On July 20 of this year, on the instructions of the Head of State, the Prime Minister Bakytzhan Sagintayev visited the North Kazakhstan region on a working trip. The purpose of the trip is to get acquainted with the implementation of the objectives of the Address "Third Modernization of Kazakhstan: Global Competitiveness" and the program article "Looking to the Future: Modernizing Public Consciousness".

At the airport of Petropavlovsk the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev got acquainted with the progress of reconstruction and prospects of development of the transit potential of the International Airport of the regional center.

The Deputy akim of the region A. Fedyaev reported on the reconstruction of the airport terminal and the runway and the expansion of the airport's capabilities. Petropavlovsk borders with the Kurgan, Tyumen and Omsk regions of the Russian Federation, therefore it has good transit and logistics potential.

The North Kazakhstan region is known for its advanced agrarian economy. In the village of Novonikolskoye, Kyzylzhar region, the Prime Minister Bakytzhan Sagintayev got acquainted with the activities of the limited partnership "Zenchenko and Co".

Modern technologies are used in the agricultural production of the limited partnership, which allows producing high-quality products. Oilseeds, potatoes and fodder are grown here. In addition, the farm engaged in livestock and dairy production.

In the village of Novonikolskoye in Kyzylzhar district of NKR, the Prime Minister Bakhytzhan Sagintayev met with agricultural producers of Akmola, North Kazakhstan, Kostanay, Karaganda, Pavlodar regions and discussed the progress of the new State Program on development of agribusiness.

Deputy Prime Minister - Minister of Agriculture Askar Myrzakhmetov reported on the results of the State program for the development of the AIC for the first half of the year.

Kumar Aksakalov, akim of the North Kazakhstan region, told about the development of the AIC of the region. According to him, the volume of gross agricultural production in the region for January-May 2017 was 44 billion tenge. 29.5 thousand tons of meat, 174 thousand tons of milk, 236.4 million eggs were produced.

Agricultural producers made proposals on import and export policy, veterinary safety in animal husbandry, subsidizing and insurance in plant growing, provision with diesel fuel and fertilizers.

Summarizing the meeting, the Prime Minister of Kazakhstan Bakhytzhan Sagintayev instructed the Ministry of National Economy of Kazakhstan to work out the issues of taxation of agricultural producers and domestic manufacturers of agricultural machinery, the Ministry of Agriculture of Kazakhstan to take control of issues of further improvement of subsidy mechanisms. The KazAgro holding was commissioned to consider the investment projects proposed by the agrarians.

The meeting with the members of the regional council of Atameken NCE was also very rich in content.

The Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev told about the work of the Government on creation of favorable conditions for the development of domestic business, measures of financial and non-financial support.

At a meeting on the development of the regional center, the Prime Minister of the Republic of Kazakhstan Bakytzhan Sagintayev got acquainted with the projects on housing construction, social and cultural and sports facilities, infrastructure and utilities in Petropavlovsk.

The “Zhas Orken” microdistrict is defined as the main urban development site, where about 500 objects - dilapidated apartment buildings and other structures will be demolished. In this place, 11 multi-apartment houses for 2500 apartments, the Palace of schoolchildren and the Tennis Center will be built in two years.

Then the Prime Minister of Kazakhstan Bakytzhan Sagintayev visited the largest machine-building enterprise in Kazakhstan – PPHMB JSC, where he got acquainted with the processes of manufacture of equipment for oil and gas and energy industries, as well as defense products.

Automation of production processes at PPHMB is carried out with the support of development institutions within the framework of SPIID. Partnership with the English firm PFD and the Japanese corporation JGC allowed the plant to make a big step forward in implementation of the production of modern heat exchange and capacitive equipment.

The General Director of JSC PPHMB K. Bishimov informed Bakytzhan Sagintayev about the activities and prospects of the enterprise development within the framework of the State Program "Digital Kazakhstan".

The implementation of contracts with JGC Corporation for the reconstruction of the Atyrau Refinery and the contract with PFD on the construction of a second-generation TCO plant with the participation of representatives of these companies allowed JSC PPHMB to enter a qualitatively new level in the design and manufacture of equipment under the new foreign ASME, TEMA and API standards.

In the meeting hall of the plant, a meeting was held with the heads of large enterprises of the region to discuss measures taken to modernize and digitize production, introduce elements of Industry 4.0 in the defense-industrial complex.

At the meeting with residents of Zarechny village of the NKR, the Prime Minister of the Kazakhstan Bakytzhan Sagintayev discussed the issues of flood prevention and preventive measures in the region.

The reports of the akim of the North Kazakhstan region K. Aksakalov, the Deputy Minister of Internal Affairs Yu. Ilyin, Chairman of the Committee on Water Resources of the Ministry of Agriculture of the Republic of Kazakhstan I. Abisheva were heard.

The main outcome of the meeting was the development of specific measures to prevent and control flood hazards. So, in the region, reconstruction of the enclosing dam in Kozhevenny in Petropavlovsk will be carried out. In addition, the dams of storage ponds "Gorkoe Lake" and "Bioprud" are to be repaired, the channels of the Yesil, Seleta, and Kamyshlovsky Logs should be cleared.
