Askar Mamin instructs to ensure integrated and unified approach to development of rural areas

At the government session chaired by Prime Minister Askar Mamin, the progress of the Auyl - El Besigi project was considered. Minister of National Economy Aset Irgaliyev, Akim of Pavlodar region Abylkair Skakov, Kostanay region — Arkhimed Mukhambetov, Almaty region — Amandyk Batalov presented their reports.

The main goal of the Auyl - El Besigi project which began in 2019, is to improve the quality of life in rural areas, modernize the infrastructure of rural areas, and bring them to new regional standards. 3,561 promising villages where 6.9 million people, or 89% of the rural population live, were selected.

For 2019-2020, in the spheres of housing and communal services, transport, education, health care, culture and sports within the framework of the Auyl - El Besigi project, as well as taking into account the Employment Roadmap, Nurly Zhol and Nurly Zher programs, 12 thousand projects for the amount of 618 billion tenge.

This year Pavlodar, Kostanay, Zhambyl, East Kazakhstan regions are in the lead within the framework of the Auyl - El Besigі project. Almaty, Kyzylorda and Atyrau regions show low rates of project implementation.

For the next 5 years, the financing of the project Auyl - El Besigі has been increased to 800 billion tenge, and taking into account all sources — 1.3 trillion tenge is planned for the modernization of villages.

In 2025, 100% provision of water supply services will be achieved in rural areas, the condition of 10 thousand km of intra-village roads will be improved, 12 thousand km of engineering networks have been built and repaired, several thousand social infrastructure facilities will be modernized, 5 thousand rural schools will be modernized.

In the field of the agro-industrial complex, about 1,000 projects will be implemented in the amount of 4.5 trillion tenge. Labor productivity in agriculture will increase by 2.5 times, the export of agricultural products will increase by 2 times, bringing the share of processed products to 70%. 1 million rural residents will increase their incomes, and 500 thousand jobs will be created in agriculture.

“The implementation of the activities of the Auyl - El Besigi project will significantly improve the quality of life of the rural population and give a new impetus to the development of the village,” Mamin said.

The Head of Government instructed to ensure a comprehensive and unified approach to the development of rural areas, the achievement of target indicators by 2025, as well as stable financing of the agro-industrial complex, taking into account the increase in the need for credit in rural areas.
