State agencies and akims of the regions reported on the preparation of social facilities for the heating season

Today, during the meeting of the Government chaired by the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev, the Ministers for Investments and Development, Education and Science, Healthcare, as well as akims of the regions and cities of Astana and Almaty, presented reports on the preparation of social facilities for the heating season.

 

Minister for Investments and Development of the Republic of Kazakhstan Zhenis Kassymbek reported that in order to prepare for the upcoming heating season, the Work Plan for 2017-2018 was approved. In accordance with it, by October 15, all facilities, including autonomous boiler houses and utility networks, will be fully completed, and all autonomous heat sources will be provided with the standard fuel stock.

For the current period 11,139 educational facilities were repaired - 100% of the plan. For health facilities, it was planned to repair 6,445 objects, of which 98% is ready. Of the 43,572 dwelling houses planned for repair, 88.2% have been prepared.

Regarding heat sources, local executive bodies are planning to repair 10,326 autonomous boiler houses, 94.3% of which have been prepared. Of the 2,113 km of heat networks planned for the current period, 2,000 km have been repaired. At present, the heating networks of Almaty, Atyrau and North Kazakhstan regions have a readiness below 85%. Within the framework of preparation of water supply networks, 87.6% were repaired with a plan of 2,040 km.

On fuel procurement, it was noted that the demand for autonomous boiler houses for the coming season is 1 227 thousand tons of coal and 122 thousand tons of fuel oil. For today 1 070 thousand tons of coal (87.2%) and 63.6 thousand tons of fuel oil (52%) were harvested.

Minister of Education and Science Yerlan Sagadiyev reported that the Ministry of Education and Science together with local executive bodies monitors the preparation of educational facilities for the upcoming heating season.

According to the akimats of the regions, Astana and Almaty, 2 617 public kindergartens, 7 094 state comprehensive schools, 473 colleges and 130 higher educational institutions are ready for the heating season. Education facilities received certificates of readiness for the heating season.

Minister of Healthcare of the Republic of Kazakhstan Yelzhan Birtanov reported that preparations for the heating season for 2017-2018 are carried out according to the schedules agreed with the municipal services. In all regions work is underway to prepare health organizations for the heating season.

There are 5,774 healthcare facilities in the country (excluding leased and private facilities), including 822 in central heating, 312 in electrical, 3,815 in solid and liquid fuel, and 825 in gas equipment.

According to the approved plan, repair and preparatory work is being carried out, the purchase and delivery of fuel are being carried out. For 41 facilities of national importance, the average readiness for the heating season is 98%, 37 objects received certificates of readiness, 4 facilities are continuing their work and will finish until September 30.

According to the data from LEB, for 5 733 objects of local importance the readiness for the heating season is 92% in average. At the same time, the work was performed on 90% or more in 11 regions.

Akim of Akmola region Malik Murzalin, Pavlodar region Bulat Bakauov, NKR Kumar Aksakalov, SKR Kanar Aksakalov, SKO Zhanseit Tuimebayev, Kostanai region Archimed Mukhambetov, Astana Asset Issekeshev, Almaty Bauyrzhan Baibek, deputy akim of the Karaganda region Anatoly Shkarupa made speeches during the meeting of the Government of the Republic of Kazakhstan.

The Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev instructed to keep the ongoing preparations for the heating season at constant control, as well as to summarize the data on allocating funds for the purchase of fuel for the regions. Coordination of this work is entrusted to First Deputy Prime Minister of the Republic of Kazakhstan Askar Mamin.
