Kazakhstan to introduce a new system of payment for civil servants in 2018

This was told during the speech at the press conference on the implementation of the first direction "Formation of a professional state apparatus" of the Nation's Plan "100 concrete steps to implement five institutional reforms" by Aigul Shaimova, Deputy Chairman of the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs.

Within the framework of Step 6 of the Nation’s Plan "100 Concrete Steps", it is planned to switch to a new system of civil servants' salaries based on the results of their work.

According to her, unlike the current system, which takes into account only the length of service and the category of position, the proposed approach will determine the amount of earnings, depending on the employee's contribution to the effectiveness of the state body.

"Now we have prepared the appropriate methodology and its pilot sampling is planned for next year," the speaker said.

In general, the wage system will include a permanent (salary) and a variable part (bonus system).

The size of bonuses will be determined on the basis of a specific assessment received by civil servants in accordance with the established scale. In the new system, only effective employees will receive bonuses, for which the Agency has introduced a system for assessing the effectiveness of their activities.

"To date, we are evaluating, implementing a bonus system. In fact, the Agency has implemented this mechanism. We have refused equalizing premiums and now we have a system of extra charges. If an employee achieves a result, he receives a surcharge. This is a good stimulating factor, since those employees who were inefficient and didn’t get premiums, began to show more initiative," the representative of the Agency explained.

According to Aigul Shaimova, the amount of bonuses will reach about 100 thousand tenge. So, if this is a young novice specialist whose salary level is 158 thousand tenge, then under the new system he will be able to receive up to 258 thousand tenge.

Pilot approbation is planned in the Agency of the Republic of Kazakhstan for Civil Service and Anti-Corruption Affairs, as well as in the Ministry of Justice and the Akimat of Almaty region since the beginning of 2018.

It should be recalled that the first direction of the Plan of the Nation "100 concrete steps" is aimed at the formation of a professional state apparatus and consists of 15 steps. The Agency of Kazakhstan for Civil Service and Anti-Corruption Affairs implemented 11 steps, 4 are on performance.
