Government Working Group in East Kazakhstan region: Visiting hospitals, holding public meetings and discussing social protection of people with disabilities

Deputy Prime Minister Gulshara Abdykalikova went to the East Kazakhstan region with the working group to clarify the main directions of Elbasy’s new social measures “Aleumettik Qamqorlyq.”

The group includes the ministers of labor and social protection of the population Berdibek Saparbayev, education and science Kulyash Shamshidinova, healthcare Yelzhan Birtanov, Chair of the Committee for Construction, Housing and Utility Services Markhabat Zhayymbetov.

The working trip began with a visit to Semey ambulance hospital. It was built according to the program “100 Hospitals, 100 Schools” and is designed for 325 beds. A unique Center for Polytrauma and Orthopedics, equipped with a complex of modern equipment, was recently opened here. The opening of the country's first hybrid operating room for neurosurgery is scheduled for May. Over three years, 18.8 billion tenge was invested, which made it possible to increase the amount of high-tech equipment by 2.5 times.

Then, the deputy prime minister and the minister of labor and social protection of the population inspected the work of the Public Service Center. They reviewed the business processes of providing public services in electronic format.

The main event in Semey was the meeting of members of the working group with mothers of many children, low-income families, labor veterans, disabled people, teachers, doctors, public representatives. There Abdykalikova emphasized that Kazakhstan entered a new stage of development. Today, a new social policy is being implemented, the main goal of which is to increase the welfare of the people. And for this, each member of society must contribute to the development of the country.

The members of the government delegation presented innovations in the field of social protection of the population, education, health, housing policy.

After the meeting with the residents of the city, Abdykalikova held a personal reception of citizens and visited large families. In particular, she was with Olga Kandyba, who is raising 14 children. The large family thanked the state for the seven land plots provided to them and the donated GAZelle minibus. She also visited the family of Indira Otarbayeva with eight children, who expressed heartfelt gratitude to Ibrayev, founder of Oken LLP for donating a new private house.

In the afternoon, the working trip continued in Ust-Kamenogorsk.

The first event was a visit to the Center for Robotic Surgery. Doctors of the Center performed more than 1 thousand operations (200 operations on an angiograph, 800 urological operations and 123 operations on a robot). Here the Transplant Center has been opened, successful kidney transplants have been performed.

The vice premier and the members of the working group held a meeting with residents of the region, which was held at Serikbayev East Kazakhstan State Technical University. Mothers of many children, low-income families, labor veterans, disabled people, teachers, doctors, members of the public were invited.

At the meeting, detailed explanations were given on the increase in incomes of low-wage categories of the population, new measures of social protection of the population, further development of education and health care, and housing provision mechanisms. Members of the Government Delegation answered topical questions from the audience.

The next item on Abdykalikova’s working trip was home visits for large families. Today in the region within the framework of the social responsibility of business, such families are provided with systemic assistance. So, to a father of a large family, Nurlan Zhetpis, LLP VK Tekhnogrupp provided a two-room apartment, and Evgenia Cherkashina, who grows 12 children, was provided with sponsor assistance for the development of the farm and building materials for housing repair.

Then a video-conference with the Coordination Council for social protection of disabled people was held. It summed up the implementation of the third stage of the Action Plan to ensure the rights and improve the quality of life of people with disabilities for 2012–2018. About 12 billion tenge was allocated for its implementation. About 17,043 road signs and signposts at the locations of organizations focused on servicing the disabled were installed; 540 pedestrian crossings are equipped with sound devices; translation of news programs on 28 regional TV channels was accompanied by sign language interpretation, the interactive accessibility map “Accessible Environment” was developed, etc. 97.3% of the social infrastructure became accessible.

In addition, a draft of a new National Plan to ensure the rights and improve the quality of life of persons with disabilities until 2025 was discussed. Following the meeting of the Coordination Council, Gulshara Abdykalikova gave a number of specific instructions.

In order to create conditions for children with special educational needs to receive affordable and high-quality education, the Road Map for the implementation of the project “Development of Inclusive Education for 2018-2020” was approved. Delegations presented this program at boarding school “Aqniet” for children with disabilities. Within its framework, a course training of 1,200 teachers is planned, including in 2019, 500 teachers should complete advanced training courses on inclusive education. To date, there are 13 offices of psychological and pedagogical correction in the region. This measure will allow children with special educational needs to receive free services of correctional teachers within walking distance.
