Reforms of the construction industry included in the Nation’s Plan significantly increased Doing Business rating of Kazakhstan

Thanks to the reforms in the construction industry, Kazakhstan has significantly improved its position in the Doing Business 2017 rating as part of the implementation of the Plan of the Nation "100 Concrete Steps". This was stated during the briefing in the Government's press center by the First Vice Minister for Investment and Development of the Republic of Kazakhstan Alik Aidarbayev.

A. Aidarbayev reported that as part of the implementation of the Plan of the Nation, the principle of "Single window" and the three-step principle of obtaining construction permits were introduced. The time for obtaining documents and approval of draft designs was significantly reduced from 40 and 60 to 17-6 working days. The issue of construction permits was replaced by filing a notice electronically.

"By 2020, up to 90% of the expertise of design estimates will be carried out by the private market. Already, this figure is 60%," A. Aidarbayev said.

In addition he said, a new regulatory framework for Eurocodes has been introduced and by the end of 2019 a complete transition to this system will be implemented. Also, by the end of the year, SNiPs on general construction issues will be abolished, in exchange, new norms and rules will be introduced that meet modern requirements.

"As a result of reforms in the construction industry, according to the Doing Business report, Kazakhstan improved its position by 130 points since 2015, that is, from 152nd to 22nd place," A. Aidarbayev noted.
