D. Abayev: Kazakhstan is actively working to increase transparency and accountability of the state

Today at the press center of the Government within the framework of the press conference on the implementation of the fifth direction "Formation of the Accountable State" of the Nation's Plan "100 Concrete Steps", the Minister of Information and Communications Dauren Abayev told about the work done in this direction.

The Ministry of Information and Communications has executed the 94th, 96th and 100th steps of the fifth direction "Formation of the Accountable State" of the Nation's Plan "100 Concrete Steps".

So, within the framework of implementation of the 94th step, the Law of the Republic of Kazakhstan "On Access to Information" was adopted, in the preparation of which representatives of non-governmental organizations actively participated.

The initiatives taken in the law ensured that every citizen of the country is free to receive and share information on the work of state bodies. In addition, the law prohibits to close access to the information. For violation of this rule, prosecution is provided.

Within the framework of the implementation of the 96th step, all the components of the “Open Government” were launched – “Open Data”, “Open NLA”, “Open Budgets”, “Open Dialogue”, and a section “on Assessing the Effectiveness of Government Activities”.

"The portal "Open NLA" ensures the participation of citizens in the consideration of draft normative legal acts and conceptions of bills. At the moment, more than 420 documents are presented on the portal for public discussion. In general, last year, more than 7 thousand projects of the NLA were placed." D. Abayev noted.

The portal "Open Budgets" was created to ensure public control over the expenditure of budgetary funds. To date, the portal has published about 30 thousand projects of budget programs, as well as reports on their implementation for the past fiscal year.

The portal "Open Data" is designed to accumulate data sets of government agencies, including for the development of mobile applications on their basis. Currently, the portal published more than 2300 sets of data. The portal is integrated with such systems as Address Register and Single Reference Information.

Portal "Open Dialogue" is a platform for establishing effective feedback between state bodies and society. To date, the portal received more than 191 thousand applications and the answers were provided on 140 thousand of them.
