Kazakhstan switches to digital employment centers and distance determination of disability — Ministry of Labor and Social Protection of the Population

At a government session chaired by Prime Minister Askar Mamin, issues of improving the processes of providing public services were considered. Minister of Labor and Social Protection of the Population Birzhan Nurymbetov reported on the digitalization of the employment sector.

According to the Register of Public Services, 44 types of services in the social and labor sphere are provided, of which 38 services are provided in electronic form, 18 of which are proactive, that is, a payment or service assigned automatically without the participation of a citizen.

In total, 9.5 million services were rendered this year. By the end of the year, 90% of public services will be transferred to electronic format, and in 2022 it is planned to bring this figure to 93%.

In his Address to the People of Kazakhstan, the Head of State instructed to conduct a complete digitization of the processes associated with the appointment of pensions and benefits.

According to Birzhan Nurymbetov, the main direction of this work is, if possible, to transfer all services to a proactive format — that is, the initiator of the provision of services will be the state, not the citizen.

All the necessary documents and information are formed through the interaction of information systems. The citizen will only need to provide consent to receive services.

“The proactive type of service excludes the contact between the service recipient and the service provider, significantly reduces the time for rendering the service, eliminates the need to collect paper documents and the participation of employees of authorized bodies,” Nurymbetov noted.

For example, previously, in order to assign benefits to a large family, the applicant applied to the State Corporation with the necessary paper documents. To do this, you had to visit several institutions, organizations in advance, spend your time.

And today, as a result of the automation of this process, information about the individual and the birth and the number of children necessary for the appointment of benefits is proactively received into the ministry's system from the information systems of other state bodies.

Based on this information, an allowance is automatically assigned and an SMS message about the appointment is sent to the mother of many children.

At the same time, in the field of employment, it is envisaged to widely use the possibilities of the Electronic Labor Exchange.

Today, a person looking for a job is forced to go to an employment center, stand in line and contact the center's employees to choose a suitable job. If a job is not found, it is necessary to register as an unemployed person, and also, if necessary, personally apply for an unemployment social benefit.

“Now all measures, employment instruments will be formed on the Electronic Labor Exchange. The electronic portal of the labor exchange will automatically select vacancies in accordance with the skills for the person looking for a job, the tools of the Enbek program, including via SMS notifications. If a citizen is not employed, the information system automatically registers a person as unemployed and proactively assigns him a social unemployment benefit from the State Social Insurance Fund. Thus, by combining several services and simplifying the business process, we are moving to “digital” employment centers,” Nurymbetov explained.

The next large digital project being implemented is the correspondence determination of disability.

Today the applicant has to go to four different authorities.

First, to the clinic — for examination;

Second, to the department of medical and social expertise — to establish a disability with the necessary paper documents;

Third, when assigning social services and technical means of rehabilitation — to local executive bodies;

Fourth, on the issue of employment — to the employment center.

After full automation of this service, the applicant will only need to contact the clinic for an examination. And other stages of this activity are implemented proactively through the integration of information systems.

Thus, the time of using services for people with disabilities will be reduced, services will be provided in a comprehensive and proactive manner.

In addition, work is underway to digitize the social status and documents of citizens. Today, the system of the ministry contains all the data of a citizen in the social and labor sphere.

Until the end of this year, the information of a pensioner, a person with a disability, a recipient of targeted social assistance, an unemployed person, a mother with many children, an oralman will be available in his personal account in the e-government mobile application (m-Gov).

The implementation of this project will allow you to abandon paper documents and confirm your social status without visiting government agencies.

In the future, in order to fully digitize the business processes of the above services, together with the relevant state bodies, the following work will be carried out:

  • in the healthcare system — digitization of information from certificate 088 / y, health passport, temporary disability list, parameters for choosing technical means of rehabilitation;
  • in the field of archival information — it is necessary to create digital versions of archival documents related to work experience, civil status acts before 2008, educational diplomas, including the early Soviet period.
