In 2021, we must completely exclude paper certificates — Askar Mamin

At a government session chaired by Prime Minister Askar Mamin, issues of improving the processes of providing public services were considered.

Presentations were made by the Minister of Digital Development, Innovation and Aerospace Industry Bagdat Mussin, Minister of Labor and Social Protection of the Population Birzhan Nurymbetov, akims of Nur-Sultan Altay Kulginov, Atyrau region — Makhambet Dosmukhambetov, Almaty region — Amandyk Batalov.

In the context of the current epidemiological situation, the ministry has carried out work to optimize and automate business processes, changed the format of work of public service centers, eliminated the requirement of unnecessary documents. One of the effective measures was the introduction of Blockchain technology, which significantly reduces the time for providing public services and excludes the possibility of transferring data to third parties.

The Register of Public Services of the Republic of Kazakhstan provides 698 public services, 85.5% of which are provided online. Until the end of this year. this figure will be increased to 90%.

This year eGov will introduce a simplified one-step registration mechanism by biometric user identification. Thus, it will be possible to register in eGov by holding a mobile phone to your face, and biometric identification will independently identify and register a user by asking additional questions. An alternative to citizens going to special public service centers for registering cars will be the execution of the purchase and sale through bank applications, which will reduce the time for providing the service to 10 minutes (documents will be delivered to their homes).

By the end of this year, the indicator of public services in the social and labor sphere in electronic format will be brought to 90%. According to the results of public monitoring, regions which progressed the most in the introduction of electronic state services are Akmola, Kyzylorda, Karaganda, Kostanay and West Kazakhstan regions. This work is not carried out at the proper level in the Almaty region and Shymkent.

The Head of Government instructed local executive bodies to ensure an increase in the level of satisfaction with the quality of the provision of public services by at least 80%, as well as to introduce effective solutions for housing and communal services on the example of the capital project IQala.

The Ministry of Digital Development, together with interested government agencies, was instructed to approve a plan for transferring all socially important public services to eGov mobile.

“The population needs concrete results of your work. We must completely eliminate the need for paper certificates already in 2021, introduce the delivery of services from the Government for Citizens corporation and increase the availability of all online services and services to almost 100%,” Mamin said.

The Ministry of Healthcare was instructed to ensure the provision of the necessary electronic medical information to citizens, the Ministry of Labor, together with government agencies, was instructed to ensure the complete digitization and updating of the data necessary for the digitalization of the processes of assigning pensions and benefits.

The prime minister instructed the central and local executive bodies to ensure the effective integration and smooth operation of all information systems, to take measures to improve the quality of their work and ease of use for the population.

The Head of Government drew particular attention to the need to conduct explanatory work on innovations in the field of digitalization of public services.
