Digital transformation of the economy is one of the main conditions for the EAEU development

For the development of the Eurasian Economic Union as a modern integration format, along with the global leaders of the digital economy, such as the US, EU, ASEAN, China, a digital transformation of the economy is necessary. This opinion was shared with the PrimeMinister.kz by the speaker of the Eurasian Week — member of the Board (Minister) on domestic markets, informatization, information and communication technologies Karine Minasyan.

 

Karine Minasyan reminded that at the end of 2016 the heads of the EAEU states signed the Statement on the Union's digital agenda. In 2017, the digital agenda has become one of the central themes in the Commission and in all the countries of the EAEU.

"We started developing a digital agenda earlier this year. Now we are working on the main directions of its implementation. We hope that by the end of the year it will be approved," K. Minasyan explained.

According to the expert, digital transformations are based on changes related to the introduction of information and communication technologies. The implementation of the agenda will be divided into four main areas:

— Digital transformation of economic sectors and cross sectoral transformation in the Union;

— Digital transformation of markets for goods and services, capital and labor;

— Digital transformation of management processes and integration processes in the Union;

— Development of digital infrastructure and ensuring the security of digital processes.

"We understand that in digital controversy we need to make decisions faster, move from analog to algorithmic regulation. Therefore, all such norms are laid in our main directions," K. Minasyan noted.

She also said that a dynamic model for implementing the digital agenda has been created, which will take place through joint initiatives.

"There is already a list of priority initiatives that we are discussing. We will implement those digital projects in which two parties are interested at the initiative stage, and all countries at the stage of project implementation," the expert stressed.

So, the first digital initiative of the Union, which the parties began to discuss, was the digital traceability of the movement of products, goods, services, assets in the EAEU area. In addition, the priority projects are the creation of digital transit corridors, the expansion of the "Single window" system in the territory of the Union, the electronic interaction of business with state bodies.

"All these projects must first remove barriers, ensure uninterrupted movement of goods, services and labor in our space," K. Minasyan said.

In conclusion, Karine Minasyan noted that the share of breakthrough digital projects in the GDP of the Eurasian Union should be 11%.
