality of guaranteed social packages, it is necessary to create special commissions with the inclusion of parents from among the assistance recipients, to establish feedback on the quality, improvement or expansion of the content of social packages," the vice minister emphasized.

Minister of Healthcare Yelzhan Birtanov reported on the implementation of the CSHI, noting a number of pressing issues. In particular, incomplete readiness of medical organizations, integration of information and payment systems, irregular payments, problems in the training of managers and specialists were noted.

The deputy akims of Kyzylorda, Mangistau, North Kazakhstan regions, the cities of Nur-Sultan and Shymkent were also informed on these issues.

After listening to the speeches, Berdibek Saparbayev outlined several priorities. In particular, the Ministry of Healthcare, together with the regions, needs to establish schedules for the coverage of compulsory health insurance by region.

Also, akimats were instructed to step up work to ensure employment of the population, improve the material and technical base of medical institutions, and strengthen awareness-raising work.

The main task is to correctly and in an accessible form convey information, clarify innovations in the social sphere, and promptly respond to citizens' questions. People need to explain that this year the volume of state support for low-income families with children, taking into account the social package, has increased. For this, family support centers should work in each region and large cities, following the example of the Zhanuya centers in Nur-Sultan and the Bakytty Otbasy in Almaty, where people can get the necessary advice and assistance. The deadline for all regions is until April 1, 2020,” concluded the deputy prime minister.
