Every citizen should know what kind of medical care state provides for free — Askar Mamin

At the meeting of the Government chaired by Prime Minister Askar Mamin, changes were made to the list of guaranteed free medical care and a new list of medical care in the Compulsory Social Health Insurance system, scheduled for launch in 2020, was approved.

Minister of Healthcare Yelzhan Birtanov reported about the progress in the fulfillment of the First President – Elbasy Nursultan Nazarbayev’s instructions on the transition to the compulsory insurance system, the introduction of the guaranteed volume of free medical care model and the tasks set by the Head of State Kasym-Jomart Tokayev to improve the quality of medical services. Also, akims of several regions were heard on the readiness of local infrastructure.

“We all have a common task — to increase the availability and quality of medical services,” said Askar Mamin.

Government of Kazakhstan will continue to work to improve the availability and quality of medical services. To this end, a new state program for the development of health care until 2025 is being developed. One of the important measures is the effective implementation of compulsory social health insurance. To do this, a pilot project will be launched in the Karaganda region from Sep. 1, with the involvement of all medical organizations in the region. This mechanism, as noted by Mamin, must be broadcast to all regions and taken into account when launching a full-fledged social insurane since 2020.

The prime minister instructed akimats of the regions to resolve the issue of equipping medical organizations with computers, uninterrupted internet and information systems. In this direction, the positive results of work in Atyrau, Mangistau, Pavlodar regions is noted.

Special attention is given to increasing the coverage of citizens by the health insurance system. To do this, it is necessary to complete the work on the formalization of the self-employed population and raise the level of awareness on the guaranteed amount of free medical care and social insurance.

“It is necessary that every citizen clearly knows what kind of medical care the state provides for free as a guarantee,” said Mamin. “The issue of the availability and quality of medical care is very important for all of us.”

Within the framework of the Government meeting, in pursuance of the Constitutional Law “On the Government of Kazakhstan,” a ceremony of taking the oath by the ministers included in the government for the first time took place. Askhat Aimagambetov, minister of education and science, Aktoty Raimkulova, minister of culture and sports and Magzum Mirzagaliyev, minister of ecology, geology and natural resources took the oath.
