Askar Mamin chairs meeting of Interdepartmental Commission on Crime Prevention

At a meeting of the Interdepartmental Commission for the Prevention of Offenses chaired by Prime Minister Askar Mamin, issues of countering Internet fraud and ensuring road safety were considered.

Presentations were made by Minister of Internal Affairs Yerlan Turgumbayev, Chair of the Agency for Regulation and Development of the Financial Market Madina Abylkassymova, Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin, Minister of Industry and Infrastructure Development Beibut Atamkulov, Akim of the West Kazakhstan region Gali Iskaliyev, Akim of North Kazakhstan region Kumar Aksakalov and others.

For 10 months of 2021, the number of registered facts of Internet fraud in Kazakhstan amounted to 17.8 thousand, which is almost 2 times more than in the same period last year. The largest number of Internet frauds was registered in the cities of Nur-Sultan and Almaty, Karaganda, Kostanay and East Kazakhstan regions.

Common methods of cyber fraud are receiving an advance payment or full payment for a product or service using online ads (8.2 thousand facts), issuing fictitious online loans on the websites of microcredit organizations (2.7 thousand), theft of funds from bank accounts by calls on behalf of the security services of banks (2.3 thousand), an offer of a profitable investment of money in various projects, games, etc. (1.9 thousand), the seizure of personal data or money by sending false links (1.3 thousand), etc. At the same time, fraudsters use hacker programs to substitute outgoing numbers for subscriber numbers of Kazakhstani mobile operators.

In order to combat Internet fraud, the personnel and technical support of the units of the Ministry of Internal Affairs for countering cybercrime has been strengthened. The Agency for Regulation and Develoment of Financial Markets in April of this year introduced a new procedure for identifying borrowers when issuing online microcredits — identification is carried out in one of three ways: by means of an EDS, reconciliation of the borrower's biometric parameters, two-factor verification of personal data and a face image in real time.

For 10 months of 2021, as part of road safety, control over driving discipline has been strengthened. About 20 thousand drivers were detained for drunk driving, 5 thousand facts of driving into oncoming traffic were suppressed. 24.5 thousand drivers were deprived of the right to drive, incl. 1.3 thousand for life. Around 20 thousand violators were subjected to administrative arrest. 220.5 thousand pedestrians were fined.

The Ministries of Internal Affairs, Industry and Infrastructure Development approved the Roadmap to improve road safety for 2020-2022. In this year more than 50 thousand square meters have been built in hazardous areas. m of noise strips, 220 LED road signs, 55 thousand LED reflectors and 400 road buffers were installed. Construction of bypasses of cities and towns, elevated pedestrian bridges is underway. Work is underway to strengthen the responsibility of Technical Inspection Centers and vehicle owners for fictitious technical inspection.

The Head of Government instructed to ensure the digital security of citizens and the safety of their funds, as well as to strengthen information and explanatory work with the population on countering Internet fraud.

The Prime Minister noted the need to further improve measures to prevent and reduce road accidents, develop a set of measures to implement a single transport policy in the regions.
