Government considers the issues on further improvement of the energy saving regulation system

Minister for Investments and Development Zhenis Kassymbek reported on the progress of implementation of the President's instructions to reduce the energy intensity of Kazakhstan's GDP by at least 25% until 2020 and at least twice by 2050 at the meeting of the Government of the Republic of Kazakhstan chaired by Prime Minister Bakytzhan Sagintayev.

According to the MID RK, to date, the task set by the Head of State until 2020 has been fulfilled ahead of schedule. So, by the end of 2015, the energy intensity of the country's GDP has been reduced by 28.2% from the level of 2008. The basis of the modern energy saving system was created in 2012-2015. A complete legal framework has been created, the National Development Institute has been determined, according to the experience of Japan, a key element of the energy saving system - the State Energy Register (SER) has been created. Today it includes more than 5 thousand organizations.

Total energy consumption by SER subjects in 2016 was 49 million tons of equivalent fuel. This represents 38% of the total energy consumption of the country (taking into account the population) and approximately half of total consumption by legal entities.

Based on the results of the analysis of approved plans, it can be noted that in 2015-2016, over 178 billion tenge were invested in energy saving by SER entities. Until the end of 2020, it is planned to invest another 200 billion tenge.

"In order to increase the responsibility of local executive bodies for the implementation of energy conservation policies, we consider it appropriate to include the relevant criteria in the System for the annual assessment of the effectiveness of central government and local executive bodies approved by Presidential Decree No. 954 of March 19, 2010," Kassymbek said.

In order to stimulate energy saving, the work on the development of the market for energy services is being carried out as part of the implementation of the 59th Step of the Nation’s Plan. Within the framework of SPIID, a number of projects were implemented to produce heat-insulating materials, energy-saving lamps, energy-efficient electrical equipment, etc.

In the medium term, the department faces two large blocks of tasks. First, it is an extension of the mechanisms for stimulating energy conservation. Secondly, improving the system of state regulation in the field of energy conservation, which provides an increase in the role and responsibility of local executive bodies for the implementation of regional energy conservation policies; increasing the effectiveness of state control.

"In general, the implementation of the above tasks will give a serious impetus to the introduction of energy-saving technologies and economic modernization, and as a result, will contribute to the entry of our country into 30 developed countries of the world," Zh. Kassymbek concluded.

Akim of Atyrau region Nurlan Nogayev and akim of Aktobe region Berdybek Saparbayev also spoke during the meeting.

The Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev instructed the Ministry of Investments and Development of the Republic of Kazakhstan, in conjunction with the Ministries of Energy and Agriculture, to work out the issues related to setting energy consumption standards for the production of a unit of production in order to achieve the set goals in the field of energy efficiency.

Also, it is entrusted to work out the issue of annual reduction of energy intensity for each individual enterprise. In addition, the Ministry of National Economy, together with the Ministry for Investments and Development, was instructed to include criteria for implementing energy saving policies in the system for assessing the effectiveness of central and local executive bodies.
