Zh. Yeshmagambetov: quality of execution of judgments in Kazakhstan improved

Deputy Minister of Justice of Kazakhstan Zhanat Yeshmagambetov told about it during the press conference on the implementation of the Nation's Plan "100 Concrete Steps".

The transition to the institution of private judicial execution is taking into account international experience. In 2015, the Law "On Enforcement Proceedings" introduced a number of changes that allowed the full transition to a private judicial execution system.

Since 2016, the state judicial executors receive documents that exclusively affect the interests of the state. All other categories are attributed to the competence of private legal executives, whose rights and duties have been substantially expanded.

"At the end of 2015, there were about 1000 PLEs in the country, currently their total number is 1 498, and in view of assistants and clerks in this area, about 4 000 jobs were created," said Zhanat Yeshmagambetov.

In connection with the transition mainly to private performance, work has been organized to cover the entire territory of the republic up to the regional level. A total of 4,784 licenses have been issued since the introduction of the private legal executives system.

"In order to implement the second direction of the 27th step in 2016, the number of state shippers is reduced by 30%. Also in the current year, a third of the state shippers are also subject to reduction. In 2018, it is 15%. As a result, there will be only 303 state judicial executors. As a result, the economy of budget funds will be about 1.8 billion tenge annually," said the Deputy Minister of Justice of the Republic of Kazakhstan.

At the same time, the speaker noted that the number of executive documents from private shippers is growing. If in 2014 there were 352 thousand, in 2015 - 936 thousand, then in 2016 the number exceeded 2 million.

Zhanat Yeshmagambetov added that thanks to the measures taken, the number of complaints received by the judicial executors to the ministry has been reduced.
