Office of the Prime Minister

The Kazakh Prime Minister’s Office is a state body that coordinates the activities of state bodies, control functions, and other functions stipulated by the legislation and the Regulations of the Office, as well as the authorized state body for the protection of state secrets and information security.

Office’s Mission: information-analytical and procedural and institutional support to the activities of the Prime Minister and the Government of the Republic of Kazakhstan, as well as the implementation of a common policy in the field of state secrets protection.

 

The main tasks of the Office are as follows:

  • information-analytical, procedural and institutional, documentation and other support to the activities of the Prime Minister and the Government of the Republic of Kazakhstan;

  • implementation of the unified state policy in the sphere of protection of state secrets and information security;

  • development of legal, administrative, economic, technical, software and cryptographic measures for the protection of state secrets and information security;

  • coordination of works on creation of a unified system of information and telecommunication support of public authorities, including information databases;

  • coordination of the activities of state bodies in the preparation and execution of acts of the Government and the Prime Minister;

  • сontrol of the timing of execution of acts and orders of the Head of State given to the Government, Government and Prime Minister’s decisions, Prime Minister's orders, his deputies, the Head of the Office and his deputies;

  • examination of financial, economic, legal and other aspects of the Government and Prime Minister’s decisions, the conclusion on the results of which carries information-advisory nature to the Prime Minister, his deputies and the Head of the Office when taking decisions to sign or to negotiate the relevant documents.

Head of the Office of the Prime Minister of the Republic of Kazakhstan

Galymzhan Koishybayev was born in 1968 in Kyzylorda.

He graduated from Lomonosov Moscow State University.

  • In 1995-2004, he has been Attache, 3 Secretary, First Secretary, Advisor, Advisor and Envoy of the Embassy of the Republic of Kazakhstan in the Russian Federation.

  • In 2004, he was Plenipotentiary Representative of the Republic of Kazakhstan to the Collective Security Treaty Organization.

Danat Zhumin

Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan

Danat Zhumin was born in 1983 in the Kostanay region.

He graduated from Kostanay Business College with a degree in Management and Accounting, Gumilyov Eurasian National University majoring in Political Science, University of Montana under the Bolashak program (Montana, USA) with a master's degree in public administration, completed a three-year program for training senior executives at Harvard Business School.

  • In 2002-2007, he took an active part in the implementation of state youth policy. He headed the Alliance of Students of Kazakhstan, held the position of Executive Director of the Congress of Youth of Kazakhstan.

  • In 2009-2011, he worked in public administration. He was appointed director of the Department of National Center for Public Administration Human Resources JSC, advisor to the President of the Academy of Public Administration under the President of Kazakhstan, deputy director of the Institute of Diplomacy of the Academy of Public Administration under the President of Kazakhstan. He was a national expert of the European Commission on Public Administration Reform.

  • In 2011-2013, he was general director of Apex Consult LLP, a consulting agency in the field of strategic marketing communications, which he founded in 2010.

  • In 2013-2014, he was head of the Secretariat – Advisor to the Chairman of the Management Board of Baiterek National Management Holding JSC.

Askar Zhakenov was born Sep. 13, 1975, in Karaganda. He graduated from Karaganda State Technical University and Kainar University.

  • In 1998-1999, he was a consultant lawyer, leading specialist for foreign economic relations, customs affairs and banking at AOZT Kargormash-ITEKS in Karaganda. 

  • In 1999-2002, he was a leading specialist, main specialist, temporary head of the department at the Ministry of Justice.

  • In 2002-2004, he was deputy head of the Legal Department of the Office of the Prime Minister.

  • In 2004-2012, he was deputy head of the Legal Department of the Office of the Prime Minister of the Republic of Kazakhstan.

  • In 2012-2013, he was deputy head of the Department of Legislation, Defense and Law Enforcement of the Office of the Prime Minister of the Republic of Kazakhstan.

  • In 2013-2019, he was head of the Control and Documentation Division of the Office of the Prime Minister of the Republic of Kazakhstan.

Aidyn Karimov

Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan

  • He was born in 1988 in Semipalatinsk. He graduated from Gumilyov Eurasian National University, Kazakh Academy of Finance and Economics, KAZGUU University.

  • He began his career in 2006.

  • Over the years, he worked in the RSE “Center for Computing, Telecommunications, Informatics and Situation Analysis” of the Ministry of Emergencies, JSC “National Information Technologies”, and the RSE “Center for Technical Support and Analysis in Telecommunications.”

  • In 2010-2011, he was head of the Information Technology Department of the Akim of Astana;

  • In 2011-2012, he was assistant to the Akim of Semey city;

  • In 2012-2013, he was chief expert of the Department for EurAsEC and the Customs Union of the Department for Regulation of International Economic Integration, the Ministry of Economic Development and Trade of the Republic of Kazakhstan;

  • In 2013-2014, he was chief expert of the Department for Analysis and Monitoring of Decisions within the Customs Union and the Common Economic Space of the Department of International Economic Integration, the Ministry of Economy and Budget Planning of the Republic of Kazakhstan;

Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan

He was born in Almaty. He graduated from the American Intercontinental University, California State Polytechnic University, Zhangir Khan West Kazakhstan Agrarian Technical University, London School of Economics and Political Science.

  • In different years, he has worked as a chief specialist at the Administration of the Akim of the Atyrau region, deputy head of Entrepreneurship and Industrial and Innovative Development Department of the Atyrau region, chief expert of the Socio-Economic Department of the Office of the Prime Minister
  • In 2015-2017, he was deputy head of the Administration of the Akim of the Aktobe region.
  • In 2017-2018, he was head of the Department of Economy and Budget Planning of the Aktobe region.
  • From 2018 to 2019, he served as deputy akim of Aktobe region.

Arystan Kabikenov

Deputy Head of the Office of the Prime Minister of the Republic of Kazakhstan

 

Arystan Kabikenov was born Oct. 11, 1980, in Zhezkazgan.

In 2002, he graduated from Baikonurov Zhezkazgan University, in 2004 – KIMEP, in 2012 – the University of Nottingham (the United Kingdom).

Work experience:

  • In 2001-2004, he was a finance manager in a private company.
  • In 2004-2006, he was a treasurer, specialist, leading specialist in the Ministry of Finance.
  • In 2006-2007,  he was a chief expert of the Analytical Department of the Office of the Prime Minister.
  • In 2007-2008, he served as head of the sector of the Macroeconomic Analysis and Program Monitoring Department of the Office of the Prime Minister of the Republic of Kazakhstan.
  • In 2008-2011, he was head of section, Department of Social and Economic Monitoring, the Presidential Administration of the Republic of Kazakhstan.
  • In 2011-2013, he was deputy head of the Center for Strategic Research and Analysis of the President of the Republic of Kazakhstan.
  • In 2013-2014, he was executive secretary of the Ministry of Regional Development of the Republic of Kazakhstan.

The Government of the Republic of Kazakhstan has developed a new agenda aimed at implementing the strategic initiatives of the First President of the Republic of Kazakhstan Nursultan Nazarbayev and the election program of the President of the Republic of Kazakhstan Kassym-Jomart Tokayev.

In order to effectively implement the New Government Agenda, the Government Project Office has been formed based on the best international practices of such countries as the United Arab Emirates, Malaysia and the United Kingdom.

The key advantages of the Government Project Office are focus on key national challenges, the ability to make decisions without undue bureaucracy, flexible collective planning and scenario forecasting, etc.

The main tasks of the Government Project Office are monitoring the development and implementation of measures of the New Government Agenda, as well as developing new measures to improve the social well-being of citizens and the economic growth of Kazakhstan.

  • Managing issues of creating a common policy and integrated development of public services;
  • Participating in the information and analytical support of the Prime Minister, the Government and the Office of the Prime Minister on improving public service;
  • Considering draft laws of the Republic of Kazakhstan, acts of the President, the Government and the Prime Minister, decisions of the Office on improving public service and development of public services;
  • Participating in monitoring the implementation of decisions of the President, the Government and the Prime Minister on issues within the competence of the Department;
  • Conducting organizational, informational, analytical, advisory support of the activities of the Deputy Prime Ministers, the Head of the Office and his deputies.

 

Head of the Human Resources Department of the Office of the Prime Minister of the Republic of Kazakhstan

Ibrayeva Amangul Kumarbekovna

She was born in 1968 in the Semipalatinsk region. She graduated from the Alma-Ata Institute of Architecture and Civil Engineering, participated in retraining at the London School of Economics (Great Britain), Duke University (USA).

In 1994-2007, she worked as an inspector, senior inspector, referent, senior referent, consultant, chief expert of the Office of the Prime Minister of the Republic of Kazakhstan.

In 2007-2012, she was the head of the sector, deputy head of the Department of Public Service and Human Resources of the Office of the Prime Minister of the Republic of Kazakhstan.

In 2012-2013, she was deputy head of the Department of Financial, Economic and Personnel Work of the Office of the Prime Minister of the Republic of Kazakhstan.

In 2013-2019, she was head of the Secretariat of the Office of the Prime Minister of the Republic of Kazakhstan.

Since April 2019, she has been head of the Human Resources Department of the Office of the Prime Minister of the Republic of Kazakhstan.

Press Service of the Prime Minister of the Republic of Kazakhstan

The main tasks and functions of the Press Service:

1. Interaction with domestic and foreign media in order to cover the activities of the Prime Minister and the Government

  • prompt provision of media with official information on the activities of the Prime Minister, the Government and the Office, distribution of press releases and other informational and explanatory materials in the media;
  • publication in the media of Government decisions, orders of the Prime Minister and other documents;
  • organizing press conferences and briefings of the Prime Minister, Deputy Prime Ministers, members of the Government;
  • creation of an information data bank, publication and release (together with relevant institutions) of printed, audio and video products, reference publications, information materials on the activities of the Prime Minister, Government and the Office;
  • coordination of the activities of the editorial office of the official information resource of the Prime Minister and official pages on social networks.
  • accreditation of journalists and other media representatives, assistance to them for the most complete and wide dissemination of information on issues related to the activities of the Prime Minister.

2. Information support for the activities of the Prime Minister.

  • preparation of texts of articles, interviews and other materials of the Prime Minister for publication and distribution in the media;
  • prompt collection of materials published in the media about the activities of the Prime Minister and the provision of an express digest to cover key messages;
  • preparation of photo and video products on the activities of the Prime Minister, including reviews of working trips to regions and abroad;
  • maintaining a multimedia archive of the activities of the Prime Minister.


3. Implementation of the information policy on media coverage of the activities of the Prime Minister and the Government

  • interaction with central and local government bodies in terms of information support for the implementation of the instructions of the First President - Elbasy, the President, given to the Government, as well as state programs and other reforms.
  • coordination of the press services of central and local state bodies on media coverage of the Government;
  • interaction with the press services (or structures performing their functions) of foreign states and organizations.

 

Head of the Press Service of the Prime Minister of the Republic of Kazakhstan

Zarina Nurlanova

She was born Dec. 12, 1986, in the city of Taldykorgan. In 2008, she graduated from the Kazakh Humanitarian Law University with a degree in Sociology, in 2017, she graduated fro. KAZGUU University and UBIS University with a degree in Business Administration.

In 2009-2011, she worked in the commercial sector.

In 2011-2018, she worked in the structure of Kazkontent JSC, she held the positions of executive, managing director for media projects, deputy chairman of the board.

In 2018, she headed the Institute of Eurasian Integration.

Prior to her appointment as the head of the Press Service of the Prime Minister of the Republic of Kazakhstan, she worked as adviser to the Minister of Information and Communications of the Republic of Kazakhstan.

 

 

Press Secretary of the Prime Minister of the Republic of Kazakhstan

Sadyk Akizhanov

He was born in 1984 in Pavlodar. He graduated from Al-Farabi Kazakh National University with a degree in journalism.

He began his career in 2006. Over the years, he worked as a researcher at the Institute of the Presidency of the Presidential Center of Culture of the Republic of Kazakhstan, he was chief expert of the Department of Environmental Policy and Sustainable Development of the Ministry of Environmental Protection of the Republic of Kazakhstan, manager for media relations and economic issues of the National Chamber of Environmental Auditors of the Republic of Kazakhstan, a correspondent at MIA Kazinform.

In 2014-2019, he headed the MIA Kazinform office in Beijing, China.

The Representative Office participates in the implementation of the legislative initiative of the Government, upholds the official position of the Government during the discussion of draft laws by deputies and exercises control over the fulfillment by the authorized state bodies of the requirements of the Government Regulations during the consideration of government and other draft laws in the Parliament.

Based on the results of monitoring the legislative work of state bodies in the Parliament, the Representative Office regularly informs the Prime Minister, his deputies and the Head of the Office of the Prime Minister about the passage of bills introduced by the Government, other draft laws and other issues considered by the Parliament and related to the activities of the Government.

The Representative Office organizes the participation and speeches of the prime minister, his deputies, members of the Government at plenary (separate) and joint meetings of the chambers of Parliament, their meetings with deputies and their associations.

If necessary, the Representative Office submits information to the structural divisions of the Office of the Prime Minister on the implementation of the legislative initiative of the Government and other issues considered in the Parliament and interacts with the apparatus of the Senate and the Majilis.

Glukhikh Dmitry Sergeevich

He was born April 19, 1974, in the city of Tselinograd, Kazakh SSR. In 1996, he graduated from the Gumilyov Eurasian National University.

He worked as a journalist in newspapers and magazines "Esil,” "Stolichnyi Prospect,” "Niva," "Azamat Times," “Vechernyaya Astana,” the Khabar agency.

Since 1999, he was chief expert, head of the sector at the Press Service of the President of the Republic of Kazakhstan, chief inspector of the Office of the President of the Republic of Kazakhstan.

Since 2005, he was deputy head of the Department of Information and Inter-Parliamentary Relations, Head of the Press Service of the Senate of the Parliament of the Republic of Kazakhstan.

Since 2007, he was advisor to the Prime Minister of the Republic of Kazakhstan.

Since 2019, he was head of the Consolidated and Analytical Division of the Office of the Prime Minister of the Republic of Kazakhstan.

The main task of the Legal Department is the legal support of the activities of the prime minister, Government and the Office of the Prime Minister.

The main activities of the Legal Department:

  • Review of draft decisions of the prime minister, Government and the Office of the Prime Minister regarding their compliance with current legislation and with the rules of legal procedure;
  • Coordination of draft resolutions, replies, protocol decisions;
  • Consultations and presentation of the conclusion on legal issues considered in the Office;
  • Control over the implementation of the Government Draft Law Plan and other functions assigned by law.

 

Head of the Legal Department of the Office of the Prime Minister

Eskarayev Azamat Nesipbayevich

He was born Oct. 7, 1979, in Almaty. He began his career in 1996 as a worker in the DEZ-2 in Almaty. In 1996-2000, he combined his studies at the Kazakh State Law Academy with work in commercial facilities.

Under a fixed-term employment contract, ha became a leading specialist of the Legislation Department of the Ministry of Justice of the Republic of Kazakhstan, Astana (07.21.2000-29.11.2000);

Umarov Erhan Bulatzhanovich

He was born in 1979 in the Aktobe region. He graduated from the Kazakh Academy of Transport and Communications, Kazakh Humanitarian Law University.

From 2001-2005, he worked in various positions in the Akim’s office of Aktobe, headed the Remservis LLP, and the Tazalyk Municipal State Enterprise, Aktobe.

From 2005-2006, he was deputy head of the State Department of Housing and Communal Services, Passenger Transport and Highways of Aktobe.

From 2006-2008, he was head of the State Institution of Housing and Communal Services, Passenger Transport and Highways of Aktobe.

From 2008-2011, he served as deputy akim of Aktobe.

From 2011-2012, he was deputy akim of Aktobe region.

In 2012, he was appointed first deputy akim of the Aktobe region.

From 2012-2015, he was akim of Aktobe.

From 2015-2016, he was the chief inspector of the Regional Development Division of the Office of the Prime Minister of the Republic of Kazakhstan.

  • tax and customs administration, transfer pricing, regulation of manufacture and sales volume of excisable goods, accounting, audit and adoption of IFRS, public and quasi-public procurement, financial monitoring within the authority of the Government;
  • management of public property, rate-making in the field of natural monopoly; anti-monopoly regulation; consumer protection; enterprise development, public-private partnership;
  • banking sector, exchange control, securities market, insurance activity, the National Fund, Unified Accumulative Pension Fund on terms of reference by the Government;
  • coordination of the activities of the Government, National Bank, the Agency for regulation and development of financial markets, the Astana International Financial Centre.

Aman Barikenov

He was born in 1985 in Zhezkazgan, Karaganda region. He graduated from Buketov Karaganda State University majoring in economics, Kazakh Humanitarian Law University, majoring in law, Academy of Finance with a master's degree in economics.

He began his career in 2007.

In 2008, he worked as an expert in the Department for Interaction with Professional and Auditing Organizations of the Department of Accounting Development, Auditing and Financial Control of the Ministry of Finance.

In 2010-2012. He worked as chief expert of the Department of Accounting and Financial Reporting Methodology, Audit Activity of the Ministry of Finance.

In 2012-2016, he was chief consultant of the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

From March 2017, he was head of the sector at the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

In August 2017, he became deputy head of the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

In October 2018, he was appointed acting head of the Social and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

  1. analysis, monitoring and preparation of decisions of the Government and the prime minister on issues related to the areas of development of the telecommunications and communications industry, radio frequency spectrum, digital television broadcasting (technical part) and the internet, development of electronic government, automation of public services , the development of the postal industry and the postal and savings system, export control, the development of roads, land policy, land management, geodesy and cartography;
  2. analysis, monitoring and preparation of decisions of the Government and the prime minister on issues related to the areas of development of electricity and heat, nuclear (atomic) energy, renewable energy, nuclear, uranium industry;
  3. analysis, monitoring and preparation of decisions of the Government and the prime minister on issues related to the areas of development of the geological industry, subsoil use and development of the mining and metallurgical industry, development of special economic zones, industrial and innovative zones, local content, energy conservation and energy efficiency, the coal industry and unconventional gas;
  4. analysis, monitoring and preparation of decisions of the Government and the Prime Minister on issues related to the areas of development of civil aviation, the development of water and road transport, the railway industry, transport control, the road industry, the development of transport logistics, in terms of developing a common policy;
  5. analysis, monitoring and preparation of decisions of the Government and the prime minister on the development of agriculture, forestry, wildlife, the system of specially protected natural territories, tourism and water management;
  6. analysis, monitoring and preparation of decisions of the Government and the prime minister on issues related to the areas of industrial and innovation policy, space activities, light and other industries of the manufacturing industry, the oil and gas industry, the petrochemical and chemical industries, the gold mining industry, and the engineering industry;
  7. analysis, monitoring and preparation of decisions of the Government and the prime minister on issues related to the areas of architectural, urban planning and construction activities, the construction industry, housing relations, housing and communal services;

Second Objective: information, analytical and organizational support for the activities of the prime minister, the leadership of the Government and the Office of the Prime Minister.

Functions:

  1. on behalf of the leadership of the Government and the Office of the Prime Minister, the department considers and prepares conclusions (recommendations) on draft laws, acts of the president, the Government and the prime minister, draft orders of head of the Office and other draft acts, conducts expert reviews of financial, economic, legal and other aspects of draft decisions of the Government and the prime minister, the conclusion of which is of an informational and recommendatory nature to the prime minister, his deputies and head of the Office when they make a decision signing or agreeing the relevant documents;
  2. organizes meetings with the prime minister, his deputies, head of the Office on issues related to the activities of the department with the invitation for participation in them of government officials holding positions not lower than vice ministers (deputy chairmen of agencies).
  3. in the manner prescribed by law, considers written applications of citizens and legal entities on issues falling within the activities of the Department, and gives conclusions and suggestions on them.
  4. takes part in the analysis of the practical implementation and application of regulatory legal acts and other acts of the Government and the prime minister on issues within the scope of activities of the Department;
  5. takes part in the preparation of Government reports to the president of the Republic of Kazakhstan on the progress in the implementation of relevant program documents;
  6. exercises control over the timing of the execution of acts and instructions of the Head of State given to the Government, decisions of the Government and the prime minister, instructions of the prime minister, his deputies, head of the Office and his deputies;

Isabekov Olzhas Azilievich

In 2000, he graduated from Shakarim State University, in 2004 — from the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation.

He began his diplomatic career in 2000 at the Department of International Economic Cooperation of the Ministry of Foreign Affairs of Kazakhstan. From 2012 to June 2013, he worked as Director of Government Relations at ConocoPhillips North Caspian Ltd.

In 2013-2019, he was director of the Department of Foreign Economic Policy of the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Before being appointed to the Office of the Prime Minister of the Republic of Kazakhstan, Olzhas Isabekov was Ambassador on Special Assignments to the Ministry of Foreign Affairs of the Republic of Kazakhstan.

Functions: summarizing and systematizing information-analytical, statistical, reference and other materials, preparing summary information based on the results.

The task: control and monitoring, including inspecting, implementing program documents, as well as acts and instructions of the Head of State, the leadership of the Presidential Administration, the Government of the Republic of Kazakhstan and the Head of the Office for Defense, Law and Order, Combating Crime and Delinquencies, civil protection (except industrial safety) as well as mobilization training.

Functions:

  • Review of information, including as part of the inspection, on the progress of the execution of program documents, as well as acts and instructions of the Head of State, the leadership of the Presidential Administration, the Government of the Republic of Kazakhstan and the Head of the Office, preparing analytical notes (references) and / or draft resolutions based on the results;

  • Carrying out the elaboration and preparation of conclusions on draft laws, acts of the President, government decrees and orders of the Prime Minister prepared by state bodies;
  • Preparing draft government decrees and orders of the Prime Minister on instructions of the Prime Minister, his deputies, Head of the Office;
  • Coordinating the execution of acts of prosecutorial oversight, approves draft resolutions of the Prime Minister and Government responses to acts of prosecutorial oversight, as well as monitors the execution of acts of prosecutorial oversight addressed to the Government, in terms of holding officials accountable for violating the law.

Head of Financial and Economic Department

Meirbekov Berdibek Kuanovich

Berdibek Kuanovich was born in 1962 in the South Kazakhstan region. He graduated from the Kazakh State Economic University, Kazakh Humanitarian Law University, he is a candidate of economic sciences.

From 1983-1991, he worked in various positions in the branch of the State Bank in the village of Sholakkorgan in the Suzak District of the South Kazakhstan Region.

From 1991 to 1998, he was head of the branch of Agromprombank in the village of Taukent of Suzak region of South Kazakhstan region, leading and chief economist, head of department, deputy chairman of the board Alem Bank of Kazakhstan, vice president of the Central Asian Bank for Cooperation and Development.

From 1998-1999, he was deputy head of the Control and Documentation Department of the Office of the Prime Minister of the Republic of Kazakhstan.

From 1999-2012, he was head of the Financial and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

From 2012 to 2014, he worked as the head of the Department of Financial, Economic and Personnel Work of the Office of the Prime Minister of the Republic of Kazakhstan, deputy head of the Control and Documentation Department of the Office of the Prime Minister of the Republic of Kazakhstan.

Aug. 13, 2014, he was appointed head of the Financial and Economic Department of the Office of the Prime Minister of the Republic of Kazakhstan.

Department of Control and Documentation Support of the Office of the Prime Minister of the Republic of Kazakhstan

The main tasks, functions of the Department of Control and Documentation Support

1. Document support for the activities of the Prime Minister and his deputies, the Head and structural divisions of the Prime Minister's Office and work coordination of state authorities in management and improvement of paperwork and archiving.

  • organizes and manages paperwork of the Government, carries out processing and timely communication of business correspondence to the leadership of the Government and structural divisions of the Prime Minister's Office, except confidential documents;
  • coordinates the work on further development of unified electronic document management system of state authorities;
  • takes measures to reduce and optimize workflow, to introduce modern information technologies and effective forms of paperwork management;
  • supervises the compliance with the Government Regulations, Workflow instructions within its competence;
  • coordinates the development of Nomenclature of affairs of the Prime Minister's Office, forms the archive fund of the Prime Minister's Office, organizes the current archival storage of original documents in the archive, except confidential ones.
  • carries out the functions of an authorized body in respect of the republican state enterprise “State Courier Service of the Republic of Kazakhstan”;
  • keep records, classifies appeals of individuals and legal entities, supervises  its timely consideration;
  • organizes the work on making up of quarterly reception schedule and reception of individuals and legal entities by the officials of the Prime Minister's Office;
  • organizes the preparation of agendas and materials for the meetings of the Government of the Republic of Kazakhstan, as well as participates in monitoring of conference room technical preparation;
  • makes up the list of draft resolutions submitted to a vote at the meeting of the Government;
  • provides the registration, transfer to the corresponding structural units of the Office and monitoring of draft resolutions of the Government and presidential memorandum.

2. Monitoring the execution of memorandums and instructions of the Head of State and Executive Office of the President given to the Government, decisions of the Government and Prime Minister, instructions of the Prime Minister, his deputies, Head of the Prime Minister's Office and his deputies.

  • supervises the execution of memorandums and instructions of the Head of State, Executive Office of the President, memorandums of the Government and Prime Minister, instructions of the Prime Minister and his deputies, meeting protocol decisions of the Government, Head of the Prime Minister's Office and his deputies, acts of General Prosecutor's Office and Accounts Committee by state authorities and organizations;
  • provides the monitoring of timely adoption of subordinate legislation;
  • provides the preparation of materials on operational discipline condition for weekly operational meetings with the Prime Minister, weekly meetings with the Deputy Head of Prime Minister's Office, monthly meetings with supervising Deputy Head of Prime Minister's Office;
  • monitors the number of meetings held by the leadership of central and local executive bodies.

3. Phased introduction of paperwork in state language.

  • conducts a linguistic testing ​​of regulatory legal acts draft texts in state and Russian languages submitted for consideration to Prime Minister's Office, answers to the Head of State, Executive Office of the President of the Republic of Kazakhstan, deputies of the Parliament of the Republic of Kazakhstan, draft decisions of the Government on amendments of deputies of the Parliament to draft laws, draft minutes of meetings and meetings chaired by the Prime Minister, including the confidential ones;
  • checks the authenticity of texts of the regulatory legal acts in state and Russian languages submitted for Prime Minister’s signature, their compliance with the requirements of the rules of state and official languages, including the confidential ones;
  • offers proposals to the leadership for improving the quality of regulatory legal acts development in state language;
  • provides simultaneous interpretation of Government meetings, meetings chaired by the Prime Minister;
  • participates in meetings of the State Terminology Commission;
  • interacts with the Institute of Linguistic Expertise of the Ministry of Justice, structural units of the Executive Office of the President, chambers of the Parliament on competence issues;
  • organizes training for the staff of the Office on the uniform application of terms in state language.

Head of the Department of Control and Documentation Support of the Office of the Prime Minister of the Republic of Kazakhstan

Gulnara Zhautikova

She was born Aug. 24, 1972, in the Akmola region.

She graduated from Akmola State Pedagogical Institute with a degree in History and Law, and the Eurasian Humanitarian Institute with a degree in Law.

From 1994 to 2006, she was a teacher of history and law, deputy director of the school for scientific and methodological work in educational organizations of the Akmola region and the city of Astana

From 2006 to 2014, she was chief specialist, chief expert, head of department, deputy director of the department of the Ministry of Education and Science of the Republic of Kazakhstan

Since 2014, she has been deputy head, then head of the Department of Control and Documentation Support of the Office of the Prime Minister of the Republic of Kazakhstan
