Draft codes on health and status of teacher: Government reviews plans of legislative work for 2019

October 30 at the Government meeting chaired by Prime Minister Bakytzhan Sagintayev, Minister of Justice Marat Beketayev reported on the plan for legislative work for 2019.

The Ministry of Justice, together with the members of the Interdepartmental Commission on Legislative Activities, has developed a draft Government Work Plan for 2019. The tasks identified by the President of the country and outlined in the strategic documents of the state are taken as a basis.

Beketayev noted that in 2019 it is planned to develop new draft codes “On People's Health and the Health Care System”, “Environmental Code of the Republic of Kazakhstan”, as well as draft laws “On the Status of a Teacher”, “On State Courier Communication”. In addition, government agencies plan to develop a number of bills based on the results of legal monitoring.

In general, the draft Plan provides for the development of 29 bills. Beketayev reported that when forming the draft Plan, the need to systematically submit bills during the year to the Parliament was taken into account. So, in the first half of 2019, it is planned to submit to Parliament 16, and in the second — 13 bills.

“The development of the largest number of bills falls on the Ministry of Energy — five. The ministries of national economy and finance will work out three bills. The ministries of internal affairs, healthcare, agriculture, culture and sports, education and science, labor and social protection of the population have two bills,” said Beketayev.

The ministries of defense, social development, defense and aerospace industry, investments and development, as well as the General Prosecutor’s Office, the Agency for Civil Service Affairs and Anti-Corruption will develop a single draft law.

“The draft plan was discussed at a meeting of the Interdepartmental Commission on Legislative Activities. The proposals of non-governmental organizations were taken into account. On the draft laws envisaged in the Plan, public authorities will carry out explanatory work after their adoption,” the minister reported.
